Dutch Expat Drags Away ATM Machine After Fight with Thai Wife

KHON KAENA 60-year-old Dutch man was arrested early Sunday morning after stealing an entire ATM machine in downtown Khon Kaen following a heated argument with his Thai wife.

Residents were shocked to discover the foreign suspect attempting to break into a Siam Commercial Bank ATM outside the Sri Sawat store on Maliwan Road in Ban Thum subdistrict. But instead of just accessing the cash inside, the man loaded the entire machine onto his pickup truck.

Police from Ban Ped Station found drag marks stretching 20 meters from where the ATM had been bolted down to where his black Mazda pickup was parked. Using security camera footage, officers quickly tracked down the suspect, identified only as Mr. S from the Netherlands.

The bizarre theft stemmed from years of mounting financial pressure. The Dutch national had moved to Thailand six years ago and invested roughly 10 million baht in a restaurant business with his 37-year-old wife Waraporn on Prachasamran Road, where the couple also lived.

But as their restaurant struggled and money ran short, arguments became frequent. On Saturday night, another fight erupted over their financial troubles. The frustrated husband stormed out, telling his wife he was driving to visit friends in Nong Khai province. She didn’t think much of it until police called the next morning.

“The wife had no idea what her husband was planning,” said a police source. “She only learned about the ATM theft when we contacted her.”

Forensic teams collected fingerprints from both the stolen ATM and the pickup truck, while bank representatives filed formal charges. The suspect now faces multiple counts including nighttime theft, property damage, and using a vehicle in the commission of a crime.

He faces 1 to 7 years imprisonment with the sentence potentially increased by half due to vehicle use, meaning he could face up to 10.5 years in prison plus fines of 2,000 to 14,000 Baht. The court will consider factors like his cooperation, prior criminal history, and the specific circumstances when determining the final sentence within these ranges.

Police have denied bail during the ongoing investigation.

The Voiceless Victims of the Thai-Cambodian Conflict

Pravit Rojanaphruk of Khaosod English interviews Ms. Saing Ry, a 42-year-old Cambodian woman from Battambang province, who has lived and worked in Thailand for over 20 years on the online program 'Geopolitics,' on September 19, 2025.

The unspoken tragedy of the ongoing Thai-Cambodian conflict is that the vast majority of those affected are ordinary people on both sides of the border, made virtually voiceless. Some may be given a minute or two to speak to the press, particularly civilians who have been injured or lost a loved one.

Here in Thailand, the hundreds of thousands of Cambodian migrant workers who fled, and those who remained, were basically treated by the majority of the Thai press as statistics—figures, not distinct individual human beings with dreams, hopes, fears, and aspirations.

​Meanwhile, social media was dominated by so-called extremist influencers who catered to the bases of our human instincts—anger, hatred, and prejudice.

​Over the past few months since the conflict flared up in May and led to a five-day undeclared war, it was sad to see many Cambodians who could speak Thai exhibit not just anger but hatred towards Thais and Thailand. This is sad because no one would choose to learn the foreign language of a country they hated. This means we have collectively failed to handle the conflict in a way that it would be limited. Instead, it escalated into mutual hatred.

​It was in this context that I felt that there was a need to interview a Cambodian in Thailand at length.

​On Friday, I interviewed Ms. Saing Ry, a 42-year-old Cambodian woman from Battambang province, who has lived and worked in Thailand for over 20 years on my weekly video-recorded programme on Khaosod Thai called ‘Geopolitics’.

​Saing Ry worked on labour rights, assisting her fellow Cambodians who had come to work in Thailand. Before the conflict, there were over 1.2 million Cambodians in Thailand, according to a news report by the Khmer Times, while the previous Thai Labour Minister put the official registered number at 500,000 plus. Since the conflict, Saing Ry told me about 80 percent of the workers have left Thailand. And some are now being arrested for trying to illegally cross bank to Thailand for work.

​Even though she knew that speaking out during a time of tension between the two countries would draw a negative reaction, Saing Ry insisted that she chose to speak because she wants the people of Thailand and Cambodia to understand each other and live together peacefully again.

​She said that as far as she was aware, none of the Thais who attacked Cambodian workers and videotaped the assaults have been apprehended. In one case, Thai police told her it’s because no one filed a police complaint. Saing Ry added, however, that when a young Cambodian was attacked in Chanthaburi province where she lives, some Thais saved the man from the Thai perpetrators.

​From a 100 Baht Fishmonger to a Migrant Labour Advocate

​Saing Ry recalls that almost twenty years ago, when she was around 20, she decided to leave her home country because the income in Cambodia was not enough to live on. She heard that there were jobs in Thailand and that the pay was better, so she came with a friend. Her first job was working at a fish farm in Chanthaburi province, earning 100 Baht a day, before she later shifted to working on the rights of Cambodian labourers.

​At the time, she didn’t speak any Thai, but she was interested, so she slowly taught herself until she could communicate and began to understand life in Thailand more.

​The Impact of the Conflict

​When the most recent conflict occurred, more than 80% of Cambodian workers decided to return home because they were concerned for their safety. There were reports of them being attacked and rumours that they would be stripped of their citizenship if they continued to work in Thailand. This caused hundreds of thousands of workers to return to Cambodia. Some were able to find jobs, but a significant number couldn’t, so they had to find a way to come back to Thailand again.

​Saing Ry herself has faced a lot of pressure. Every time she has given an interview to the Thai media, she’s been met with hateful comments. Examples she remembers are messages like, “Why don’t you go back to your own country?” or “Are you staying in Thailand to protect your people?”

​She admits that she was very hurt at first. She read the comments hoping that readers would understand her good intentions, which were simply that she didn’t want a fight to break out and that she wanted the two countries to negotiate. Instead, she found hundreds of comments crudely telling her to leave Thailand, which was extremely painful. She says she is more used to it now, “they might not understand us yet.”

A Call to Leaders

​Saing Ry is calling on the leaders of both countries to sit down for peaceful negotiations to find a mutually beneficial solution, not just at the government level but for the sake of the ordinary people of both nations.

​She wants to tell the Thai and Cambodian people who are cursing each other, and throwing hate speech at one another, right now, that, in truth, “we are all human beings.” She asks that people from both sides be open-minded, accept, and forgive each other so that peace can prevail.

​Even though Saing Ry doesn’t know when this conflict will end, she remains hopeful that the leaders of both countries will find a peaceful solution soon for the greater good of both the Thai and Cambodian people.

​Note: When this writer posted the video of the interview on his Facebook, one Cambodian reader asked whether Saing Ry was really free to say anything critical about Thailand and Thai leaders, which was a fair point.

​”I like your phrase ‘Let’s help each other build bridges, not walls, not barbed wire.’ I wish you good luck with your work. 🙏,” wrote Cambodian FB user Bunthon Chea, referring to what I said during the video interview.

​”However, I’m just curious because she is right [here] in Thailand, are you sure she has said what’s really on her mind?”

White House Says $100K H-1B Visa Fee Won’t Apply to Existing Holders

WASHINGTON (AP) — President Donald Trump’slatest plan to overhaul the American immigration system has left some immigrant workers confused, forcing the White House on Saturday to scramble to clarify that a new $100,000 fee on visas for skilled tech workers only applies to new applicants and not to current visa holders.

The president on Friday, with Commerce Secretary Howard Lutnick by his side, signed a proclamation that will require the new fee for what are known as H-1B visas — meant for high-skilled jobs that tech companies find hard to fill.

“Those who already hold H-1B visas and are currently outside of the country right now will NOT be charged $100,000 to re-enter,” White House press secretary Karoline Leavitt said in a posting on X. “This applies only to new visas, not renewals, and not current visa holders.”

The fee takes effect at 12:01 a.m. ET Sunday. It is scheduled to expire after a year. But it could be extended if the government determines that is in the interest of the United States to keep it.

The White House in a social media post also sought to make clear the new rule “does not impact the ability of any current visa holder to travel to/from the U.S.”

But immigration attorneys said that the White House move threatened to upend the lives of many skilled workers and has far-reaching impact on American business.

Kathleen Campbell Walker, an immigration attorney with Dickinson Wright based in El Paso, Texas, said in a posting on LinkedIn that the White House move “inserts total chaos in existing H-1B process with basically a day’s notice.”

Lutnick on Friday told reporters that the fee would be an annual cost for companies.

But a White House official said Saturday that it’s a “one-time fee.” Asked if Lutnick’s comments sowed confusion, the official, who was not authorized to comment publicly about the matter and spoke on the condition of anonymity, said the new fee “currently does not apply to renewals but that policy is under discussion.”

Meanwhile, India’s government expressed concern Saturday that the Trump administration move would dramatically raise the fee for visas that bring tech workers from there and other countries to the United States.

Trump also rolled out a $1 million “gold card” visa for wealthy individuals. The moves face near-certain legal challenges amid widespread criticism he is sidestepping Congress.

To be certain, if the moves survive legal muster, they will deliver staggering price increases. The visa fee for skilled workers would jump from $215.

India’s Ministry of External Affairs said Saturday that Trump’s plan “was being studied by all concerned, including by Indian industry.″ The ministry warned that ”this measure is likely to have humanitarian consequences by way of the disruption caused for families. Government hopes that these disruptions can be addressed suitably by the U.S. authorities.″

More than 70% of H-1B visa holders are from India.

Critics say the H-1B visas undercut American workers

H-1B visas, which require at least a bachelor’s degree, are meant for high-skilled jobs that tech companies find difficult to fill. Critics say the program undercuts American workers, luring people from overseas who are often willing to work for as little as $60,000 annually. That is well below the $100,000-plus salaries typically paid to U.S. technology workers.

Trump on Friday insisted that the tech industry would not oppose the move. Lutnick, meanwhile, claimed “all big companies” are on board.

Representatives for the biggest tech companies, including Amazon, Apple, Google and Meta, did not immediately respond to messages for comment. Microsoft declined to comment.

“We’re concerned about the impact on employees, their families and American employers,” the U.S. Chamber of Commerce said. “We’re working with the Administration and our members to understand the full implications and the best path forward.”

Lutnick said the change will likely result in far fewer H-1B visas than the 85,000 annual cap allows because “it’s just not economic anymore.”

“If you’re going to train people, you’re going to train Americans,” Lutnick said on a conference call with reporters. “If you have a very sophisticated engineer and you want to bring them in … then you can pay $100,000 a year for your H-1B visa.”

Trump also announced he will start selling a “gold card” visa with a path to U.S. citizenship for $1 million after vetting. For companies, it will cost $2 million to sponsor an employee.

Trump offers ‘Platinum Card’

The “Trump Platinum Card” will be available for $5 million and allows foreigners to spend up to 270 days in the U.S. without being subject to U.S. taxes on non-U.S. income. Trump announced a $5 million gold card in February to replace an existing investor visa — this is now the platinum card.

Lutnick said the gold and platinum cards would replace employment-based visas that offer paths to citizenship, including for professors, scientists, artists and athletes.

Critics of H-1Bs visas who say they are used to replace American workers applauded the move. U.S. Tech Workers, an advocacy group, called it “the next best thing” to abolishing the visas altogether.

Doug Rand, a senior official at U.S. Citizenship and Immigration Services during the Biden administration, said the proposed fee increase was “ludicrously lawless.”

“This isn’t real policy — it’s fan service for immigration restrictionists,” Rand said. “Trump gets his headlines, and inflicts a jolt of panic, and doesn’t care whether this survives first contact with the courts.”

Lutnick said the H-1B fees and gold card could be introduced by the president but the platinum card needs congressional approval.

Visas doled out by lottery

Historically, H-1B visas have been doled out through lottery. This year, Amazon was by far the top recipient of H-1B visas with more than 10,000 awarded, followed by Tata Consultancy, Microsoft, Apple and Google. Geographically, California has the highest number of H-1B workers.

Critics say H-1B spots often go to entry-level jobs, rather than senior positions with unique skill requirements. And while the program isn’t supposed to undercut U.S. wages or displace U.S. workers, critics say companies can pay less by classifying jobs at the lowest skill levels, even if the specific workers hired have more experience.

As a result, many U.S. companies find it cheaper to contract out help desks, programming and other basic tasks to consulting companies such as Wipro, Infosys, HCL Technologies and Tata in India and IBM and Cognizant in the U.S. These consulting companies hire foreign workers, often from India, and contract them out to U.S. employers looking to save money.

Overstaying Pakistani Man Arrested for Sexual Misconduct in Thailand

UDON THANIA Pakistani man who claimed to be dating a Thai woman has been arrested by Udon Thani City Police during routine patrols after reports of sexual misconduct involving a young woman at a local dormitory on Nittiyo Road.

The victim, identified only as “Miss A,” is an 18-year-old Udon Thani resident with autism who can communicate effectively. She told police that while her mother was at work, she was alone in her room when a foreign man living in the room across from hers approached her door.

According to Miss A’s account, the man had been frequently watching her, behavior she had previously reported to her mother, who advised her to record video evidence. On September 20th, the situation escalated when the man knocked on her door asking about a laundry shop, then entered her room and attempted to embrace her, touch her waist, and grope her private areas.

Frightened, Miss A retreated into her room, but the man followed and tried to persuade her to come to his room. She refused and immediately called the dormitory caretaker, Miss Bow.

Dormitory Manager’s Account

Miss Bow, 35, the dormitory caretaker, confirmed that the man had been renting a room for less than a month, arriving with a Thai girlfriend from Udon Thani who sells smoothies. She had observed his sexually threatening behavior, noting that he would stand and stare at Miss A’s room whenever she was alone.

The night before the incident, Miss A had called for help, and when Miss Bow arrived, she saw the man pretending to sweep his room. The following day, Miss A called again reporting the assault, though she was so frightened she could barely speak coherently over the phone.

Police Investigation

Police questioned the foreign national, later identified as Ahmed, a 32-year-old Pakistani citizen. He denied any wrongdoing regarding Miss A. When officers requested to see his passport, Ahmed claimed it was with his girlfriend. However, when police contacted the woman, she denied being his girlfriend, stating they were merely friends, and confirmed she did not have his passport.

Lieutenant Colonel Preeda coordinated with Udon Thani Immigration Police to check Ahmed’s records. The investigation revealed that Ahmed had entered Thailand as a tourist two years ago, traveled to Malaysia, and had no subsequent legal entry records into Thailand. Authorities suspect he illegally re-entered through natural border channels and never departed.

Charges Filed

Ahmed has been charged as a foreign national who entered and remained in the Kingdom without permission, or illegal entry. He has been transferred to investigators at Udon Thani City Police Station for prosecution. The sexual misconduct charges will undergo further detailed investigation.

Thai Immigration Bureau Disputes Reuters Scam Trafficking Story

BANGKOKThailand’s Immigration Bureau has strongly refuted a Reuters investigation that alleged Thai immigration officials were involved in trafficking foreigners into Myanmar-based cybercrime operations, calling the report “essentially fictional” and demanding media outlets verify information before publication.

The controversy stems from a Reuters multimedia report titled “They traveled to Thailand. They wound up cyber scam slaves in Myanmar,” which featured interviews with nine foreigners from South Africa, South Asia, and Southeast Asia who claimed to have been trafficked through Thailand.

The Disputed Account

Central to the Reuters story was the testimony of “Oly,” described as an IT consultant in his early 30s from East Africa who allegedly traveled from Ethiopia to Thailand in November 2024 to visit a friend. According to the report, Oly claimed a female immigration officer checked his passport at the airport and then handed him over to a hotel staff member at the baggage carousel.

He alleged he was subsequently driven off-route, fell asleep during the journey, and awoke to find himself in Mae Sot before being forced across the border into Myanmar to work for a call center scam operation.

Several Thai media outlets subsequently republished the story with headlines suggesting Thai Immigration’s complicity in human trafficking, prompting concerns about damage to Thailand’s international reputation.

Immigration Bureau’s Response

On September 20, 2025, Police Major General Cherngron Rimpadee, Commander of Immigration Division 2, held a press conference to address what he characterized as “distorted facts” in the Reuters report.

Pol.Maj.Gen. Cherngron revealed that he had ordered a comprehensive review of all foreign nationals entering Thailand in November 2024 with names spelled exactly or similarly to “Oly.” The investigation yielded significant discrepancies with the Reuters account:

Of 62 individuals with similar names found in immigration records, only two were from East Africa: a Ugandan man who arrived from Doha to Phuket on November 5, 2024, and departed November 14, and a Kenyan woman who arrived from Dubai on November 28 and left December 5. Critically, no Ethiopian nationals matching the description were found in the database.

Logistical Impossibilities

Pol.Maj.Gen. Cherngron also highlighted several logistical impossibilities in the Reuters account. He noted that hotel staff cannot access airport baggage carousels without special clearance from the Airports Authority, stating that even he, as Commander of Immigration Division 2, cannot enter such areas without proper credentials.

Additionally, he questioned the plausibility of the alleged eight-hour journey from Suvarnabhumi Airport to Mae Sot, during which the victim supposedly “slept throughout the trip” despite claiming to know the vehicle had gone off-route, without attempting to resist or call for help.

Thailand’s Anti-Trafficking Measures

The immigration commander emphasized that Thailand has implemented comprehensive screening measures at all entry points, particularly airports, targeting two distinct groups:

High-risk foreign nationals potentially involved in call center gangs, including citizens from African and South Asian countries, undergo enhanced scrutiny of visas, return tickets, travel plans, and accommodations. Those with previous entries via Myanmar or Cambodian border checkpoints are automatically denied entry. From January 2025 to date, 16,538 individuals have been refused entry, including 303 from South Asia and Africa.

Potential victims of trafficking operations are identified through indicators such as first-time visits to Thailand, vague travel plans, lack of return tickets, or unconfirmed accommodations. These individuals are interviewed, warned of risks, and have their contact details recorded. Since January 2025, immigration officers have conducted 5,278 such interviews.

Broader Context

Pol.Maj.Gen. Cherngron questioned the motives behind the Reuters report, noting that it followed another major international outlet’s documentary titled “Dark Side of Paradise” that portrayed Thailand negatively. He stressed that Thailand actively coordinates with foreign governments to dismantle trafficking networks and has repatriated numerous foreigners rescued from Myanmar call center operations.

The immigration official noted that many rescued individuals claimed victim status to avoid prosecution despite having participated in scam operations themselves, and are now flagged in immigration databases to prevent future entry.

Call for Media Responsibility

“Reuters’ allegations are unfounded,” Pol.Maj.Gen. Cherngron concluded. “I call upon all Thai media outlets to verify their information before publishing, to avoid becoming a tool of foreign media organizations with ill intent toward Thailand.”

The dispute highlights ongoing tensions between Thailand’s efforts to combat human trafficking and international media coverage of the country’s role in regional cybercrime operations based in Myanmar and Cambodia.

Moroccan and Indian Tourists Die in Separate Falls from Thai Hotels

BANGKOK/PATTAYATwo tragic incidents involving foreign tourists falling from buildings occurred within hours of each other on Friday night, claiming the lives of a Moroccan woman in Bangkok and an Indian man in Pattaya.

Bangkok Incident

The first tragedy unfolded at approximately 2:00 a.m. on September 20 at a hotel on Sukhumvit Soi 13 in Watthana District. A 50-year-old hotel security guard reported hearing a loud crash near the hotel’s perimeter fence and discovered the body of Ms. C, a 21-year-old Moroccan tourist, in the hotel parking area.

According to police from Lumpini Station, Ms. C and her 19-year-old Moroccan boyfriend, Mr. Z, had checked into a fourth-floor room at 12:42 a.m. that same day. Mr. Z told investigators that around 1:00 a.m., the couple went to the hotel’s rooftop swimming pool area on the seventh floor, where he was smoking marijuana with another male friend.

Mr. Z stated that his girlfriend also used marijuana and began expressing thoughts about wanting to die. After an argument between the couple, she walked to the balcony area near the swimming pool and jumped before he could stop her. Police found no injuries or signs of struggle on Mr. Z during their examination.

Authorities are reviewing CCTV footage for additional evidence, and the body has been transferred to Chulalongkorn Hospital for a complete autopsy to determine the exact cause of death.

Pattaya Incident

Earlier that evening at 7:30 p.m. on September 19, a 42-year-old Indian man identified as Mr. G fell from the fifth floor of a hotel in South Pattaya on Thappraya Road, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province.

The victim’s body crashed through a roof below, requiring careful extraction by authorities. Police investigation of his hotel room revealed no signs of robbery or struggle, but discovered evidence suggesting he had attempted to hang himself using a towel tied to a clothing rack, which had broken away from the wall.

Police believe the man then turned to jumping from his room’s rear balcony as an alternative method.

A 40-year-old witness from a restaurant in the hotel reported hearing what sounded like an argument from the upper floors of the building, followed by the sound of something crashing violently into the roof and blood dripping down, which shocked nearby tourists.

Mr. G had checked into the hotel that Friday afternoon. Police are examining security camera footage and interviewing additional witnesses to confirm the circumstances of his death.

Both cases remain under investigation as authorities work to piece together the final moments leading to these tragic incidents.

Phuket Souvenir Stores Struggle Despite Tourism Recovery

PHUKET —  Local small businesses in Phuket are experiencing declining revenues despite the island welcoming record visitor numbers in 2025, highlighting a disconnect between tourism growth and SME performance.

Phuket attracted 7.6 million visitors from January to July 2025, maintaining robust growth momentum from 2024’s record 13 million arrivals. The Tourism Authority of Thailand (TAT) Phuket office reported hotel occupancy averaging 76.61% and cumulative revenue reaching 290 billion baht during the seven-month period.

International visitors dominated arrivals, with Russia, China, and India comprising the top three source markets. The destination handled over 60,000 flights—a 5.77% increase year-over-year—and welcomed nearly 600 ships, including 55 cruise vessels carrying 154,217 passengers. Daily arrivals during the current Green Season average 12,000-15,000 tourists from 30 countries.

In 2024, foreign visitors generated 92% of Phuket’s 497 billion baht (15.6 billion) tourism revenue, while domestic tourists contributed 7%, despite representing 24% of total arrivals.

SMEs Face Revenue Decline

The tourism surge has not translated into increased spending at local businesses, according to industry leaders. Charan Sangsarn, secretary-general of the Phuket Chamber of Commerce, told Prachachat that SME revenues have declined due to weak consumer spending patterns.

“Business is quieter than during COVID-19, with the impact particularly severe for SMEs,” Charan said. “Tourists aren’t buying from local businesses, and residents lack disposable income. Visitors prefer department stores offering promotions and discounts that small shops cannot match.”

Changing Tourist Behavior

Local retailers report significant shifts in visitor shopping patterns. Ammy, who operates a store in Phuket’s old town, described current conditions: “People just browse without purchasing. Most visitors are Indian, Chinese, and Arab tourists, with few Europeans. Tour groups include old town walks in packages but don’t allocate time for shopping like before.”

Kalaya Thongsomboon, head of retail operations at Khun Mae Ju Co Ltd, a major souvenir and local food brand, confirmed the trend. While previous government programs like “We Travel Together” significantly boosted sales, overall revenues have declined.

The company has adapted by establishing learning centers for students and government visitors, plus expanding online sales, though e-commerce represents less than 10% of annual revenue.

Calls for Economic Stimulus

Business owners are urging government intervention to stimulate consumer spending. Arpa Warapiwatkul, managing director of Methee Phuket Co Ltd, reported only brief improvements in April before business slowed again. Her cashew nut operation has similarly pivoted to educational tourism.’=

Industry leaders specifically advocate reviving the “Khon La Khrueng” (Half-Half) co-payment program, arguing it would be more effective than direct cash transfers in encouraging actual spending.

“The government urgently needs stimulus measures,” Charan emphasized. “A targeted co-payment program would be more effective than a 10,000 baht cash gift that people might save rather than spend.”

The situation reflects broader challenges facing tourism-dependent economies where visitor volume growth doesn’t necessarily correlate with local business revenue, particularly when tourist spending patterns favor large retailers over community-based SMEs.

Thailand’s King Endorses New Cabinet Led by Prime Minister Anutin Charnvirakul

BANGKOK (AP) — Thailand’s king endorsed on Friday a new Cabinet headed by Prime Minister Anutin Charnvirakul after a court order removed his predecessor due to ethics violations and public outrage over a deadly border dispute between the Southeast Asian country and its neighbor, Cambodia.

The Cabinet, which includes several non-politicians, is expected to take office next week after taking an oath in front of King Maha Vajiralongkorn.

Anutin, head of the Bhumjaithai Party, was elected premier by Parliament last month. He succeeded Pheu Thai Party’s Paetongtarn Shinawatra, who was dismissed after being found guilty of ethics violations over a politically compromising phone call with neighboring Cambodia’s Senate President Hun Sen. The call was followed by a border clash between Thailand and Cambodia in July, which killed dozens.

Most of Anutin’s Cabinet positions went to members from his party and two other parties, Klatham and the military-backed Phalang Pracharath, which make up the main part of his minority coalition government. Many of the newly appointed ministers, including Anutin himself, had served in the Pheu Thai-led Cabinet after the 2023 general elections.

The Pheu Thai Party holds no position in the current Cabinet. It had previously said it would become an opposition party.

Anutin will serve as both prime minister and interior minister. He held the latter position under Paetongtarn’s government.

Six members of the Cabinet hold the deputy prime minister jobs. One of them is Thammanat Prompao of the Klatham Party, an influential politician who was convicted and jailed in Australia in 1994 in connection with heroin smuggling. He will also serve as the agriculture minister.

Several non-politicians nabbed ministerial positions, including Ekniti Nitithanprapas, a former Director-General of the Revenue Department, who has economics degree from the U.S., was appointed to both deputy prime minister and finance minister positions. Suphajee Suthumpun, a former CEO of major Thai hotel business Dusit Thani, will serve as commerce minister.

Veteran diplomat Sihasak Phuangketkeow was appointed as foreign minister. He had served in many posts in the foreign ministry, including as its permanent secretary, vice minister and spokesperson. He was also a former Permanent Representative of Thailand to the United Nations Office in Geneva, and was chosen as President of the UN Human Rights Council in 2010.

Anutin was able to secure the prime minister position after appealing to the People’s Party, the country’s main opposition party, by promising to dissolve Parliament within four months and organize a referendum to draft a new constitution by an elected constituent assembly.

The People’s Party runs on progressive platforms and has long sought changes to the constitution, imposed during a military government, saying they want to make it more democratic.

Global Governance Initiative for Building a Peaceful and Better World Together

In early September, Chinese President Xi Jinping proposed the Global Governance Initiative (GGI), at “Shanghai Cooperation Organization Plus” meeting. It is another important public good China has provided to the international community following the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. T

he GGI points the way and provides a practical pathway for reforming and improving the global governance system. It gives a strong boost to efforts to build a more just and equitable global governance system and usher in a community with a shared future for mankind.

The GGI is a timely response to the rapidly evolving changes of the century, frequent regional turmoil, impeded economic development, backlash against globalization and an intensifying deficit in governance.

First, the authority of the global governance system has been undermined. The purposes and principles of the U.N. Charter have not been effectively observed, and the WTO’s dispute settlement mechanism remains paralyzed. Second, the effectiveness of the system is in urgent need of improvement.  The U.N. needs to operate more efficiently, improve its ability to respond to emergencies, and become more transparent. Some countries have failed to fulfill their due responsibilities and obligations.

Third, the system is confronted with a serious lack of representation of the Global South. To maintain their hegemony and seek personal gains, some countries have long blocked the reform of multilateral institutions, and the representation and say of the vast number of developing countries are not fully reflected.

History has shown that the more difficulties we face, the more important it is to stay true to the principle of peaceful coexistence and remain steadfast in our belief in win-win cooperation. The initiative proposed by President Xi Jinping at this moment meets the common aspiration of people across the world and responds to the pressing needs. The initiative includes five core concepts:

First, staying committed to sovereign equality. This is the foremost premise of global governance. Countries, regardless of their size, strength and wealth, are entitled to independently choose their social systems and development paths and to participate and make decisions in international affairs as equals.

Greater democracy should be promoted in international relations to make the global governance system better reflect the interests and aspirations of the majority of countries and to increase the representation and say of developing countries.

Second, staying committed to international rule. This is the fundamental safeguard for global governance. Fairness and justice are what regional countries consistently pursue. It is important to fully and faithfully observe the basic norms of international relations such as the purposes and principles of the U.N. Charter, and ensure equal and uniform application of international law. It is important to safeguard the authority of international law, promote equal rights, equal opportunities and equal rules for all, and keep advancing the modernization of human society.

Third, staying committed to multilateralism. This is the basic pathway of global governance. To uphold true multilateralism, it is essential to resolutely safeguard the international system with the United Nations at its core, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the U.N. Charter. It is essential to follow the principle of extensive consultation and joint contribution for shared benefit. Practice of unilateralism and hegemonism must be rejected.

Fourth, staying committed to the people-centered approach. This is the underpinning value of global governance. It is important to ensure that people of all countries participate together and share the achievements of global governance. This will give people of all countries a stronger sense of fulfillment in building a community with a shared future for mankind, greater trust in solidarity in addressing challenges, and stronger cohesion for achieving common development.

Fifth, staying committed to real results. This is an important principle of global governance. The vitality of global governance comes from practice, the key lies in action, and the fundamental test is results. It is important to address both the immediate and longer-term concerns and solve the practical issues that countries, especially developing countries, care about. Developed countries need to earnestly fulfill their responsibilities and provide more resources and public goods. Developing countries need to seek strength through unity and make contributions within their capacity.

These elements of the initiative are consistent with the purposes and principles of the U.N. Charter. They are designed to firmly support the central role of the United Nations in international affairs, and encourage countries to participate in the reform and improvement of the global governance system through the U.N. and other multilateral mechanisms.

China has developed within the existing international order. No matter how the international situation changes, China will continue to uphold the principle of extensive consultation and joint contribution for shared benefit, make China’s new development bring new opportunities to all countries, provide more certainty for world peace and development, and demonstrate China’s sense of responsibility and commitment to building a community with a shared future for mankind.

This year marks the 50th anniversary of the establishment of diplomatic relations between China and Thailand. Having stood the test of time over the past 50 years, our two countries, as comprehensive strategic cooperative partners, are committed to building a more stable, more prosperous and more sustainable China-Thailand community with a shared future.

Both China and Thailand have benefited from, upheld and contributed to the post-war international order. We both pursue peace, stability, development and prosperity, and share broad common interests and similar positions and propositions on regional and international issues.

As two major countries of the Global South, China and Thailand are important forces in reforming and improving global governance. China stands ready to work with Thailand to stand firmly on the right side of history, on the side of human progress, and on the side of multilateralism. Together, we will play an exemplary role in actively following through on the Global Governance Initiative and building a peaceful and better world.

Thailand Rises to World’s Second-Largest Pet Food Exporter

BANGKOK — Thailand has solidified its position as the world’s second-largest pet food exporter, with trade continuing to surge in 2025 despite global economic challenges.

The kingdom exported $1.685 billion worth of dog and cat food in the first seven months of 2025, representing 10.72% growth compared to the same period last year, according to Phunphong Nainapakorn, director of the Trade Policy and Strategy Office.

Strong 2024 Performance Sets Foundation

Thailand achieved the milestone ranking in 2024 with exports totaling $2.677 billion, a 29% increase from the previous year that captured 10% of the global pet food market. Germany maintained its leading position with $3.283 billion in exports (12.3% market share), while the United States ranked third at $2.521 billion (9.4%), followed by Poland ($2.408 billion, 9.0%) and France ($2.308 billion, 8.6%).

The global pet food market reached $26.466 billion in imports during 2024, with Germany leading consumption at $2.435 billion, followed by the United States ($2.216 billion), United Kingdom ($1.762 billion), Poland ($1.530 billion), and Canada ($1.380 billion).

US Remains Key Market Despite Tariffs

The United States continues as Thailand’s largest export destination, accounting for $609.86 million in the first seven months of 2025—a 26% increase despite facing 19% retaliatory tariffs. Thailand has maintained price competitiveness, though local content requirements remain a regulatory concern.

Thailand’s other major markets showed strong performance: Japan ($329.37 million, unchanged), Australia ($167.21 million, up 45%), Italy ($164.94 million, up 34%), and Malaysia ($138.18 million, up 8%). These five markets represent 62.3% of Thailand’s total pet food exports.

Middle East Emerges as Growth Region

The Middle East presents significant expansion opportunities, with several countries showing triple-digit growth rates. The UAE led regional imports at $31.93 million (up 64%), followed by Saudi Arabia ($17.92 million, up 65%), Kuwait ($5.66 million, up 117%), Israel ($5.41 million, up 62%), and Turkey ($3.75 million, up 68%).

Market Drivers and Future Outlook

Several trends support continued growth in Thai pet food exports, including rising global pet ownership, demographic shifts toward aging populations and smaller households, and increased consumer focus on pet health and nutrition.

Phunphong identified opportunities in functional and specialized products, such as vitamin-enriched formulas and age-specific recipes using premium ingredients. Environmental sustainability in both products and packaging will become increasingly important for accessing European, American, and Japanese markets.

He recommended Thai companies focus on maintaining quality standards, investing in research and development, utilizing more domestic raw materials, and developing innovative product formats that provide dietary variety and health benefits.

“With these strategies, Thailand has the potential to become the world’s leading pet food exporter in the near future,” Phunphong said.
