Bangkok Hit By Heavy Rain, Flooding, And Accidents

(16 October) A combination of heavy rains, flooding, and accidents – which included a leaked underground water pipe – has resulted in a particularly chaotic day for Bangkok commuters.

Bangkok Governor Office had been receiving numerous complaints after heavy rains hit the nation’s capital city since last night. A broken water pipe in the heart of the city also paralysed traffic in main commercial area and left many houses without water supply.

Meanwhile,  floods are said to have occurred in many areas across the capital city, including Sukhumvit, Nharmwongwan, Bang-kapi, Meenburi, Lad Krabang, and Lad Praow.

This morning, the busy Plern-Chit Road was blocked after a tree fell on the road, causing much chaos in the vicinity during the rush hour. Officials later arrived at the scene and lifted the tree off the road, permitting the clogged traffic to resume.

In Bang-Kho-Laem district, a caved-in Rama III Road had caused severe traffic jams. The incident is believed to have been caused by the construction of underground utilities lines by the Metropolitan Electricity Authority (MEA) in the area.

Another accident also occurred on an MEA-contracted development site at the intersection between Ratchaprarop and Sri Ayudhya roads, as a 3-metre wide water pipe had been punctured, flooding the nearby roads with its torrents of water.

Mr. Weerapong Srinualkul, Managing director of Datum Thai Construction Co.,Ltdm, who is responsible for the construction, attributed the incident to human error. He claimed that that the workers misunderstood the map of underground pipelines, and dig right into the water pipe instead of an empty space.

The director said his company is willing to take all responsibility for the damage.

The incident took place during rush hour, causing disastrous traffic jams on many roads including Ratchaprarop, Ratchadamri, Petchaburi, Wiphawadee – Rangsit, Din Daeng and Rama IX. Many officials were ordered to help families living nearby move their items on the top floor after the water flooded into their houses.

A number of officials were also appointed to stand by at the water drainage pipe to make sure no one fell into the large hole.

Metropolitan Waterworks Authority (MWA) later closed the valve of the broken pipe. Houses in nearby area will have to live without water supplies until the pipe is fixed. The repair is expected to finish by the end of the day.

Swedish Tourist 'Scammed' Of 100,000 Baht

(16 October) A Swedish tourist has alleged that a Thai woman has stolen his wallet and withdrawn 100,000 baht from his bank accounts.

Mr. Issa Barsoma, 60, told Udonthani Tourism police that his pocket was stolen by a Thai woman called Thidarat.

According to Mr.Barsoma, he and Ms. Thidarat met in Sweden when she travelled there as a tourist. Mr. Barsoma said Ms. Thidarat had promised to take him sightseeing if he ever visited Thailand.

When Mr. Barsoma arrived at Suvarnabhumi Airport yesterday, he said, Ms. Thidarat had met him there and brought him straight to Udonthani province. They went to Central shopping mall in the town center for shopping and dining, the tourist added.

Mr. Barsoma told police Ms. Thidarat took his wallet when he was unaware and disappeared. He said he had tried to reach her phones, but it was turned off.

Tracing the information on Mr. Barsoma’s cards, it appeared that THB 60,000 cash was taken off from the victim’s account at an ATM next to a KFC restaurant in UDTown Market and a further 40,000 baht had also been withdrawn.

Mr. Barsoma said Ms. Thidarat might have memorised the password when he was withdrawing cash earlier in the day.

Police investigation suggested that the suspect had been seen going out with many foreigners prior to the incident.

Officials Bracing For Long New Year Holiday

Passengers on interprovincial coach in Nakhon Ratchasima province wearing seatbelts as required by a new regulation.

(16 October) The government′s decision for 5-days off during New Year season has alerted officials to prepare for large numbers of tourists during the long vacation.

The Cabinet announced the decision to make 30 December an official holiday, topping days off during New Year festival to 5 days in total, said Sunisa Lertphakawat, deputy spokeswoman of the Office of the Prime Minister.

It is believed that the long holiday should stimulate the country’s economy, particularly in tourism and transport sector.

Apart from native tourists, officials also plan to welcome more foreign tourists, especially from China, after a recent report revealed the growing numbers of tourists the world’s fastest growing economy.

However, the recent change in Chinese tourism law which curbs on travel agencies forcing tourists to buy extra services during their stays in Thailand might decrease the number of arriving Chinese in the next 3 months, according to the Ministry of Tourism.

However, in transport sectors, both coach and rail services providers, the Transport Co.Ltd, and State Railway of Thailand (SRT), expressed confience that the demand for transport during New Year’s is under their control.

Deputy Minister of Transport, Mr. Phong Cheewanant, said that the Transport Co.Ltd., a state enterprise, had prepared enough coaches for its passengers? demand during the season. The Deputy Minister also said that the maintenance team was ordered to make every coach ready, and drivers were ordered to take enough sleep.

“Having insufficient coaches is less problematic than providing unsafe service” said the deputy Minister, “we are working closely with other related authorities; Police, Department of Land Transport, to clear up loopholes in our plan for New Year”.

“Our officers will also be informing every passenger to fasten their seatbelts” said Mr. Pong, referring to the announcement of Ministry of Transport and the Transport Co.Ltd. to restrict every interprovincial Transport Co.Ltd. coach to be equipped  with seatbelts from 15 October onward. 

He added, “Safety is non-negotiable”.

Meanwhile, Mr. Wutthichat Kanlayanamitr, Managing Director of the Transport Company, said that the demand for coach travel in this year should remain as much as last year 1 million passengers. However, the company had provided 700 coaches for the substitution.

“We believed that no passengers would be left to wait at the terminal” Mr. Wutthichart assured.

State Railway of Thailand (SRT) deputy director, Mr. Thanongsak Phongprasert, said that the SRT’s marketing team is analysing last year demands, and calculating the this year’s supply figure.

“SRT had prepared extra carriage to be used during New Year’s festival, and ordered maintenance team to fix more carriages” said Mr. Thanongsak, “last year we added extra carriages to 10 main routes, particularly on the north and northeastern routes.”

“In total we ran 34 trains a day, and we planned to add a lot more to this year schedules and believed there will not be insufficient transport problem.” Mr. Thanonsak said.

The cabinet also wishes to launch another 7 tourism courts by New Year’s Day. The government has reportedly allocated an estimated budget of THB 17 million for the Ministry of Justice, to establish and develop the tourism court in 7 districts, including Chiang Mai district court, Phuket provincial court, Sa Mui provincial court, Krabi provincial court and Bangkok’s Dusit and Pathumwan district Courts.

“We should establish a fast and just legal service for the tourists to create confident in our tourism sector, particularly as we are becoming ASEAN Economic Community in 2015” added Sunisa, the deputy spokeswoman of the Office of the Prime Minister.

Roadside Bar Shooting Kills Patrons And Owner

(16 October) A pair of unidentified assailants have shot three people dead at a roadside bar in Prachinburi province, including the owner of the establishment.

The incident took place at an unnamed bar on Prachinburi – Kabinburi Road in the early hours of 15 October. At the scene, the police rescue workers found two injured victims, Mr. Somrak Rattanamora, 32, and Mr. Sunthorn Sornsalab, 34, who was the owner of the bar.

Both were in serious condition, and later died as they were brought to hospital.

Around 100 metres away from the bar, the police uncovered the dead body of Mr. Tawatchai Uttabutr, 32.According to Ms. Rattana Prommalee, the wife of Mr. Sunthorn, earlier in the night Mr. Tawatchai and three other friends, including Mr. Somrak, were drinking at the bar. Around midnight, she said, two individuals wearing medical facemask arrived at the bar in a white Honda car with no license plate.

The assailants got off the car and walked to Mr. Tawatchai′s table, Ms. Rattana said, before discharging their firearms at Mr. Tawatchai and his friends. The bullet struck Mr. Somrak and Mr. Sunthorn, who happened to be standing nearby, but Mr. Tawatchai reportedly ran for his life into an alley near the bar.

However, Ms. Rattana said, the two assailants chased after Mr. Tawatchai, firing their weapons as they went, until the victim fell down, and the suspects proceeded to shoot Mr. Tawatchai multiple times – the police found 11 bullets on his body – before fleeing the scene on their car.

Police officers said Mr. Tawatchai has recently finished his jail sentence for drug trafficking offences, only to resume his business once he got out of prison. Police believe he was the main target of the assassination, as he was known to be involved in disputes with a number of drug dealers.

Mr. Somrak and Mr. Sunthorn were killed by accident, the officers said. The police are still searching for the suspects.

Rumour Of Public Schools Ditching Thai Dances 'Unfounded'

(15 October) The Minister of Education has insisted that classes on traditional Thai dancing will not be excluded from the reformed curricular for public schools, contrary to the rumour which has been circulating on the social network.

Earlier today, rumours that the Office of the Basic Education Commission (OBEC) plans to remove traditional performing arts from the current curricular by 2015 have caused many netizens to vent their anger at the supposed plan, and accuse the government of Prime Minister Yingluck Shinawatra of destroying Thai culture. 
 
Several celebrities also joined the online crusade. Notable song-writer, Mr. Nitipong Honark, posted messages on his Facebook with provocative languages such as "I ain’t being f***ing dramatic, but I empathize with life” and “who are you OBEC? Who are you MOE? …. Could you please arrange some coherence curricular? … or just quit!”, referring to Ministry of Education.
 
According to the song-writer, the OBEC and MOE have failed to preserve tradition performing arts in its place due to their decision to remove the subject off from the future curricular.
 
Mr. Nitipong also wrote, “it is the reign of the square-heads", using the term that refers to former Prime Minister Thaksin Shinawatra, the brother of Ms. Yingluck, who is generally seen by the anti-government critics as having a hand in nearly everything that has gone wrong in Thailand.
 
Mr. Nitipong is not alone. Comedian star and the College of Dramatic Arts graduate, Ms. Sudarat “Tukky” Butrphrom, also joined the heated arguments and wrote on her Facebook bluntly that: "I learned the damn performing arts".
 
She warned that if the courses on Thai traditional dancing are removed from public schools, "it is a countdown to the doomsday when we forgot about our own roots. The world is moving forward, and we must reserve, preserve, and conserve Thai traditions in Thailand as long as we can.”
 
After the rumours had spread far and wide via social media, Mr. Chaturon Chaisaeng, Minister of Education, told the press there is no plan to remove the subject from the new curricular.
 
He said he had urged his officials to gather public opinions and promote the understanding about the educational reform as soon as possible.
 
As the Head of the Curricular Reform team, Deputy Education Minister, Mr. Pawich Thong-Rojna, repeated the same information. He told ‘insidethaigov’ that the whole rumour was false.
 
“I don’t how how the rumour was generated”, said deputy Education Minister, “It is true that we are reforming the national’s education curricular, but I can assure you that we are not removing traditional Thai dancing".
 
According to the Minister and the Deputy Minister, the educational reform will divide several classes into 6 divisions, reduced from 8 divisions currently applied to public schools. 
 
Thai traditional performing arts, though labeled under a different name, is included in “Arts and Humanity Science group”, which is a non-compulsory subject.
 
The Education Minister explained that the reform needs to take place, as the students do not have sufficient time to study more fundamental subjects such as Thai language and Mathematics. 
 
By making the subject optional in high school level, the student who possesses real passion in the subject will also be allowed to study more intensely in the area, Mr. Chaturon said.
 
He added, “It is quite surprising the story had been badly distorted into a totally different story” 
 
In September, much of the social network was similarly angry at the government when the report that the officials were planning to tax unmarried individuals had been circulated. Top officials in Ms. Yingluck′s government were later forced to announce that no such plan ever exists.
 
The original reportin fact refers to a lecturer of Rangsit University who suggested that taxing bachelors and bachelorettes would be a good idea to stimulate population growth in Thailand.

Minivan Driver Sought For Rape Of 15 Year Old Girl

(15 October) A minivan driver is being sought by the police on the suspicion that he had raped and threatened to murder a 15 year old girl.

A 15-year-old girl, along with more than 20 relatives from Sri Saket province, traveled to Phra Samut Chedi Police Station to call for justice, after the girl said she had been sexually assaulted by the driver of an illegal minivan on 12 October.
 
The girl claimed that Mr. Tamnong Laknongbua, 27, who operates his unlicensed minivan on Srisaket – Bangkok route, lured her to his house in Phra Samut Chedi district by saying that he would later drop her off at her brother’s house in another part of Bangkok.  
 
“After everybody left the van, he tried to start a conversation with me until I told him I wished to visit my brother in Ramkhamhaeng area,” the girl told the police.
 
“Once we arrived at his house, he asked me to leave my belongings inside the van”, the victim continues “He then forced me into his bedroom and raped me, and threatened to kill me if I tell anyone.”
 
According to the victim, she escaped the scene unnoticed when Mr. Tamnong went to the bathroom and alerted her parents about the incident. 
 
The police have obtained arrest warrant from the court and are searching for the suspect.

Student Activists Dispute Anti-Govt Protesters' Legitimacy

(15 October) A group of student activists has alleged that the anti-government protesters at Bangkok′s Uruphong intersection is falsely claiming to represent their university and fellow students.

Calling themselves Student and People Network For Political Reform of Thailand, the protesters are  have been camping out on the road to call for the resignation of Prime Minister Yingluck Shinawatra, 
 
The protesters have accused Ms. Yingluck of corruption, abuse of power, and serving as puppet for her corrupt brother, the former Prime Minister Thaksin Shinawatra. Their leaders claim to be student activists from Ramkhamhaeng University, a contrast to the array of retired military officials who had been dominating the anti-government protests in recent months.
 
However, representatives of Student Federation of Thailand (SFT), the umbrella network of various student activist groups in Thailand, said in a press conference today that the Students and People Network has not obtained a permission from Ramkhamhaeng Student Council to use the name of their educational establishment in the protests.
 
Mr. Supat Asasri, Secretary-General of SFT, said that his will not join a protest that "obstructs democracy", referring to the Students and People Network. 
 
"The SFT does not agree with any method to destroy the system of democracy," Mr. Supat told reporters, charging that the anti-government protesters have hijacked genuine troubles of the ordinary people, such as the failing rubber price, and turned it into "extra-parliamentary dictatorship" movements.
 
In the same press conference, Mr. Nantapong Panmat, deputy chairman of the Student Council, warned that should the leaders of Students and People Network continue to campaign under the name of the university, the Council will proceed to boycott their activities.
 
Mr. Nantapong explained that only two of out the 12-member Ramkhamhaeng Student Council went to the protests. 
 
"We respect in democracy. We support a government that comes from an election," Mr. Nantapong said, "Even though the government has committed many wrongdoings, but a violent attempt to oust the government is not the right way".
 
Meanwhile, Thai Rath has published a report claiming that Mr. Uthai had strong ties to a student party in Ramkhamhaeng University which is believed to receive much support from a number of Democrat MPs. 
 
 
Earlier in the day, the protesters at Uruphong intersection came under biological attack of a sort. Dozens of protesters, who were spending the nights at their camp, woke up around 04.00 due to severe itching on their bodies. 
 
The medical staff at the protest site responded to the incident and discovered traces of toxic herbs which can cause itches to human skins on the ground, stretching for 100 metres. Six protesters were sent to hospital, while the rest received first aid treatment. 
 
The police believe the herb was spread by an mysterious individual who had slipped into the camp site at night to sow chaos among the protesters. Officials from Bangkok metropolitan authority later arrived to clean the area with water cannon.

Thai & Foreign Tourists Flock To Chiang Mai Chill

(15 October) As the cool season arrives sooner than expected in Chiang Mai province, many tourists are headed there to experience the rare chilly weather in the tropical kingdom.

 Doi Phahom Phok National Park  has recorded its lowest temperature at 8 degree Celsius on Sunday, according to its director Mr. Sitthichai Sereesong. The national park had recently opened a new tourism spot, Doi Sanju, a mountain top which sits between the Thai and Myanmar border.

Meanwhile, at Doi Inthanon, the highest spot in Thailand and a famous tourist attraction in the north, the temperature had also dropped to 10 – 20 degree Celsius during the recent days, Doi Inthanon National Park Chief, Mr. Kriangsak Thanonphan said.

This past weekend, the mountains have welcomed large number of tourists, particularly from China and Korea. Despite the seasonal rain, tourists are keen to visit the place, and the authority is expecting a further increase in tourists numbers during the New Year festival.

Officials claimed bungalows in the national park are already 90% booked.

Responding to the rising numbers of foreign tourists, Mr. Kriangsak has announced a plan to facilitate the tourists with signs written in different languages, particularly Thai, Chinese and English.

 

 

 
In Mae Rim district, temperature at Doi Mon Jaem has also dropped to 15 – 18 degree Celsius. Mr. Wan Muangma, chief of Pong Yaeng Reservation group, said that the district is diverse with a mix of both Thai and ethnic cultures, which he believed tourists should enjoy.

Mr. Wan is also confident that the soon-to-be-opened ‘Phada cave’ or the ‘the Holy Hand-Print Cave’ could draw much attention from the tourists visiting Chiang Mai.

"I'm Too Fat For Legit Jobs": Arrested Mama-San

(15 October) The Thai-Japanese woman arrested on suspicion of running a brothel blamed the crime she allegedly commit on her obesity, claiming that she is ‘too fat’ for legal jobs.

Ms. Preuksa ‘May’ Nakamura, was arrested in Bangnon district, Bangkok, on Tuesday, after she delivered underaged sex workers to her customers in a restaurant.

Police said they were informed about the crime just before the arrest.

Upon the arrest, Ms. Preuksa confessed and claimed  that her weight gets in her way to do other occupations.

“I weight 130 kgs, I cannot work at other jobs” the alleged brothel manager argued.

She also claimed that she had not forced her victims into prostitution, because all of them agreed to work on their own volition.

“I raised these girls, who ran away from home, like my own children. We split the earnings 2:1, they take THB 1,000, I take THB 500 for the arrangement fee.”

Police pressed charges against Ms. Preuksa for human trafficking and running a prostitution trade. Ms. Preuksa′s three victims, all of them under 18, will receive assistance from related governmental authorities.

Thai-Mien Drug Lord Sentenced To Death

(15 October) The Thai Supreme Court has affirmed the death sentence for a former narcotics trafficker who had been eluding arrests for almost a decade before he was apprehended in China.

Mr. Jirasak Chattawornniti, 32, is accused under the charges of possessing enormous amounts of methamphetamines and heroins with the intention to sell, and conspiracy in drug trafficking with more than two individuals.

Better known as Ar Sun among the police and the drug traffickers? circles, Mr. Jirasak is originally from a tribal ethnics called Mien, who populated northern Laos and southern China.

Mr. Jirasak was not present at the court today as the judges read out his death sentence, affirming the previous rulings of the lower courts. Officials said the defendant has been already informed of the verdict in Khao Bin Prison, Ratchaburi province.

The Thai police issued an arrest warrant against Mr. Jirasak in 1999 on the charge of trafficking narcotics from foreign procurers to distribute them in Thailand. However, the suspect managed to slip away to Laos, where he reportedly started a furniture business to cover up his drug trade.

During his tenure in Laos, Mr. Jirasak is said to have purchased huge amounts of illegal drugs from Myanmar (which was called Burma at the time) and Laos, and smuggled them to his various agents in Khlong Toei district of Bangkok.

Mr. Jirasak reportedly left Laos in early 2005 for China. But joint efforts between Thai and Chinese police forces eventually led to his arrest in the Chinese city of Kunming in the same year.

The suspect initially contested the Chinese effort to extradite him to Thailand, claiming the rights to fight his case in Laos due to his Mien background, but the Thai authorities insisted that Mr. Jirasak was still holding his Thai nationality. The Chinese police flew him to Thailand in February that year.

Death penalties are routinely handed out by the Thai courts in high-profile drug trafficking cases, despite repeated pleas from rights group Amnesty International that the Thai government should abolish execution.
