This initiative focuses on promoting digital literacy and financial threat awareness to enhance safety in both online usage and financial transactions. The collaboration takes a proactive approach through various initiatives, including working closely with the younger generation—particularly student groups like Color Guard of Chulalongkorn University and Thammasat University. These youth-led efforts are mobilized to equip communities with cybersecurity knowledge and promote digital wellness across multiple regions.
The initiative is supported by several key organizations, including the Cyber Crime Investigation Bureau and the National Cyber Security Agency (NCSA). Together, all parties reaffirm their shared goal of fostering a safe and sustainable digital society for the people of Thailand.
Under this partnership, BOT and AIS will actively communicate and engage the public to promote both self-awareness and self-protection against cyber threats.
Producing Cybersecurity Content for Public Awareness Educational content on cybersecurity will be developed and disseminated through social media platforms and online learning platforms, enabling the public to gain accessible knowledge on safe digital practices and secure use of financial services.
Empowering the New Generation through the “CU TU Cyberguard” Project. The project, titled “CU TU Cyberguard”, aims to harness the potential of youth to help build a safer digital society. It supports student groups from Chulalongkorn University’s Color Guard and Thammasat University in developing digital and financial threat awareness skills. These students will then serve as ambassadors, passing on this knowledge to communities across the country. The initiative begins with a pilot program at Klongyaiwittayakom in Khlong Yai District, Trat Province.

BANGKOK — Thailand Ministry of Foreign Affairs has issued a statement on April 3, 2025 to announce the State Visit of His Majesty the King and Her Majesty the Queen of Thailand to the Kingdom of Bhutan:
“His Majesty King Maha Vajiralongkorn Phra Vajiraklachaoyuhua and Her Majesty Queen Suthida Bajrasudhabimalalakshana will pay a State Visit to the Kingdom of Bhutan at the invitation of His Majesty King Jigme Khesar Namgyel Wangchuck of Bhutan during 25 – 28 April 2025. The upcoming State Visit will be the first State Visit to a foreign country of His Majesty the King’s reign.
In addition to being welcomed by Their Majesties the King and Queen of Bhutan, Their Majesties will have a Royal Audience with His Majesty King Jigme Singye Wangchuck, Fourth King of Bhutan, and visit Buddha Dordenma, where 74 Thai and 74 Bhutanese monks will perform Buddhist chants to extend blessings to Their Majesties.

BANGKOK – AIS has confirmed the readiness of its network and continued progress in testing the Cell Broadcast emergency alert system on Android and iOS devices connected to the AIS network within its operation center.
The testing was successfully completed, with the iOS system currently in its final preparation phase and expected to be completed soon.
Mr. Phasakorn Boonyalak, Director-General of the Department of Disaster Prevention and Mitigation (DDPM), visited the test site at the Network Operation Center (NOC). The test results met all objectives, confirming the system’s capability to be effectively integrated with the national emergency alert infrastructure. This effort is being carried out in close collaboration with the DDPM, under the Ministry of Interior, and the NBTC.

SEOUL, South Korea (AP) — South Korea’s Constitutional Court removed impeached President Yoon Suk Yeol from office on Friday, ending his tumultuous presidency and setting up an election to find a new leader, four months after he threw South Korean politics into turmoil with an ill-fated declaration of martial law.
The unanimous verdict capped a dramatic fall for Yoon, a former star prosecutor who went from political novice to president in 2022, just a year after he entered politics.
In a nationally televised verdict, the court’s acting chief Moon Hyung-bae said the eight-member bench upheld Yoon’s impeachment because his martial law decree seriously violated the constitution and other laws.
“The defendant not only declared martial law, but also violated the constitution and laws by mobilizing military and police forces to obstruct the exercise of legislative authority,” Moon said, “Ultimately, the declaration of martial law in this case violated the substantive requirements for emergency martial law.”

“Given the grave negative impact on constitutional order and the significant ripple effects of the defendant’s violations, we find that the benefits of upholding the constitution by removing the defendant from office far outweigh the national losses from the removal of a president,” the justice concluded.
Protesters erupt in jubilation and sorrow
At an anti-Yoon rally near the old royal palace that dominates downtown Seoul, people erupted into tears and danced when the verdict was announced. Two women wept as they hugged and an old man near them leapt to his feet and screamed with joy.
The crowd later began marching through Seoul streets. Some people were dressed in cute blue bear costumes, a protest mascot that uses the opposition’s colors.
Outside Yoon’s official residence, thousands of supporters cried and screamed when they saw the news of the verdict on a giant TV screen. They waved South Korean and U.S. flags and chanted slogans.
“We will absolutely not be shaken!” a protest leader shouted on stage. “Anyone who accepts this ruling and prepares for an early presidential election is our enemy.”
No major violence was immediately reported.

Korea faces an election with deep divisions
An election will be held within two months to replace Yoon, but a festering national divide over Yoon’s impeachment will likely continue and could complicate South Korea’s efforts to deal with President Donald Trump’s “America First” policies and North Korea’s expanding ties with Russia, observers say.
Yoon said in a statement issued via his defense team that he deeply regrets failing to live up to the public’s expectations, but stopped short of explicitly accepting the verdict. There have been fears he would incite efforts to resist removal, as he earlier vowed to fight to the end.
He added that he will pray for the country and its people. “It has been the greatest honor of my life to serve our nation,” Yoon said.
Yoon’s ruling People Power Party said it would accept the decision, but one of Yoon’s lawyers, Yoon Kap-keun, called the ruling “completely incomprehensible” and a “pure political decision.”
Prime Minister Han Duck-soo, the country’s acting leader, vowed in a televised speech to ensure “there are no gaps in national security and diplomacy” and maintain public safety and order. Han was appointed prime minister, the country’s No.2 official, by Yoon.
“Respecting the will of our sovereign people, I will do my utmost to manage the next presidential election in accordance with the constitution and the law, ensuring a smooth transition to the next administration,” Han said.

Surveys show Lee Jae-myung, leader of the main liberal opposition Democratic Party, is the early favorite to win the by-election to choose Yoon’s successor. Lee is facing trials for corruption and other charges.
Lee welcomed the ruling and credited the South Korean people for “protecting our democratic republic.”
“The courage of the people who stood in the face of guns, swords and tanks, along with the bravery of troops who refused to obey unjust orders, has led to this great revolution of light,” Lee said.
Crisis started with a night of chaos four months ago
Martial law lasted only six hours, but left behind a political crisis, rattling financial markets and unsettling the country’s diplomatic partners. In January, Yoon was separately arrested and indicted by prosecutors on alleged rebellion in connection with his decree, a charge that carries the death penalty or a life sentence if convicted.
Enough lawmakers, including some from the ruling party, managed to enter the assembly to vote down his decree unanimously.

No major violence occurred during the brief period of martial law, but some senior military and police officers sent to the assembly have testified that Yoon ordered them to drag out lawmakers to block a vote on his decree or to detain his political rivals. Yoon says the troops were deployed to the assembly simply to maintain order.
In his final testimony at the Constitutional Court hearing, Yoon said his decree was a desperate attempt to draw public support of his fight against the “wickedness” of the Democratic Party, which had obstructed his agenda, impeached top officials and slashed the government’s budget bill. He earlier called the National Assembly “a den of criminals” and “anti-state forces.”
Yoon still faces criminal charges
Some experts say Yoon may have imposed military rule to head off a possible independent investigation into scandals involving his wife, Kim Keon Hee.
Without presidential immunity, Yoon could face other criminal charges, such as abuse of power. He’s the first South Korean president to be arrested or indicted while in office.

Yoon served as prosecutor-general under his predecessor, liberal President Moon Jae-in, before joining the now-ruling party in 2021 following disputes with Moon allies. A public image as strong-minded and uncompromising helped him defeat Lee in the close-fought 2022 presidential election. But after becoming president, Yoon has faced criticism that he refused to replace officials implicated in scandals and vetoed many bills passed by the assembly.
On foreign policy, Yoon pushed hard to bolster South Korea’s military alliance with the United States and overcome long-running disputes with Japan over historical traumas. He said that a greater Seoul-Washington-Tokyo security partnership is essential to coping with North Korea’s growing nuclear threats. Critics of Yoon accused him of unnecessarily provoking North Korea and neglecting relations with China, South Korea’s biggest trading partner.

An American man inflicts self-harm with a knife on the median of Sukhumvit Road in North Pattaya, Nongprue Subdistrict, Banglamung District, Chonburi Province on April 3, 2025.
PATTAYA — Police responded to a disturbing incident on Thursday when they received reports of a person harming himself with a knife on the median of Sukhumvit Road in North Pattaya, Nongprue Subdistrict, Banglamung District, Chonburi Province.
Officers arrived at the scene at approximately 5:00 p.m. to find a foreign man holding a 10-centimeter knife while reading what appeared to be a religious scripture. As police attempted to approach him, the man suddenly stabbed himself in the neck and left chest in a frenzied manner, causing significant bleeding.
Police seized the opportunity to restrain him, but the man broke free, jumping around with blood soaking his body before kneeling down and repeatedly punching the ground, suggesting he was experiencing severe emotional distress.
Officers eventually managed to subdue him, binding his arms and legs before administering first aid and rushing him to the hospital. Throughout this time, the man was reportedly mumbling what sounded like prayers.

At the scene, authorities discovered the man’s belongings, including bags and several novels by famous authors scattered on the footpath. Identity documents identified him as Brian, a 35-year-old American citizen. He was transported to the hospital where he remains under close medical supervision.
Thipawan Chaisuwan, 63, a witness to the incident, told police she had observed the foreign man reading while occasionally pointing the knife at his own neck. Fearing he might take her hostage if his condition worsened, she quickly alerted police officers at a nearby booth. By the time authorities arrived, the man had already inflicted several wounds on himself.
Police are investigating the incident and preliminarily suspect the cause may be related to stress, possibly exacerbated by the novels he was reading. Authorities are contacting the man’s relatives for information that might assist with their investigation.

BANGKOK — Thai authorities launched a sweeping investigation into 37 companies with suspected connections to the catastrophic collapse of the 33-story State Audit Office building in Bangkok.
The probe, now designated as a special case by the Department of Special Investigation (DSI), centers on two Chinese-linked firms—China Railway Number 10 and Xin Ke Yuan Steel—which investigators believe operated through an extensive network of nominee companies.
Progress was reported on April 3 when officials from the Regional Revenue Office 3 filed criminal charges against Xin Ke Yuan Company Limited, a major steel producer whose materials were used in the building’s construction.
Tax Fraud: 7,426 Illegal Tax Invoices
A Revenue Department representative stated that tax officials found evidence of illegal tax invoices. They have filed complaints against Xin Ke Yuan for using 7,426 fraudulent tax invoices worth over 200 million baht ($5.8 million) between July 2015 and March 2017 for tax credits, constituting criminal offenses under the Revenue Code within DSI’s investigative authority.
The Revenue Department noted that although the evidence predates the State Audit Office building construction, it resulted from joint operations between DSI and the Revenue Department investigating the building collapse case. The damage value meets the criteria for a special case.

Two main Chinese Firms at Center of Probe
According to information from the Ministry of Commerce announced by Commerce Minister Pichai Naripatanapan on the same day, construction material experts who collected samples from the site found that some materials came from Xin Ke Yuan Steel, raising questions about whether the entity was operating legally and possibly using nominee arrangements.
Pichai added that an in-depth investigation revealed China Railway Number 10, a construction contractor, has Chinese shareholders holding 49% of shares, with shareholders connected to 13 other companies. Xin Ke Yuan Steel has Chinese shareholders holding 80% and is connected to a network of 24 companies, which requires further investigation for potential nominee arrangements.
“This matter has gained significant public interest, and the Prime Minister has instructed us to pursue it thoroughly. We expedited meetings and ordered nominee investigations of China Railway Number 10 (Thailand) Co., Ltd. and Xin Ke Yuan Steel Co., Ltd. Preliminary findings show both companies are connected to a total of 37 companies, all of which we will investigate and forward information to DSI,” Pichai stated.

26 Gov’t Projects by China Railway
Meanwhile, the Comptroller General’s Department reported that among the 26 projects contracted to China Railway, some faced abandonment issues. The department is investigating government procurement processes, which could result in blacklisting the companies involved if abandonment is confirmed.
Deputy Commerce Minister Napintorn Srisunphang added that all ministry departments must submit information to DSI and relevant agencies for investigation:

Regarding the 26 projects undertaken by China Railway, most are government building construction projects currently underway or already accepted, located throughout the country. One project with a budget of 11.387 billion baht ($332.6 million) was awarded for 9.348 billion baht ($273 million), prompting a recommendation for DSI to propose urgent inspections by the Ministry of Interior, Department of Public Works, and Ministry of Industry.
Napintorn stated that DSI has been continuously investigating, with the Director-General approving the investigation of these companies due to reasonable suspicion of procurement fraud. There are two areas of potential violations: government procurement fraud and nominee arrangements under the Foreign Business Act. Regarding nominees, there is already credible evidence not only against China Railway but also the 13 related companies, with DSI expanding the investigation.
Penalties under the Foreign Business Act include:
For Thai nationals holding shares on behalf of foreigners (nominees): imprisonment up to 3 years or fines of 100,000-1,000,000 baht, or both
For foreigners operating businesses without permission: imprisonment up to 3 years or fines of 100,000-1,000,000 baht, or both
For foreigners conducting prohibited businesses without permission: courts can order business termination or revocation of shareholdings

BANGKOK (AP) — The head of Myanmar’s military government arrived in Thailand on Thursday for a regional summit, making a rare international trip as his country recovers from a devastating earthquake that killed thousands.
Senior General Min Aung Hlaing has been shunned by much of the West for overthrowing the democratically elected government of Aung Saan Suu Kyi and subsequent brutal repression. He has not been allowed to participate in meetings of another regional organization, the Association of Southeast Asian Nations, since the army seized of power in February 2021 and began violently suppressing opposition.
He is one of several regional leaders visiting Bangkok for a three-day summit of nations in the Bay of Bengal region.
It was Min Aung Hlaing’s first to a country other than his government’s main supporters and backers — China, Russia and Russian ally Belarus — since he attended a regional meeting in Indonesia in 2021.

He was greeted upon arrival at the airport by Thai Labor Minister Phiphat Ratchakitprakarn.
He was expected to attend an official dinner for leaders of the seven-member Bay of Bengal Initiative for Multi Sectoral Technical and Economic Cooperation, or BIMSTEC, which includes Thailand, Myanmar, Bangladesh, Bhutan, India, Nepal and Sri Lanka.
The meeting comes as Myanmar is still searching for survivors in the rubble left by a massive earthquake last week. The magnitude 7.7 quake toppled thousands of buildings, collapsed bridges and buckled roads. The death toll rose to 3,085 on Thursday, with more than 4,700 people injured and over 300 missing, the military said in a statement.
It worsened an already dire humanitarian crisis due to Myanmar’s civil war. More than 3 million people had been displaced from their homes and nearly 20 million were in need even before it hit, according to the United Nations.

The Thai Ministry of Foreign Affairs said BIMSTEC members discussed disaster management during ministerial meetings on Thursday. Thailand postponed the meeting from last year after then-prime minister Srettha Thavisin was suddenly removed from his post by a court.
The earthquake killed at least 22 people in Bangkok, mostly due to the collapse of a high-rise building under construction.
The general’s visit drew condemnation and criticisms from his opponents. The shadow National Unity Government, or NUG, established by elected lawmakers who were barred from taking their seats, said it strongly condemed the inclusion of Min Aung Hlaing at the summit. It said he doesn’t have the legitimacy to represent Myanmar.
The NUG said it urges BIMSTEC to “immediately revoke the military junta’s participation in the summit and related meetings.”

Activist group Justice for Myanmar said in a statement that the invitation for Min Aung Hlaing to attend the meeting “legitimises and emboldens a military junta that the people of Myanmar have been resisting for over four years, and tarnishes BIMSTEC’s reputation as a regional body.”
The Ministry of Foreign Affairs denied Thursday that the invitation had tarnished Thailand’s reputation.
“I think the inverse would occur if we don’t adhere to what the charter says and enshrined in the charter it says that Thailand has the responsibility to invite the leaders of all BIMSTEC leaders,” said ministry spokesperson Nikorndej Balankura.
Among other leaders attending the summit are Muhammad Yunus, chief advisor to the Bangladesh government, and Indian Prime Minister Narendra Modi.
