Algeria’s Boxer Imane Khelif Wins First Olympic Fight When Italy’s Opponent Quits

VILLEPINTE, France (AP) — Imane Khelif and Angela Carini exchanged a few brisk punches in their 46 seconds of competition in the Paris ring. They were enough to persuade Carini that her Olympic debut was finished.

The Italy boxer abruptly walked away from her Algerian opponent and went to her corner Thursday, abandoning her bout — an extremely rare occurrence in Olympic boxing.

Carini didn’t shake Khelif’s hand after the referee formally raised it, but she cried in the ring after sinking to her knees. Minutes afterward, a still-tearful Carini said she quit because of the pain from those opening punches.

“I felt a severe pain in my nose, and with the maturity of a boxer, I said ‘enough,’ because I didn’t want to, I didn’t want to, I couldn’t finish the match,” Carini said.

Khelif was disqualified from the 2023 world championships after failing an unspecified gender eligibility test, and her presence at the Paris Olympics has become a divisive issue.

Carini, who had a spot of blood on her trunks, said she wasn’t making a political statement and was not refusing to fight Khelif. Carini further said she is not qualified to decide whether Khelif should be allowed to compete.

“I just did my job as a boxer,” Carini said. “I got into the ring and fought. I did it with my head held high and with a broken heart for not having finished the last kilometer.”

Carini later received a visit from Italian Premier Giorgia Meloni, who consoled the boxer in a photo posted on Meloni’s Instagram page.

“I know you won’t give up, Angela,” Meloni wrote, “and I know one day you will win what you deserve with effort and sweat. In a competition that is finally equal.”

Khelif is an accomplished amateur who won a silver medal at the International Boxing Association’s 2022 world championships. The IBA — which has been banned from the Olympics since 2019 after years of disputes with the IOC — disqualified her from last year’s championships shortly before her gold-medal match because of what it claimed were elevated levels of testosterone.

The 25-year-old entered the ring at the North Paris Arena to a chorus of cheers, but the crowd was confused by the bout’s sudden end. Italy coach Emanuele Renzini said he discussed the matchup with Carini and offered to allow her to back out earlier, but the boxer had been “very determined” to fight until the opening minute.

“I am heartbroken because I am a fighter,” Carini said. “My father taught me to be a warrior. I have always stepped into the ring with honor and I have always (served) my country with loyalty. And this time I couldn’t do it because I couldn’t fight anymore, and so I ended the match.”

Khelif could clinch an Olympic medal with a victory in her quarterfinal bout on Saturday against Anna Luca Hamori, Hungary’s first Olympic women’s boxer.

Hamori expressed no concern about fighting Khelif.

“I’m not scared,” said Hamori, who trounced Marissa Williamson Pohlman of Australia. “I don’t care about the press story and social media. If she or he is a man, it will be a bigger victory for me if I win.”

Khelif’s passport says she is female.

Hamori and Khelif have never sparred, but they have competed in the same tournament before. Hamori repeatedly said she isn’t paying attention to the controversy because it’s only a hindrance to her quest for gold.

“I’m trying to not use my phone before the fight,” Hamori said. “I don’t want to care about the comments or the story or the news. I just want to stay focused on myself. I did it before my last two fights, so I think this is the key, and we will see.”

And Hamori could only shrug at Carini’s decision to quit.

“It was her choice,” Hamori said. “I don’t understand, because I thought every boxer’s mind is the same like mine, to never give up. But it was her choice. We don’t know what was the reason. It’s her life, but I know I want to do this in my own life.”

After years of competition in amateur tournaments around the world, Khelif and Lin Yu‑ting of Taiwan suddenly have received massive scrutiny for their presence in Paris. Lin won IBA world championships in 2018 and 2022, but the governing body stripped her of a bronze medal last year because it claimed she failed to meet unspecified eligibility requirements in a biochemical test.

Lin begins her Paris run Friday. She fights Sitora Turdibekova of Uzbekistan in her opening bout after receiving a first-round bye as the No. 1 seed in the 57-kilogram category, although Olympic seeding is frequently not indicative of the top medal contenders in a division.

The Algerian Olympic Committee issued a statement Wednesday condemning what it termed “lies” and “unethical targeting and maligning of our esteemed athlete, Imane Khelif, with baseless propaganda from certain foreign media outlets.”

Meloni, who was visiting Italy athletes in the Olympic Village on Thursday, voiced criticism that Carini had to box Khelif, saying she had since 2021 opposed allowing athletes with “genetically male” characteristics to compete against women.

“We have to pay attention, in an attempt to not discriminate, that we’re actually discriminating” against women’s rights, Meloni said.

Khelif and Lin are two-time Olympians who fought in the Tokyo Games. Lin has been an elite-level amateur boxer for a decade and Khelif for six years.

The IOC repeatedly defended the boxers’ right to compete this week. Olympic boxing reached gender parity for the first time this year, with 124 men and 124 women competing in Paris.

The IOC said it made its eligibility decisions on boxers based on the gender-related rules that applied at the 2016 Rio de Janeiro Olympics. Several sports have updated their gender rules over the past three years, including World AquaticsWorld Athletics and the International Cycling Union. The track body also last year tightened rules on athletes with differences in sex development.

The IOC is in charge of boxing in Paris because it has revoked the Olympic status of the IBA following years of governance problems, a lack of financial transparency and many perceived instances of corruption in judging and refereeing.

The IBA is controlled by president Umar Kremlev, who is Russian. He brought in Russian state-owned Gazprom as its primary sponsor and moved much of the IBA’s operations to Russia.

The IBA has since lost more than three dozen members who have formed a new group called World Boxing, which hopes to be recognized by the IOC as the sport’s governing body ahead of the 2028 Los Angeles Games.

The IBA has aggressively seized on the two boxers’ presence in Paris to criticize the IOC. After the Court of Arbitration for Sport upheld the IOC’s ban earlier this year, the IBA appealed to the Swiss Federal Tribunal in a last-gasp attempt to beat the IOC.

The banned body issued a statement Wednesday in which it claimed both boxers did not have a “testosterone examination” last year but were “subject to a separate and recognized test” for their disqualification. The IBA said the test’s “specifics remain confidential,” refusing to explain it.

The IBA disregarded IOC recommendations and allowed Russian fighters to compete at the 2023 world championships under the Russian flag. The governing body then disqualified Khelif only after Khelif defeated Russian boxer Azalia Amineva during the tournament.

‘Too Kind’ Pattaya Landlord Duped by Korean Man, Police Refuse Case

Korean
CCTV footage from July 31, 2024, shows the Korean man who claimed he would go to the embassy for help with his passport and other documents, but instead fled.

PATTAYAA daily and monthly rental room operator in Pattaya complained through a reporter that he was deceived by a Korean man who stayed in his rental room for free. When he went to file a police report, he was turned away by the police, who refused to accept the complaint, stating that he was too generous.

On August 1, Mr. Arinthat, 49 years old, owner of a rental room in Soi Chaloem Phra Kiat 11, Pattaya 3 Road, Moo 9, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province, said he wanted this story to serve as a cautionary tale for other rental room operators to be wary of this tourist. He presented CCTV footage showing the face of the Korean man as evidence.

He recounted that the Korean tourist came to rent his room on July 17, signing in as Hin Kyung Mo, 48 years old, paying rent until July 21. After July 21, he stopped paying, claiming that his wallet and passport were lost. He said he was waiting for friends to come in 3 days to help pay, but after 3 days passed, he claimed his friends didn’t come and he couldn’t contact them.

Mr. Arinthat, owner of a rental room in Soi Chaloem Phra Kiat 11, Pattaya 3 Road, Bang Lamung District, Chonburi Province, complains through a reporter that he was deceived by a Korean man who stayed in his rental room for free.

On July 31, the Korean man claimed he would go to the embassy for help with his passport and other documents. Mr. Arinthat called a taxi for him. When the taxi arrived, the Korean man said he needed to go to a convenience store for 5 minutes. The taxi waited for over 30 minutes, but the Korean man disappeared. This incident was recorded on the CCTV footage he presented.

“I feel hurt because on July 21, he said he had no money for food, so I lent him 1,000 baht. Then during the long holiday, he borrowed another 3,000 baht, saying he would contact the embassy but claimed it wasn’t successful. Yesterday, he said he ran out of money and needed to go to the embassy again, so I gave him another 2,000 baht before he disappeared.”

Arinthat said that he had helped other tourists before, and previously when those tourists managed to contact their families, they always paid him back in full.

“When I went to file a report at Pattaya City Police Station, the police officers refused to accept it, saying it didn’t constitute a legal offense and that I had allowed him to stay voluntarily. I want to warn other rental operators to be cautious of scammers. We try to be kind to tourists but end up being treated like this,” the rental room owner said.

Uber, China’s BYD, Form Partnership to Deploy 100,000 EVs in EU and Latin America

BANGKOK (AP) — The ride sharing giant Uber and Chinese automaker BYD plan a partnership to introduce 100,000 BYD model EVs on the Uber platform in Europe and Latin America, eventually expanding to other markets, the companies announced.

The arrangement would offer Uber drivers access to favorable pricing, insurance, financing and other services for BYD vehicles, the companies said in a statement seen Thursday.

Plans call for the partnership to expand to the Middle East, Australia and New Zealand.

The companies said the plan would help accelerate the switch to EVs and that they also plan to collaborate in introducing autonomous-capable EVs on the Uber platform. BYD, China’s largest EV maker, has fast been expanding its reach into world markets after switching entirely to production of EVs and hybrids in 2022.

The rapid emergence of low-priced EVs from China is shaking up the global auto industry in ways not seen since Japanese makers arrived during the oil crises of the 1970s.

The European Union imposed provisional duties on Chinese electric vehicles in June, alleging that government subsidies give automakers in China an unfair advantage. BYD EVs aren’t being sold in the U.S. now largely because of 27.5% tariffs on the sale price of Chinese vehicles when they arrive at ports.

But Chinese makers are moving production overseas. BYD, has opened a plant in Thailand and plans to build factories in Brazil, Hungary and Turkey.

No Demolition Needed: Thailand Eases Regulations for Coastal Hotels

hotels
Khao Lak, Phang Nga

BANGKOK — The government includes “illegal hotels” in Phuket, Krabi and Phang Nga in the legal system and expects 2,500 more legal hotel rooms. Hotels with no more than 49 rooms do not have to carry out an environmental impact assessment (IEE).

Manosith Jangjob, Chairman of the Tourism Council of Thailand’s (TCT) Small Hotel Development Sub-Committee, announced that Deputy Prime Minister and Minister of Natural Resources and Environment, Pol. Gen. Patcharawat Wongsuwan, has signed a ministerial regulation to designate certain areas and environmental protection measures.

This will allow hotels near the coast to operate legally without having to demolish or alter their buildings to comply with the new regulations, as these hotels were built before the ministerial order was announced.

“This ministerial amendment follows the proposal of the Tourism Committee and is expected to come into effect in September 2024. It will apply to Phuket, Phang Nga and Krabi, with other provinces such as Phetchaburi and Prachuap Khiri Khan also being considered,” Manosith said.

hotel phuket1
Phuket

The change will allow 2,500 hotel rooms to register for licenses. Of the 85,000 small hotels nationwide, 14,000 have already obtained a legal license under the old regulations, while 71,000 still do not have a license.

In addition, the Ministry of Natural Resources has exempted hotels with 1to 49 rooms from preparing an environmental impact assessment (IEE), which is an increase from the previous exemption for hotels with 1 to 29 rooms.

In the past, many small hotels were unable to obtain licenses due to strict environmental regulations imposed by the Ministry of Natural Resources and Environment. These regulations affected numerous small hotels near coastal tourist destinations, causing them to operate illegally.

After the tourism committee proposed an amendment to the law, Pol. General Patcharawat agreed to revise the laws so that these small hotels do not have to be demolished.

In addition, the Ministry of Home Affairs extended the deadline for the Ministerial Regulation on the Classification of Buildings Used for Hotel Operations (Amendment No. 4) 2023, from the original end date of August 18, 2024 to August 18, 2025.

This extension allows small hotel operators to apply for a Form A.4 license to change the use of their buildings so that renovations or changes to existing structures comply with the law. However, this does not give them the opportunity to obtain a legal hotel license.

AIS Partners with Oracle for Thailand’s First Local Hyperscale Cloud

Cloud
Somchai Lertsutiwong, Chief Executive Officer of AIS

BANGKOK —  AIS Cloud will offer more than 100 Oracle Cloud Infrastructure services and help organizations address relevant regulatory and data sovereignty requirements

Advanced Info Service Public Company Limited or AIS, The leading of digital life service in Thailand, today announced plans to deploy Oracle Alloy and launch AIS Cloud, the country’s first locally owned and operated hyperscale cloud.

Oracle Alloy will provide AIS’ customers and all enterprises in Thailand, including the public sector, access to more than 100 Oracle Cloud Infrastructure (OCI) services, including the latest artificial intelligence (AI) capabilities. Oracle is the only hyperscaler capable of delivering AI and a full suite of 100+ cloud services across dedicated, public, and hybrid cloud environments, anywhere in the world.

image2 1

AIS has established a proven track record of providing mobile network services to more than 45 million subscribers across Thailand. To build on this success and capitalize on the business opportunities, scale, and performance of the cloud, while innovating at the speed of hyperscale cloud providers, AIS selected Oracle Alloy.

AIS Cloud will help AIS’ customers address data residency and sovereignty requirements such as Thailand’s Personal Data Protection (PDPA) Act and the Cybersecurity Act. AIS Cloud will be the only hyperscale cloud in Thailand, providing business resilience with in-country disaster recovery capabilities.

“For over 34 years, AIS has continuously developed digital technology infrastructure to provide customers in Thailand with a superior digital experience,” said Somchai Lertsutiwong, AIS Chief Executive Officer.

“This is coupled with leveraging our network’s potential by collaborating with various partners to connect and support public and private sector organizations in achieving effective digital transformation. This enhances the capability and elevates the ability to create business growth, leading to sustainable competitive advantages for the country.”

image5

Somchai added that Cloud technology plays a pivotal role in supporting the IT infrastructure modernization and innovation for organizations in Thailand, and Oracle Alloy has made it possible for AIS to become a locally owned and operated hyperscale cloud provider in the country.

This strategic collaboration between Oracle and AIS will not only accelerate AIS’ transformation from a ‘Telco to a Techco’ but also unlock the immense potential for digital transformation and AI innovation for all organizations.

“AIS Cloud, powered by Oracle Cloud Infrastructure, will be key to transforming the core operations of businesses to capitalize on the market opportunities and create differentiation to take on the competition. This will significantly contribute to increasing the competitive advantage of Thai organizations, attracting investments, and supporting Thailand’s economic engine for sustainable growth,” he remarked.

image4

AIS Cloud will be deployed in two AIS data centers located in Thailand and will be operated by AIS who will deliver cloud services to its customers including local support, providing them with a local cloud solution to meet regulatory requirements. Customer information will also be housed within Thailand to help customers address data sovereignty and address regulatory requirements across industries.

With Oracle Alloy, AIS will be able to extend 100+ OCI services to public and private sector organizations, as well as its managed service partners. This will allow customers to repatriate their existing cloud environments from overseas back to Thailand or move and modernize from on-premises to AIS Cloud deployed in AIS data centers in Thailand.

“Providing our partners and customers with more choice has always been our priority,” said Garrett Ilg, executive vice president and general manager, Japan & Asia Pacific, Oracle.

He stated that Thailand is a strategic market for Oracle and the Oracle Alloy collaboration with AIS will serve as an industry gamechanger for the country. It empowers AIS to become a hyperscale cloud provider, enabling them to build new services faster while delivering sovereign cloud and AI capabilities for its Thai customers.

“With its local expertise and deep market knowledge, AIS is strongly positioned to deliver tailored customer experiences by addressing specific customer needs related to where the workloads reside and how their cloud is operated,” he said.

“IDC forecasts spending on sovereign cloud to increase at 31.5 percent compound annual growth rate (CAGR) in APEJ,” said Daphne Chung, Research Director, Cloud Services and Software Research, IDC Asia/Pacific.

image1 1

“The APEJ Cloud Survey 2023 showed that 19 percent of APEJ organizations expect to increase their spending on sovereign cloud in the near future as a component of organizations’ hybrid cloud strategy driven by compliance and regulations as well as the need for greater operational resiliency.”

Oracle’s Distributed Cloud Delivers the Benefits of Cloud with Greater Control and Flexibility

Oracle’s distributed cloud lineup supports:

  • Public cloud: Hyperscale public cloud regions serve any size of organization, including those requiring strict EU sovereignty controls. See the full list of regions here.
  • Dedicated cloud: Customers can run all OCI cloud services in their own data centers with OCI Dedicated Region, while partners can resell OCI cloud services and customize the experience using Oracle Alloy. Oracle also operates separate U.S., UK, and Australian Government Clouds, and Isolated Cloud Regions for U.S. national security purposes. Each of these products provide a full cloud and AI stack that customers can deploy as a Sovereign Cloud.
  • Hybrid cloud: OCI delivers key cloud services on-premises via Oracle Exadata Cloud@Customer and Compute Cloud@Customer and is already managing deployments in over 60 countries.
  • Multicloud: Options including Oracle Database@Azure, HeatWave MySQL on AWS and Microsoft Azure, Oracle Interconnect for Microsoft Azure, and Oracle Interconnect for Google Cloud allow customers to combine key capabilities from across clouds.

Thai Government Embraces Controversial Apple Ad, Sees Tourism Boost

Apple ad
The new Apple advertisement was criticized by Thai internet users, saying, "Everything appears backward, including the airport."

BANGKOK — Despite widespread criticism from Thai internet users that the new Apple ad portrays Thailand as backward and third-rate, with some even promising to stop buying Apple products, the government takes the opposite view.

It finds the advertisement humorous and sees it as beneficial to the country, as it promotes tourism and the culture of “working from anywhere”.

Government spokesman Chai Wacharong said on Wednesday that Prime Minister Srettha Thavisin welcomed Apple’s decision to film the commercial “The Underdogs: OOO (Out Of Office) | Apple at Work” in Thailand.

The spokesperson explained that the video embodies Thai soft power through the joy of traveling in Thailand and provides an opportunity to showcase Thailand’s tourist attractions, culture, and cuisine to the international market.

Each scene in the video subtly showcases elements of Thai soft power, such as Thai cuisine, traditional elephant patterned clothing, Thai massages, transportation such as tuk-tuks, boats, busses and trains, and various tourist spots such as Hua Lamphong Station, Yaowarat Road and Rayong Province.

The advertising reflects the diverse and enjoyable tourist experiences in Thailand and emphasizes the friendliness and helpfulness of the people. Above all, Thailand is promoted as an ideal environment in which to work from anywhere thanks to the stable and fast internet infrastructure.

Of particular note is the introduction of the new Destination Thailand Visa (DTV) for foreigners who wish to stay in Thailand to work (digital nomads) and travel (workcation), which allows them to stay for up to 180 days per visit with a visa validity of five years.

“This is in line with the visa measures and policies to promote tourism and boost the Thai economy that came into effect on July 15,” said the government spokesperson.

Chai added that the government supports foreign film productions in Thailand through the Thailand Film Incentive Measures, which offer a cash rebate of up to 20% of costs incurred in Thailand.

Recent data from the Thailand Film Office (TFO), Department of Tourism, Ministry of Tourism and Sports, shows that 259 foreign films were shot in Thailand from January to July 2024, with advertising and promotional films accounting for the largest share with 106 films from 31 countries and special economic zones in 49 provinces, resulting in an investment of over 3.881 billion baht.

“The government has prepared comprehensive measures to support foreign film productions, including visa exemption measures to facilitate workers and tourists, improve the country’s image and promote tourism, create business opportunities for Thai entrepreneurs and distribute income to all citizens,” Chai said.

Overstayed Visa Leads to Downfall of Korean Drug Smuggler in Pattaya

Thai immigration police officers arrest Choi Jin Tae, 40, in Pattaya on July 31. South Korean authorities had described him as a high-priority target.

PATTAYA — Following a tip from the Office of Narcotics Control Board (ONCB) about a Korean national involved in drug-related activities hiding in Pattaya, Police Colonel Naphatphong Khositsuriyanamani, Superintendent of Chonburi Immigration, ordered his investigative team to locate and arrest the suspect.

The suspect was identified as Choi Jin Tae, 40, whom South Korean authorities described as a high-priority target. Immigration officials discovered he had overstayed his visa in Thailand and planned to arrest him on this charge.

On July 31, undercover police spotted Choi near a Korean restaurant on Pattaya 3 Road. He was arrested for overstaying his visa by 286 days and then questioned about drug-related activities.

Choi confessed to being the deputy leader of a drug gang, responsible for sourcing drugs in Thailand and sending them to Korea. He admitted to smuggling ketamine about four times previously.

Choi Jin Tae is arrested in Pattaya for overstaying his visa by 286 days.

Information from South Korean police indicated that Choi used women to smuggle drugs from Thailand to Korea by concealing them on their bodies. These women were caught at airports in South Korea and implicated Choi as the mastermind.

The value of the drugs, if successfully sold in Korea, would be significantly higher: ice (methamphetamine) at 13 million baht (about $370,000) per kilogram, and ketamine at 5,200,000 baht (about $140,000) per kilogram.

Of the four smuggling attempts this year (2024), all couriers were caught at Incheon Airport and testified that Choi was behind the operations:

  1. May 31: One suspect arrested with 500 grams of ketamine, received at a hotel in Pattaya.
  2. June 10: Two suspects arrested with 500 grams of ketamine, also received in Pattaya.
  3. July 17: One suspect arrested with 1.1 kg of Crystal meth (methamphetamine), received in Pattaya.
  4. July 19: One suspect arrested with 1.25 kg of Crystal meth, received in Pattaya and Samut Prakan.

Initially, Choi is being charged with overstaying his visa. The Korean embassy will be contacted to take him into custody for further legal proceedings. Thai police will continue investigating to identify Choi’s drug source and make additional arrests.
