Anti-Money Laundering Office’s 24th Anniversary Achievement of Seizure and Freezing of over 7.4 Billion Baht Worth of Assets connected with the Commission of an Offense in FY 2023

Anti-Money Laundering Office (AMLO) is a government agency not under the Prime Minister’s Office or any ministry. The Secretary-General is directly answerable to the Prime Minister and responsible for general supervision of AMLO’s work.

Since its establishment on 19 August 1999, AMLO has been continuously and strictly driving its anti-money laundering and counter-terrorism and proliferation of weapons of mass destruction financing tasks by supervising, examining, cooperating with all domestic and international partners for proceeding with assets connected with the commission of offenses under law on money laundering and other relevant laws.

AMLO applied various innovations to facilitate the civil and criminal measures to fight against the offenders together with the improvement of officials’ knowledge and skills to gain expertise in the area in keeping up with trends and typologies of ML crimes that are rapidly changing. The ultimate purpose is to ensure that AMLO’s works are done efficiently and effectively.

In its 24th year (FY 2023), under the oversight of Mr. Chatchai Phromlert, Chairman of Anti-Money Laundering Board, and the supervision of Mr. Theppasu Bavornchotidara, Secretary-General of Anti-Money Laundering Board, AMLO could proceed with assets connected with the commission of many predicate offenses under law on anti-money laundering and were able to seize or freeze over 7,400 million baht worth of assets in offenses such as offense relating to fraud with a nature of regular conduct in approximately 5.4 billion baht,

offense relating to organizing gambling through electronic media in approximately 66 million baht, offense relating to public fraud in approximately 236 million baht, offense relating to natural resources in approximately 128 million baht, offense relating to gambling in approximately 125 million baht, and offense relating to narcotics in approximately 94 million baht.

Other major cases were the stock manipulation case of More Return PCL. (over 4.5 billion baht), the online gambling cases of 888point.com, ufalike.com, ufa44.com (over 66 million baht), the online gambling cases of superlotjet.com, jokerwallet.game (over 112 million baht),

the public fraud case of Lak Si Station LLP (over 18 million baht), the case of Aum PSV (over 426 million baht), the theft and document forgery case of Phatthalung Police Cooperatives (over 56 million baht), and the Tarutao National Park – Lipe Island encroachment case (over 130 million baht). The right protection processes were done on the said cases.

Moreover, AMLO collaborates with domestic and international relevant agencies in assets proceedings to seize and freeze assets and in returning funds to damaged persons in cases such as, with the Office of Public Sector Anti-Corruption Commission in the corruption case in Nakhon Ratchasima (over 2.6 million baht), with the Cyber Crime Investigation Bureau and Udonthani Highway Police in the call-center scam case (over 90 million baht), with the Department of National Parks, Wildlife and Plant Conservation, in the encroachment case of Tarutao National Park (over 130 million baht),

with the FBI and The Royal Thai Police in the fraud case that US persons’ funds were defrauded and transferred funds to Thai bank accounts (over 2.7 million baht) and the funds were returned to the damaged persons, and with China police in the fraud case of Chinese persons under arrest warrant (over 530 million baht) and, to date, 400 million baht were returned to the damaged persons.

Stepping into the 25th year, under the oversight of Mr. Chatchai Phromlert, Chairman of Anti-Money Laundering Board, and the supervision of Mr. Theppasu Bavornchotidara, Secretary-General of Anti-Money Laundering Board, AMLO will continue to emphasize on investigation that would lead to seizure and freezing of assets connected with the commission of offenses that will break criminal cycle and stripping the criminal of the funds, as well as to protect the right of damaged persons and to ensure that law enforcement actions were carried out effectively and in line with AML/CTF/CPF international standards.

NIC-NIDA CONFERENCE 2023 Urges Implementing Re-Globalization

The 2nd NIC-NIDA Conference 2023 was held on August 17–18, 2023, at the National Institute of Development Administration (NIDA), Bangkok, Thailand, on the topic “The New Frontiers of Sustainable Development through Designing and Implementing Re-Globalization.”.

Dr. Supachai Panitchpakdi, former Secretary of UNCTAD and Former Director-General of the World Trade Organization (WTO) has reminded us of our mission as a scholar that is to be the voice for the voiceless and also to be committed to working for people who have no street to walk on. Though this sounds like a daunting task but together we will work toward that.

Professor Jia Yu from Peking University, China has initially stressed the key supporting role of government to drive the country toward sustainable development, depicting the case of China’s economic rapid growth and development. China and other Asian countries need to reconsider the significance of globalization.

Professor Yu outlined the new era of re-globalization and provided some guidelines that not only China but also other countries in Asia can reap the benefits.

The National Science and Technology Fair Targets the Bright and Creative Generations

In this regard, the MHESI has long been committed to promoting technological development and supporting research at all levels since these play a prominent role in driving the country’s economic growth and sustainable future.

The ministry has also worked to improve the quality of manpower for science and technology and the new generation of researchers. In addition, MHESI has been tasked to promote research and development as well as monitor and evaluate research proposals for better results.

The ministry is taking on science, research and development as well as innovation. It also keeps working on national infrastructure development of the highest quality, manpower in science, technology and innovation transfer.

“We believe the National Science and Technology Fair 2023 with a variety of science exhibitions and activities would encourage participants to use the scientific knowledge they’ve gained to create value-added products, thus, contribute to the country’s economic growth.

“The fair helps promote inclusion amongst students and young people, encouraging them to express their thoughts. It also gives them an opportunity to gain new knowledge and inspires them to embrace practical tasks and prepares them to become tech experts and the new generation of innovators in the future,” he said, adding that the event also serves as a learning platform for science and technology education for the public.

Asst. Prof. Rawin also said the National Science and Technology Fair 2023 is being held at two different locations on the theme of “For Bright and Creative Generations” – one at IMPACT Arena Muang Thong Thani in Nonthaburi and the other at the BACC in Bangkok, making it the country’s largest science and technology event ever.

He added that for the National Science and Technology Fair Downtown this year, the concept of exhibitions and activities is a combination of science and art with urban accents in order to draw the attention of city residents, especially young visitors, while promoting inclusion and encouraging them to use science to solve problems.

“The idea behind the fair in the city is that all we need to do is to inspire young people and make science interesting, fun and relevant, so they will take it up. You will be amazed by a variety of fun activities, hands-on experiments and entertainments we have provided for your pleasure,” he said.

Foreign Investment Rises, but Value Falls: EEC Drops Over 60%

The Committee on Foreign Business Operations has released foreign investment figures for the first 7 months of 2023 (January through July). Under the Foreign Business Act of 1999, a total of 377 foreign entities invested 58.95 billion baht. These investments resulted in the employment of 3,594 Thai persons.

Comparing the number of foreign investors in the first 7 months of this year to the same period last year, there was an increase of 54 people or 17 percent. The number of Thai workers also increased by 286 people or 9 percent to a total of 3,594 workers per month. However, the total value of investment decreased from 73.624 billion baht to 58.95 billion baht, a decrease of 14.674 billion baht or 20 percent.

In July 2023, the number of foreign investors reached 51 people, an increase of 31 percent compared to the same month last year. The total amount of investment increased by 173 percent to 10.023 billion Thai baht, and employment of Thai citizens increased by 17 percent to 372 people.

The top 5 countries with the highest foreign investment are as follows:
1. Japan: 84 investors with an investment of 19.893 billion baht.
2. United States: 67 investors, but with a total investment of only 3.044 billion baht.
3. Singapore: 61 investors with an investment of 12.925 billion baht.
4. China: 28 investors with an investment of 11.663 billion baht.
5. Germany: 16 investors with an investment of 1.298 billion baht.

Tossapon Thangsubutr, director general of the Department of Economic Development, noted on August 18 that most of the invested companies are in line with infrastructure development and investment promotion policies to improve Thailand’s competitiveness. These include services related to oil drilling in the Gulf of Thailand, software services, and various engineering and technical services.

For investments in the Eastern Economic Corridor (EEC), there were 73 foreign investors in the first 7 months of 2023, an increase of 24 percent, accounting for 19 percent of the total number of investors. However, the investment value decreased by 61 percent, totaling 12.348 billion baht, which constitutes 21 percent of the total investment value.

In July 2023 alone, there were 12 investors, a 200 percent increase compared to the previous year, but the investment amount decreased by 25 percent, totaling 1.576 billion baht.

Key foreign investors include:
1. Japan: 31 investors with an investment of 5.379 billion baht.
2. China: 12 investors with an investment of 893 million baht.
3. South Korea: 5 investors with an investment of 287 million baht.
4. Other countries: 25 investors with a combined investment of 5.789 billion baht.

Investment areas include consulting for the management of production processes in various industries, engineering and technical services such as machine design and manufacturing, and the production and design of automotive components.

Britney Spears’ Husband Seeks Financial Support, Says in Divorce Filing Their Split Came Weeks Ago

LOS ANGELES (AP) — Britney Spears and her husband Sam Asghari separated nearly three weeks ago, and he is seeking spousal support and attorneys’ fees in their divorce, according to his divorce filing.

Asghari, 29, filed his petition to dissolve his 14-month-old marriage to the 41-year-old pop superstar in Los Angeles County court late Wednesday.

Like the vast majority of those who file for divorce in California, he cites irreconcilable differences as the reason for the split.

The document lists the couple’s separation date as July 28, though reports of the split did not emerge until Wednesday. It says he will try to get financial support from her, while blocking her from getting any from him. And it seeks to have her pay for his divorce lawyers.

The filing says the value of Spears’ and Asghari’s assets, and those they own jointly, has yet to be determined. Spears and Asghari had no children together.

“No negative intention has ever been directed towards her and never will be. Sam has always and will always support her,” Asghari’s representative Brandon Cohen said Thursday afternoon.

Email sent to a Spears’ representatives were not returned.

She has not addressed the split on social media. An Instagram post since the divorce filing is a photo of herself on horseback on a beach, with a caption that begins, “Buying a horse soon!”

Spears married Asghari at her home in Thousand Oaks, California, on June 9, 2022, in front of guests including Selena Gomez, Drew Barrymore, Paris Hilton and Madonna, in a wedding seen as a milestone in her newly reclaimed life after the dissolution just six months earlier of the court conservatorship that controlled her life for more than 13 years.

Spears met and began dating Asghari, a model and actor, when he appeared in her video for the song “Slumber Party” in 2016.

She cited her desire to marry Asghari as among the reasons she wanted an end to the constraining conservatorship, which she said was preventing it. The two announced their engagement in September of 2021 as it became clear she would be freed from the conservatorship — which was ended that November.

Spears said she and Asghari lost a baby early in her pregnancy in May 2022, about a month before they married.

Reports of the couple’s struggles had increased in recent months.

Their marriage is the first for the 29-year-old Asghari and the third for the 41-year-old singer. She was married for less than three days in 2004 to childhood friend Jason Alexander, who attempted to crash her wedding to Asghari and was later convicted of misdemeanor trespassing and battery.

In 2004, she wed dancer Kevin Federline. Their three-year marriage would come at a time of intense media scrutiny and increasing mental health struggles for Spears. Federline is the father of her two teenage sons, and has custody of the boys.

She would be placed in the conservatorship run by her father in 2008. She did well under the arrangement at first, continuing to release records, make videos, and perform live, including a major concert residency in Las Vegas. But as she appeared less in public, fans began to demand that the court #FreeBritney, in what would eventually become a major movement.

Since the conservatorship ended, Spears has put out music, including a collaboration with Elton John in 2022, but has not performed live in years, nor announced plans to do so.

Her memoir, “The Woman in Me,” is scheduled to be released in October.

More Than A Ton Of Endangered Pangolin Scales Seized In Thailand

BANGKOK (AP) — Thai authorities said Thursday they have seized more than a ton of pangolin scales worth over 50 million baht ($1.4 million) that are believed to have been headed out of the country through a land border.

The scales that cover a type of anteater were found Wednesday night in the northeastern province of Kalasin, and apparently were meant to be transported out through Mukdahan province, which shares a border with Laos, Thai police said at a news conference in Bangkok on Thursday.

Two male suspects, who were on a truck with the scales, were arrested and charged with the illegal possession of carcasses of protected animals, according to Ariyapol Sinsorn, the deputy chief of the Natural Resources and Environmental Crime Division. The two men confessed to the charges, he said.

The pangolin scales, which have an estimated price of around 40,000 baht ($1,129) per kilogram, are suspected to have been brought from Malaysia to Thailand, to be transported to Laos. From there, it was apparently headed for sale to clients in China, said Kamnuan Chan-anan, a regional deputy chief of the environmental crime division. He said a further investigation is being conducted to determine the route of transport.

The scales, displayed during the news conference in Bangkok on Thursday, were dried and contained in fertilizer sacks bearing a Chinese character and different numbers. The authorities said they suspect the numbers are used for marking the quality of the scales.

The amount of scales is estimated to come from at least 3,000-4,000 dead pangolins, wildlife protection official Prasert Sonsatahpornkul said, adding that the scales will be tested to find out the species of the pangolins.

Pangolins are endangered and it is illegal to trade them. The animal’s scales are used in traditional Chinese medicine and contain keratin, a protein also found in rhino horn, though there is no scientific proof that they provide any medicinal value. Pangolin meat is considered a delicacy in Vietnam and some parts of China.

Demand for pangolin scales and meat has led to rampant poaching that is decimating populations across Asia.

In 2017, the authorities revealed two major operations that successfully busted about three tons of pangolin scales and more than 100 live pangolins in Thailand.

Pro-military Party Says It Will Join Populist Pheu Thai Party To Form Thailand’s Next Government

Founded in 2021, Ruam Thai Sang Chart, or the United Thai Nation Party, was seen as a vehicle for Prayuth’s pursuit of another term in office after an apparent fallout between him and Deputy Prime Minister Prawit Wongsuwan, the leader of the Palang Pracharath Party which helped Prayuth take office after a 2019 general election.

Prayuth first seized power as army chief in a 2014 military coup and then became prime minister in a military government. He did not run in the 2019 election but was the prime ministerial candidate of Palang Pracharath. The party was able to put together a post-election coalition that named him prime minister.

Prayuth officially joined United Thai Nation just months before May’s election. After the party’s disappointing performance in the polls, finishing fifth with only 36 seats, Prayuth announced that he had resigned from the party and would leave politics. He remains caretaker prime minister as Thailand has struggled for more than three months to install a new government.

The progressive Move Forward Party was the surprise winner of the May election, but its leader, Pita Limjaroenrat, failed to secure a majority of votes from the elected House and the conservative appointed Senate, chosen by the Prayuth-led military government, needed to become prime minister.

Many senators voted against Pita because of his party’s call for reform of a law that makes it illegal to defame Thailand’s royal family. Critics say the law, which carries a penalty of up to 15 years in prison, has been abused as a political weapon. Members of the Senate, like the army, see themselves as guardians of traditional conservative royalist values.

The runner-up party, Pheu Thai, then took over the lead in forming a government and excluded Move Forward, saying its call for a reform of the royal defamation law made it impossible to gather enough support from other parties and the Senate to approve a new prime minister. Both houses of Parliament vote together for the prime minister under the military-implemented constitution.

United Thai Nation spokesperson Akaradej Wongpitakroj said Thursday that it has agreed to join the Pheu Thai-led coalition to break the impasse and “move the country forward.” He said the party’s condition of joining the coalition is that there must not be a party with a policy to amend the royal defamation law in the government.

He added that his party will support Pheu Thai’s prime ministerial candidate. Pheu Thai plans to nominate real estate tycoon Srettha Thavisin in a parliamentary vote expected on Tuesday.

Before United Thai Nation’s announcement, Pheu Thai had cobbled together a coalition of 11 parties with 240 seats in the 500-member House of Representatives. The 36 additional seats from the military-backed party would give it the House majority it needs. However, it still needs some support from the unelected Senate. Move Forward has said it will not support a candidate from a Pheu Thai-led coalition that includes parties from the outgoing military-backed government.

Palang Pracharath, another military-backed party, has said it is willing to support a Pheu Thai candidate even though it has not been invited to the coalition. The party finished fourth in the polls and holds 40 seats in the House.

Pheu Thai is the latest in a string of parties affiliated with ex-Prime Minister Thaksin Shinawatra, a billionaire populist who was ousted in a 2006 military coup. While Thaksin-backed parties thrived at the polls, none of his successors was able to stay in office for long due to legal challenges in the courts, which are firmly aligned with the conservative establishment that has long held a sharp animosity toward Thaksin, and destabilizing street protests engineered by his foes. A Pheu Thai government led by Thaksin’s sister, Yingluck Shinawatra, was toppled by Prayuth in the 2014 coup.

Thaksin has said he plans to return to Thailand soon following years of self-imposed exile to escape a prison term in several criminal cases which he has decried as politically motivated.

There was no immediate statement from Pheu Thai regarding United Thai Nation’s decision to join its coalition, but its deputy leader, Phumtham Wechayachai, said earlier Thursday that the two parties have held talks about forming a government.

Cyber Police Seize Luxurious Items Worth Over ฿1.5 Billion From Scammers

On August 17, the cyber police, led by Pol. Lt. Gen. Worawat Watnakornbancha, commissioner of the bureau, announced at the Cyber Crime Investigation Bureau the results of a cybercrime operation targeting two online crime networks.

The operation included the dismantling of a fraudulent call center and the closure of a crypto fund. Law enforcement personnel surrounded 29 locations in three provinces: Bangkok, Pathum Thani, and Chonburi.

Of particular interest was the search for 3 luxury condominiums in the central area of Asoke-Rama 9. A search warrant was issued by the Criminal Court to search an apartment in the 39th floor.

Authorities arrested Miss Nang Moe Moe Aye, a 24-year-old Burmese national, on a warrant issued by the Khon Kaen Provincial Court on August 16.  The investigation revealed that she has links to the call center scammer, who is accused of orchestrating scams under the guise of a city supervisor in the province of Tak.

The accused is accused of various crimes, including impersonating another person, impersonating a government official, entering data into a computer system and conspiracy to launder money. She was responsible for withdrawing 15 million baht, and since the beginning of the year, there have been more than 87 million baht in circulation.

Law enforcement authorities seized 4,444,000 Thai baht in cash, 17 bank account books, 2 brand name bags, and 16 ATM cards.

 

In another operation within the network related to the cryptocurrency fund, a suspect was arrested along with seized items. Authorities were also able to seize a Rolls-Royce in Chonburi province.

This case has broadened the investigation from Operation Trust No One: Chasing Crypto King, in which police arrested two Chinese suspects on charges of jointly defrauding the public and jointly laundering money, using fake profiles to connect with victims through various social media channels, before inviting investments in fake platforms to trade with digital currency and causing more than 10 billion baht in damages worldwide, and while opening a money laundering company using a fake profile.

The police discovered links to two Chinese nationals, Mr. Ye Abin and Ms. Kai Fengfei, working together to defraud people by impersonating others through fraud or deception and importing information into a computer system that distorts or fakes computer data in order to launder money at the accused’s room in a luxury condo in the Lumpini area.

The police seized more than 100 objects, including luxurious cars such as a Rolls-Royce worth 36 million baht, Lexus, Alphard, Mercedes-Benz, and various lease documents worth more than 1,500 million baht. four times can seize assets worth 3,000 million baht.

China’s Government Tries To Defuse Economic Fears After Real Estate Developer’s Debt Struggle

BEIJING (AP) — China’s government is trying to reassure jittery homebuyers after a major real estate developer missed a payment on its multibillion-dollar debt, reviving fears about the industry’s shaky finances and their impact on the struggling Chinese economy.

There is no indication Country Garden’s problems might spread beyond China, which seals off its financial system from global capital flows, economists say. But they highlight the industry’s struggle under pressure from the ruling Communist Party to reduce soaring debt that is seen as an economic threat. That has bankrupted hundreds of small developers and depressed China’s economic growth.

The Country Garden episode has echoes of Evergrande Group, which is trying to restructure more than $340 billion owed to banks and bondholders. Fears of a possible Evergrande default in 2021 rattled global markets, but they eased after the Chinese central bank said its problems were contained and Beijing would keep credit markets functioning. A central bank official said in March financing conditions have “improved significantly.”

Financial markets were rattled when Country Garden Holdings Co. missed two payments totaling $22.5 million due to buyers of dollar-denominated bonds on Aug. 6. It has a 30-day grace period before it would be declared in default.

A government spokesperson tried to reassure the public and financial markets, saying conditions are improving and regulators are getting debt under control.

“The risks of housing enterprises are expected to be gradually resolved,” said Fu Linghui of the National Bureau of Statistics.

Policy changes “will help boost market confidence,” Fu said at a news conference. “Housing consumption and housing enterprises’ willingness to invest are expected to gradually improve.”

On Thursday, a half-dozen homebuyers sat outside a Country Garden development under construction in Beijing beside a sign that said they have been “fighting for their rights” for 97 days.

The homebuyers, who sat under tent in 31 C (89 F) heat, declined to talk to a reporter but a security guard said their complaint stemmed from a Country Garden project in Malaysia.

Country Garden, previously seen as one of China’s financially healthiest developers, suspended trading of its bonds Monday on Chinese exchanges. That followed a warning last week that it might post a loss of as much as 55 billion yuan ($7.5 billion) for the first half of 2023.

Abroad, the impact “seems likely to be limited,” said Jennifer McKeown of Capital Economics in a report.

Foreign investors pulled out of Chinese real estate after earlier defaults and “policymakers should step in to prevent a meltdown in China,” McKeown said.

Real estate propelled China’s economic boom, but developers borrowed heavily as they turned cities into forests of apartment and office towers. That helped to push total corporate, government and household debt to the equivalent of more than 300% of annual economic output, unusually high for a middle-income country.

After years of warnings that led to global rating agencies cutting the Chinese government’s credit rating in 2017, the ruling party cracked down on real estate debt in 2020. It imposed controls known as “three red lines” that prohibit heavily indebted developers from borrowing more to pay off bonds and bank loans as they matured.

A weak real estate industry complicates efforts by Chinese leader Xi Jinping’s government to reverse a deepening economic slump after a rebound following the end of anti-virus controls fizzled out sooner than expected.

The economy grew by a robust 2.2% over the previous quarter in the January-March period. But that fell to just 0.8% in the three months ending in June. That is equal to a 3.2% annual rate, which would be among China’s weakest in decades.

Revving up real estate spending was the ruling party’s solution for previous downturns. Xi’s government has eased restrictions on borrowing by developers and told banks to lend to homebuyers. But it appears to be trying to stick to its overall debt-reduction goal.

Real estate accounts for some 20% of China’s economy. When spending on steel and copper for construction, furniture and other related purchases is added in, estimates of its share of the economy rises as high as 35%.

Real estate’s troubles are causing a vicious cycle by prompting jittery households to put off housing, auto and other big purchases, which in turn depresses economic activity further. Auto sales shrank 2.6% in July from last year’s already depressed level under anti-virus curbs.

Country Garden’s debt struggle might “drive potential homebuyers away from privately owned developers,” Moody’s Investors Service said in a report. That would “weaken effects of any potential supportive measures by the government to stabilize property sales.”

The industry also might be squeezed as investors and banks shy away from lending to smaller developers, Moody’s said.

In a sign of weak demand, prices paid for new homes fell for a second month in July, according to the statistics bureau. Prices in 35 smaller cities declined 0.3% from June. Prices in 31 bigger cities edged down 0.2%.

Sales of land use rights are down, adding to the strain on local governments that are trying to manage debt burdens that swelled with the expense of fighting the COVID-19 pandemic.

Country Garden was founded in 1992 by Yang Guoqiang, a former farmer and construction worker. Yang handed over his shares in 2005 to his 25-year-old daughter, Yang Huiyan. She was ranked the richest woman in Asia by Forbes magazine with a net worth of $11 billion.

Yang Huiyan’s fortune rose to $33.1 billion in 2020, making her the 11th-richest private individual in China, according to Hurun Report, which follows the country’s wealthy. Forbes estimated this week that plunged almost 90% to $4.3 billion as Country Garden’s share price tumbled.

Country Garden’s possible losses are a sliver of those of Evergrande, headquartered in Shenzhen, adjacent to Hong Kong, which reported in June that it lost $81 billion in 2021-22.

But both ran into the same problem: They have more assets than debt but can’t turn slow-selling real estate into cash fast enough to repay lenders.

Country Garden reported 1.7 trillion yuan ($233 billion) versus 1.4 trillion yuan ($193 billion) of liabilities at the end of 2022. The business news magazine Caixin cited an unidentified source who said the developer might have an additional 200 billion yuan ($27 billion) in debt.

The developer had only 147.6 billion yuan ($20 billion) of cash. Some 60 billion yuan ($8 billion) was buyer deposits and other money that couldn’t be freely used.

Country Garden, headquartered in Shunde, near Hong Kong, said Aug. 10 sales this year through July fell 35% from the same period of 2022 to 140.8 billion yuan ($19.3 billion). It said July sales fell 60%.

“The company has encountered the biggest difficulties since its establishment,” its president, Mo Bin, said in a statement.

Country Garden had outstanding bonds and asset-backed securities of 104 billion yuan ($14.25 billion), including 78 billion yuan ($10.7 billion) of bonds sold abroad, according to Caixin. It said bonds worth 7.3 billion yuan ($1 billion) will mature in September.

The company also owes 162.5 billion yuan ($22.3 billion) to banks and other financial institutions, according to Moody’s.

Evergrande, the global industry’s most heavily indebted company, was big enough that regulators stepped in to supervise its debt restructuring, which has yet to be completed. But they avoided bailing out the company or its creditors to avoid sending the wrong message about the need to reduce debt.

Local authorities took control of stalled Evergrande building projects to make sure buyers got apartments that already were paid for.

Country Garden said in a July 31 statement it would “seek guidance and support from the government and regulatory authorities.”

Authorities have yet to say whether the company is a big enough risk for regulators to get involved in its restructuring or take over building projects.

A 5-Year-Old Boy in Chiang Mai Is Picked Up From School and Killed

The tragic murder of a 5-year-old child in Thailand’s Chiang Mai province has deeply shaken Thai society and led to calls for schools to prioritise safety measures.

Pol. Maj. Gen. Tawatchai Pongwiwattanachai, commander of Chiang Mai provincial police, said on August 17 that the suspect is an ethnic Shan named Jai Kongkum, 30. He confessed to police that he kidnapped the child from a school in Mueang district and then strangled the child. He then threw the child’s body into a swamp in Hang Dong district.

He admitted that he had a personal grudge against the child’s parents that prevented him from having a relationship with the younger sister of the child’s mother.

Police charged Jai Kongkum with kidnapping a child under the age of 15 from his parents or caretakers and permissive homicide. It is possible that more charges will follow later. In the meantime, the school has not yet issued a statement about the incident.

Jaiaow Nhaiyu, the victim’s father, expressed his deep sorrow for the loss of his infant son, who would turn 6 on August, 29. The child was described as bright and intelligent. Despite being a Shan child, he was learning Thai and improving day by day.

“One month ago, before this tragedy, my son said if he died, he would like to eat a piece of durian cake,” the father said in sorrow. He added that now his other son, 3 years old, also cries every time his parents cry.

The father said that all the family members are angry and are asking the police to prosecute Jai Kongkum. The family wants Jai to apologize. In addition, the father stressed that the family did not know the suspect well despite his claim. Jaiaow said that he only knew that Jai was with his wife’s younger sister for about 3-4 months before they separated.

This heartbreaking case sheds light on the problem of child abuse and violence against children in Thailand. A 2017 survey by UNICEF found that one-third of Thai children between the ages of one and 14 had been physically or emotionally punished by their own family.

On average, about two children per hour were physically, emotionally, or sexually abused, exploited, or abandoned. However, the Thai government has not released an official number of children murdered.
