PM Says BoT Governor Hasn’t Mentioned People’s Difficulties

BANGKOK – The Prime Minister insisted that Thailand cut interest rates and claimed that he is willing to talk to and persuade the BoT Governor to reconsider for the fourth or fifth time after he has yet to hear the governor acknowledge people’s suffering.

Prime Minister and Finance Minister Srettha Thavisin was asked on Thursday about Bank of Thailand (BoT) Governor Sethaput Suthiwartnarueput’s interview with NIKKEI Asia, in which he confirmed that there will be no rate cuts despite pressure from the government.

The Prime Minister said he understood that it was the Governor’s right to take such a decision, but it was his duty to explain to him the suffering of the people. He emphasized that while the government does not exercise direct control over the BoT, he believes that both parties respect each other.

BoT Governor Sethaput talked with Nikkei Asia in Bangkok on February 21 denying the economy is in a ‘crisis.’ He claims that monetary easing will neither boost spending on tourism or export demand. He underlines that reversing monetary policy will not solve the structural and cyclical problems affecting Thailand’s economy.

The PM stated that the three points mentioned by the Governor did not address the problem of the people. He emphasized that the suffering of the people is important and he wants the Governor to take this into consideration. He believes that fiscal and monetary policies can work together to help the people, and he hopes that further discussions can be held.

“I have made my request and I insist that I have grounds for doing so. As for the three factors mentioned that are hindering the Thai economy, namely oil prices, Chinese tourists and the slow disbursement of the budget, I believe these issues are already being discussed. We are trying to encourage China to import more Thai products and get more Chinese tourists to spend money in our country.

As for the high cost of transportation, Mr. Suriya is working to make transportation cheaper so that more money goes into people’s pockets and they can spend more. As far as the budget is concerned, everyone knows that we have a policy to boost the economy, which was originally supposed to be implemented in May, but now it is more like April. All parties are working on this issue.”

Asked about the government’s three previous signals for a rate cut, which were not answered, the prime minister said he would continue to make the demand even if it took a fourth or fifth time. He believes that people in a developed society have different opinions and can discuss them without conflict. He emphasized that the government will continue to discuss and convince the BOT with arguments and evidence even if its demand has not yet been met.

The Prime Minister also pointed out that the current interest rate of 2.5 percent still leaves room for maneuver and that even a crisis will not prevent the government from implementing various policy measures. He mentioned that the deputy governor of the BOT had previously told him that people with bank deposits will look for riskier investments with higher returns if interest rates are lowered.

However, he emphasized that the government cares more about the people at the grassroots level and urged the governor to consider the people in other dimensions as well.

On the governor’s concerns that lowering interest rates too soon could hurt household debt, the prime minister said household debt was already high and people could not afford to pay higher interest rates. He added that unpaid interest would only add to the debt burden.

CHONBURI – The police in Chonburi province announced on February 22 the arrest of two Chinese nationals in two separate cases: smuggling a gun into Thailand and evading taxes amounting to 20 million baht.

In the first case, Chonburi Immigration Police arrested Mr. Wang, 53, a director of a company in Klongkiu sub-district, Ban Bueng district, Chonburi province, for tax evasion of nearly 20 million baht. The evasion involved the undervaluation of goods by 15.3 million baht, import duties of 2.7 million baht and VAT of 1.2 million baht.

The police investigation revealed that Mr. Wang and his accomplices imported various goods, including bags, scarves, bedding sets, phone cases, chairs, plastic boxes, lamps, selfie sticks, popcorn, etc., into the Kingdom using 31 duty-free exemption certificates. However, between 16 and 17 December 2019, the customs officers who inspected Mr. Wang’s company did not find any goods in the duty-free zone, the MT Free Zone.

Further examination of the company’s import and export data from the CUSTOMS INFORMATION SYSTEM (CIS) revealed that the company had not issued a declaration for the transfer and payment of duties and taxes to bring goods out of the duty-free zone for use or sale in the Kingdom.

There were also no exit declarations to ship the goods out of the Kingdom. In addition, no evidence of customs clearance or payment of taxes was found for the goods to be brought out of the duty-free zone in other cases.

During the entire four years, the company did not submit any documents to customs officials to clarify the facts and did not express any intention to request a settlement of the case at customs level.

In the second case, police from Pattaya City Police Station arrested two Chinese nationals and confiscated a 9mm pistol, two magazines, ammunition, a bracelet and a shoulder bag from their room at Baan Khunya Homestay in Na Chom Thian Subdistrict, Sattahip District, Chonburi Province.

Pol. Maj-Gen Thawatchakiat Jindakuansanong, commander of Chonburi provincial police, said the suspects, Mr. Cai Qingqing, 28, and Mr. Lei Chen, 28, were arrested on charges of possessing a firearm and ammunition without a license, carrying a firearm in a city without justifiable cause and entering the kingdom without permission.

The Customs Department therefore filed charges against the company and Mr. Wang, as well as other persons involved in the crime, both in their capacity as legal entities and in their personal capacity. When the Pattaya Provincial Court issued an arrest warrant on February 2, 2024, officials tracked down Mr. Wang and brought him to trial.

According to the GIT, Thailand’s gem and jewelry exports dropped 2.83% to USD 14,636.88 million in 2023. However, in December 2023, the gem and jewelry export value increased by 71.13% to USD 972.28 million. When unwrought gold is deducted, the adjusted export value for gems and jewelry is USD 556.65 million, representing a 6.77% rise over December 2022.

Despite ranking as the country’s third most important export category, following automobile and computer respectively, with a share of 5.14% of Thailand’s total gross exports, the actual export value, excluding unwrought gold, showed resilience with an 8.40% year-on-year increase, reaching USD 8,658.11 million.

This performance highlights the sector’s adaptability and sustained strength in the face of overall export challenges.

One-stop cross border telco rewards program gives travellers access to unique local deals

Feds Accuse Alleged Japanese Crime Boss of Conspiring to Traffic Nuclear Material

NEW YORK (AP) — A leader of a Japan-based crime syndicate conspired to traffic uranium and plutonium from Myanmar in the belief that Iran would use it to make nuclear weapons, U.S. prosecutors alleged Wednesday.

Takeshi Ebisawa, 60, and his confederates showed samples of nuclear materials that had been transported from Myanmar to Thailand to an undercover Drug Enforcement Administration agent posing as a narcotics and weapons trafficker who had access to an Iranian general, according to federal officials. The nuclear material was seized and samples were later found to contain uranium and weapons-grade plutonium.

“As alleged, the defendants in this case trafficked in drugs, weapons, and nuclear material — going so far as to offer uranium and weapons-grade plutonium fully expecting that Iran would use it for nuclear weapons,” DEA Administrator Anne Milgram said in a statement. “This is an extraordinary example of the depravity of drug traffickers who operate with total disregard for human life.”

The nuclear material came from an unidentified leader of an “ethnic insurgent group” in Myanmar who had been mining uranium in the country, according to prosecutors. Ebisawa had proposed that the leader sell uranium through him in order to fund a weapons purchase from the general, court documents allege.

According to prosecutors, the insurgent leader provided samples, which a U.S. federal lab found contained uranium, thorium and plutonium, and that the “the isotope composition of the plutonium” was weapons-grade, meaning enough of it would be suitable for use in a nuclear weapon.

Ebisawa, who prosecutors allege is a leader of a Japan-based international crime syndicate, was among four people who were arrested in April 2022 in Manhattan during a DEA sting operation. He has been jailed awaiting trial and is among two defendants named in a superseding indictment. Ebisawa is charged with the international trafficking of nuclear materials, conspiracy to commit that crime, and several other counts.

An email seeking comment was sent to Ebisawa’s attorney, Evan Loren Lipton.

U.S. Attorney Damian Williams said Ebisawa “brazenly” trafficked the material from Myanmar to other countries.

“He allegedly did so while believing that the material was going to be used in the development of a nuclear weapons program, and the weapons-grade plutonium he trafficked, if produced in sufficient quantities, could have been used for that purpose,” Williams said in the news release. “Even as he allegedly attempted to sell nuclear materials, Ebisawa also negotiated for the purchase of deadly weapons, including surface-to-air missiles.”

The defendants are scheduled to be arraigned Thursday in federal court in Manhattan.

A Dutchman, 72, Died Suspiciously in a Pattaya Condo

PATTAYA – On February 21, Pattaya Police investigators kept investigating the discovery of the death of Ronald, a 72-year-old Dutchman, in the Grande Caribbean Condo room on Thapaya Road, Bang Lamung District, Chonburi Province, on Tuesday evening, February 20.

The body wore no clothing lying face down in front of the entrance to the room facing the bathroom. There is a hole in the throat that appears to be caused by a sharp item. BANGKOK – The Crime Suppression Division police apprehended Mr. Lee Woon, a 53-year-old Malaysian national, on February 20, 2024, after last year he assaulted and threatened his ex-wife and also harmed a dog trying to protect its owner.

The incident occurred on March 9, 2023, when the suspect broke into the house of Ms. A, his former wife, in Nakhon Si Thammarat province, using a knife to threaten and force her to disclose the location of money. He then forcibly took 510,000 baht and left the house.

However, fearing that her ex-husband would return to hurt her again, Ms. A. released the dog from the cage and tried to leave the house. As she reversed her car, her ex-husband returned and forced his way into the passenger seat, demanding more money with a knife. She hurriedly tried to flee into the house but was captured.

Her husband then tied her hands with a chain and entered the house to threaten her further so that she would hand over the rest of the money. The dog then tried to intervene to help its owner, whereupon the Malaysian man hit the dog with the chain, brandished the knife, and threw a chair at the dog. He then took another 710,000 baht.

Neighbors who heard the commotion quickly alerted the authorities, but the man managed to escape and threatened that the police, who knew him, would further harm Ms. A. After the incident, Ms. A filed a complaint with the Tha Sala police station in Nakhon Si Thammarat province.

Subsequently, the Nakhon Si Thammarat Provincial Court upheld the arrest warrant for the man for “breaking and entering another person’s premises with weapons, robbery, assaulting others and indecent cruelty to animals”
