Srettha Enjoys Colourful Socks And Falls In Love With Work

After serving as Prime Minister for 2 months without showing signs of being tired, Srettha Thavisin said that the important thing in performing the duties of Prime Minister is to fall in love with the work that is done.

Srettha talked about soft issues during the dinner talk event, The Future of Thailand 2024, at the Centara Grand Hotel, Central World, on Oct. 24. At first, he answered the question about wearing colourful socks by saying that he had been wearing them like this for a long time, dating back to his school days. He hasn’t decided which colour to wear on whatever day, but consider the circumstances. It’s about personal happiness.

In response to the topic of whether the shift from business to politics was unexpected, the Prime Minister stated that it was not above expectation. He knew that he had to work hard. Many politicians aspire to become ministers. He aimed to be Prime Minister not when he was 30, nor when he was 58-59, but two years before he entered politics.

“Falling in love is something that must be present at work because you have to stay here for four years.” You don’t have passion if you don’t fall in love. You will not be able to accomplish your job effectively if you do not enjoy it. There is no difference between becoming and not becoming. Because I knew what was going to happen,” Srettha said.

When asked if he fell in love during his two months as Prime Minister, he answered he was “lively in love” and not fatigued.

“I rest after working.” I’ll get up and keep working; I’m not weary. And I am prepared to fight in any situation. Because each Prime Minister faces a distinctive set of challenges,” he explained.

In late 2022, Srettha made the decision to enter politics by becoming a member of the Pheu Thai Party. Even though the Pheu Thai Party lost to the Move Forward Party by a margin of 10 seats in the May 14, 2023, general election, it successfully formed the government with 11 parties.

Srettha, 60, became Thailand’s 30th prime minister on August 22 after gaining a bicameral majority of votes. During these two months, he has already attended the United Nations General Assembly in New York and toured ASEAN countries, China, and Saudi Arabia.

He has met with US President Joe Biden and spoken with Russian President Vladimir Putin and Chinese President Xi Jinping.

TAIPEI. Taiwan (AP) — China has replaced Defense Minister Gen. Li Shangfu, who has been out of public view for almost two months with little explanation, state media reported Tuesday.

Li is the second senior Chinese official to disappear this year, following former Foreign Minister Qin Gang, who was removed from office in July with no explanation offered.

Li, who became defense minister during a Cabinet reshuffle in March, hasn’t been seen since giving a speech on Aug. 29. There is no indication that the disappearances of Qin and Li signal a change in China’s foreign or defense policies, although they have raised questions about the resilience of president and ruling Communist Party leader Xi Jinping’s circle of power.

Xi has a reputation for valuing loyalty above all and has relentlessly attacked corruption in public and private, sometimes in what has been seen as a method of eliminating political rivals and shoring up his political position amid a deteriorating economy and rising tensions with U.S. over trade, technology and Taiwan.

Li is under U.S. sanctions related to his overseeing weapon purchases from Russia that bar him from entering the country. China has since cut off contacts with the U.S. military, mainly in protest over U.S. arm sales to Taiwan, but also strongly implying that Washington must lift the measures against Li, which Beijing refuses to publicly recognize.

The announcement from state broadcaster CCTV said that both Li and Qin had been removed from the State Council, China’s Cabinet and the center of government power. That virtually assures the end of their political careers, although it remains unclear whether they will face prosecution or other legal sanctions.

China’s political and legal systems remain highly opaque, fueling lively discussion of possible corruption, personal foibles or fallings-out with other powerful figures leading to the downfall of top officials.

Thailand and Australia Collaborate to Combat Child Sexual Exploitation

Thailand hosted the Countering Child Sexual Exploitation Regional Dialogue (CSERD) 2023 from October 23 to 27 at the SAii Laguna Phuket hotel, Phuket province.

On October 24, Pol. Gen. Surachet Hakpal, the Deputy Commissioner-General of the Royal Thai Police, Dr. Angela Macdonald, Australian Ambassador to Thailand, and Helen Schneider, Australian Federal Police (AFP), Commander Australian Centre to Counter Child Exploitation and Human Exploitation, welcomed law enforcement officials and NGO representatives from nine countries, including Thailand, Australia, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, and Vietnam.

Pol. Gen. Surachet stressed that the purpose of the meeting was to enhance cross-border cooperation in the fight against child sexual exploitation and various forms of child exploitation.

He also highlighted the successful collaboration between the Royal Thai Police and the Australian Federal Police (AFP) in various areas, such as Taskforce Storm operations, the establishment of a cross-border crime prevention and suppression network through Case Management and Intelligence System – CMIS, the establishment of the Thai Centre of Excellence to counter trafficking in persons (TIP) in Thailand, and support for training courses in digital currency and digital forensics for the Royal Thai Police staff in Australia.

Additionally, Australia supports Thailand in hosting the 1st Thailand International Dialogue to address human trafficking issues in the ASEAN region.

Pol. Gen. Surachet also shared statistics on the number of child exploitation cases and reported that in the first nine months of 2023, there were 411 cases, an average of 45 cases per month, an increase of about 11.25 percent compared to 2022 when there were 482 cases, an average of 40 cases per month.

Most cases involved possession of child pornography (164 cases), followed by sexual exploitation of children (154 cases) and human trafficking (75 cases), which accounted for 18 percent of the cases.

In addition, the Royal Thai Police has launched the Child Safe Friend Tourism project, which trains tourism industry staff and business owners to work together to protect and care for children and young people in potentially risky situations.

Thai Workers Wanting To Stay in Israel for Money Stress Need an Economic Boost, Says PM

Srettha Thavisin, Prime Minister, and the Minister of Finance expressed their concern on Tuesday, October 24, about Thai workers in Israel who are risking their lives to earn money to support their families in Thailand, which could be as high as a hundred thousand or even a million people.

The Prime Minister stressed that good fiscal and financial policies are not only about maintaining fiscal discipline, but also about responding to people’s needs and improving their standard of living. He pointed out that it is important to avoid situations where people have to risk their lives to earn money.

“That is why we need to boost the economy so that it expands as fast as possible to solve the problems and build the future for the people. Think of the 20,000 to 30,000 or so Thai workers who are working in different countries and risking their lives. They said, ‘the Prime Minister will not understand what it is like to be handed over 50,000 to 100,000 baht to continue living here and risk our lives’, that is how important this is to them. I am fully aware of that,” Srettha said.

During the meeting, the Prime Minister instructed the Ministry of Labour and other relevant ministries to take care of the workers returning from abroad. He felt that government officials, including the Minister of Agriculture and Cooperatives, Thammanat Prompow, have become aware of this problem, especially regarding the quality of workers returning from Israel. The government is committed to providing better wages and support for these workers in order to improve their living conditions.

PM Srettha Thavisin also said Tuesday he rang up Israeli Ambassador to Thailand Orna Sagiv to strongly express his displeasure that some Israeli employers are offering Thai workers more money in order for them to stay on despite the growing conflicts.

“I strongly conveyed it’s not acceptable that money is used by employers to lure them. I think it’s not right. She didn’t know about it so she will find out and quickly report back. She’s also concerns,” said Srettha who earlier warned Thai workers the window for evacuation from Israel is closing due to expanding conflicts.

Pentagon Rushes Defenses And Advisers To Middle East As Israel’s Ground Assault In Gaza Looms

WASHINGTON (AP) — The Pentagon has sent military advisers, including a Marine Corps general versed in urban warfare, to Israel to aid in its war planning and is speeding multiple sophisticated air defense systems to the Middle East days ahead of an anticipated ground assault into Gaza.

One of the officers leading the assistance is Marine Corps Lt. Gen. James Glynn, who previously helped lead special operations forces against the Islamic State and served in Fallujah, Iraq, during some of the most heated urban combat there, according to a U.S. official who was not authorized to discuss Glynn’s role and spoke on the condition of anonymity.

Glynn will also be advising on how to mitigate civilian casualties in urban warfare, the official said.

Israel is preparing a large-scale ground operation in an environment in which Hamas militants have had years to prepare tunnel networks and set traps throughout northern Gaza’s dense urban blocks. Glynn and the other military officers who are advising Israel “have experience that is appropriate to the sorts of operations that Israel is conducting,” National Security Council spokesman John Kirby said Monday. The advisers will not be engaged in the fighting, the unidentified U.S. official said.

The military team is one of many fast-moving pieces the Pentagon is getting in place to try and prevent the already intense conflict between Israel and Hamas from becoming a wider war. It also is trying to protect U.S. personnel, who in the last few days have come under repeated attacks that the Pentagon has said were likely endorsed by Iran.

Kirby said Iran was “in some cases actively facilitating these attacks and spurring on others who may want to exploit the conflict for their own good, or for that of Iran. We know that Iran’s goal is to maintain some level of deniability here. But we’re not going to allow them to do that.”

The White House said President Joe Biden spoke with Israeli Prime Minister Benjamin Netanyahu on Monday to update him on “U.S. support for Israel and ongoing efforts at regional deterrence, to include new U.S. military deployments.”

On Monday, the U.S. military garrison at an-Tanf, Syria, came under attack again, this time by two drones. The drones were shot down and no injuries were reported. It was the latest episode of more than a half-dozen times in the last week that U.S. military locations in the Middle East had come under rocket or drone attack since a deadly blast at a Gaza hospital.

Last Thursday the destroyer USS Carney shot down four land-attack cruise missiles launched from Yemen that the Pentagon has said were potentially headed toward Israel.

In response, over the weekend the Pentagon announced it was sending multiple Patriot missile defense system battalions and a Terminal High Altitude Area Defense system to the Middle East, as well as repositioning the Eisenhower strike group to the U.S. Central Command area of responsibility. The ship had previously been en route to the Eastern Mediterranean.

The shift means that the Navy will have a carrier strike group off the shore of Israel — the Ford carrier strike group — and another, the Eisenhower, potentially maneuvered to defend U.S. forces and Israel from the Red Sea or the Gulf of Oman.

“We’re going to continue to do what we need to do to protect and safeguard our forces and take all necessary measures,” Ryder said. “No one wants to see a wider regional conflict. But we will not hesitate to protect our forces.”

The U.S. has also advised Israeli officials to consider a delay in any ground assault, saying it would give more time to allow the U.S. to work with its regional partners to release more hostages, according to a U.S. official familiar with Biden administration thinking on the matter. The official, who requested anonymity to discuss the private discussions, said it was unclear how much the argument will “move the needle” on Israeli thinking.

The official noted that with the help of Qatar mediating with Hamas, the U.S. was able to win the release of two captives, Judith and Natalie Raanan. The process that led to their release — just two of more than 200 people in Israel who were taken hostage in the Oct. 7 attacks — started soon after the Hamas operation. The official noted arranging for the release of the Raanans took longer to come together than many people realized.

Asked during a brief exchange with reporters at the White House on Monday if the U.S. would be supportive of a ceasefire-for-hostage deal, Biden replied, “We should have those hostages released and then we can talk.”

During his phone call with Netanyahu, Biden also “reaffirmed his commitment to ongoing efforts to secure the release of all the remaining hostages taken by Hamas — including Americans — and to provide for safe passage for U.S. citizens and other civilians in Gaza,” the White House said.

The International Committee of the Red Cross said Monday that Hamas had released two more hostages. They were identified by Israeli media as Yocheved Lifshitz and Nurit Cooper of the Israeli kibbutz of Nir Oz.

Thailand Eyes For Frigates Instead Of Submarines From China

Following Prime Minister Srettha Thavisin’s official visit to China, the problem with the submarine purchase contract, which has been coming from the Prayut Chan-o-cha government since 2017, is likely to be resolved.

Defense Minister Sutin Klangsaeng said on Oct. 23 that purchasing frigates rather than submarines from China is possible. The administration has carefully analysed every dimension, including the legal dimension.

“I think this way will be the best solution. If you continue to buy a submarine I thought that I would encounter more questions than this,” he said.

Sutin said on Friday that Thailand will ask China to offer frigates or patrol boats to Thailand if they fail to come up with submarines with German engines as agreed in the purchasing contract. This is because the government could otherwise be held legally liable if the Chinese submarine engines were not tried and tested.

He added that such Chinese-made frigates  must be able to launch air, sea, and underwater attacks. If they’re patrol boats, they should be long-range OPV boats. Thailand, he added, has conveyed its message to China, and the next round of talk will be in early November.

Sutin stated that the army understands this solution because the government thoroughly addressed this issue before making a decision. I did not use my ministerial authority to make arbitrary judgements, and it was not the government’ decision, but we met and discussed everything.

The reporter asked whether Thailand would be at a disadvantage by having to pay an extra billion baht on a frigate. Suthin stated that it would not be at a disadvantage. It must consider the worth of each object. If everything has a standard price that is known over the world, it is acceptable.

“In this regard, we do not see China breaking its contract—only more nonconformity. Thailand has the dimension of being a friendly country and strategic collaboration that must be regarded simultaneously when it comes to government-to-government relations. It is more than just business.” 

The Minister of Defence stated that following government-level negotiations, the ministry will deal further in detail. Additionally, he is prepared to brief a parliamentary committee on the particulars of this matter on October 26, after the opposition suspected that changing to buying a frigate may put Thailand at a disadvantage.

PM Srettha said at the same time that he expected good news and development; thus, he asked the Minister of Defence to work first after negotiating and confirming that the meetings in China were in a good atmosphere.

BANGKOK (AP) — Zhang Hongliang, a former restaurant manager in central China, took various gigs in and outside China to support his family after losing his job during the COVID-19 pandemic.

In March, a job offer to teach Chinese cooking at a restaurant led him into a cyber scam compound in Myanmar, where he was instead ordered to lure Chinese into giving up their savings for fake investment schemes via social media platforms.

Zhang is one of tens of thousands of people, mostly but not all Chinese, who have become ensnared in cyber scam networks run by powerful Chinese criminal syndicates in Southeast Asia. Regional and Chinese authorities have netted thousands of people in a crackdown, but experts say they are failing to root out the local elites and criminal networks that are bound to keep running the schemes.

When scam operations are shut down in one place they often just resurface elsewhere. The problem is an embarrassment for Beijing and is discouraging ordinary Chinese from traveling to Southeast Asia out of fear they might be duped or kidnapped and caught up in a cyber scam operation.

In recent years, media reports have uncovered instances of young people being lured to places in Cambodia or Myanmar for high-paying jobs, only to be forced to work as scammers. Rescue organizations say people are regularly beaten or face physical punishments such as being forced to run laps if they don’t perform well.

In August, China, Thailand, Laos and Myanmar agreed to set up a joint police operations center to tackle cyber scams in the region. China calls such people suspects, though experts say most of them are victims who were forced to work for the criminals. They question how they will be treated once back in China.

The schemes based in countries like Myanmar, Laos and Cambodia are run by Chinese bosses hand-in-hand with local elites. Many are based in places where China has financed big construction projects through leader Xi Jinping’s signature Belt and Road Initiative.

Myanmar’s border regions long have been a magnet for criminals — historically including drug producers and traffickers — because of lax law enforcement. Such places are generally under the control of ethnic minority armed groups, either opposed to or allied with Myanmar’s central government. Some also cooperate with organized crime gangs.

“From the vantage point of the Chinese government, it’s a source of extreme embarrassment that you have so many of these Chinese criminals operating all across Southeast Asia,” said Jason Tower, an expert on transnational crime with the United States Institute of Peace.

BANGKOK (AP) — Zhang Hongliang, a former restaurant manager in central China, took various gigs in and outside China to support his family after losing his job during the COVID-19 pandemic.

In March, a job offer to teach Chinese cooking at a restaurant led him into a cyber scam compound in Myanmar, where he was instead ordered to lure Chinese into giving up their savings for fake investment schemes via social media platforms. 

Zhang is one of tens of thousands of people, mostly but not all Chinese, who have become ensnared in cyber scam networks run by powerful Chinese criminal syndicates in Southeast Asia. Regional and Chinese authorities have netted thousands of people in a crackdown, but experts say they are failing to root out the local elites and criminal networks that are bound to keep running the schemes.

When scam operations are shut down in one place they often just resurface elsewhere. The problem is an embarrassment for Beijing and is discouraging ordinary Chinese from traveling to Southeast Asia out of fear they might be duped or kidnapped and caught up in a cyber scam operation.

In recent years, media reports have uncovered instances of young people being lured to places in Cambodia or Myanmar for high-paying jobs, only to be forced to work as scammers. Rescue organizations say people are regularly beaten or face physical punishments such as being forced to run laps if they don’t perform well.

In August, China, Thailand, Laos and Myanmar agreed to set up a joint police operations center to tackle cyber scams in the region. The syndicates also are known for “pig butchering” cons, where scammers entice individuals, often halfway across the world, to invest their money in bogus schemes after duping them into digital romances.

The scammers divide their targets into two categories: Chinese and non-Chinese. They use scripts, images of models and influencers and translation software to trick the people they contact by phone or online into parting with their money. Victims can be anywhere in the world.

The criminals have “ridden on the shoulders of the Belt and Road Initiative,” said Tower, who outlined links between the criminals and Chinese state enterprises, think tanks and government officials in a 2020 report written for the United States Institute of Peace.

Zhang was working in Thailand and on a visa run to Laos when he met the man who lured him to the scam compound in Myanmar. Giving what he said was his last name, Gao, he claimed to be a broker and travel agent for Chinese living in Thailand. Zhang and his wife wanted extra money to pay for in vitro fertilization to have another child. Gao suggested he go work in Myawaddy, in eastern Myanmar’s Kayin state, teaching a local chef how to cook Chinese dishes in Gao’s new restaurant. The pay would be double what Zhang made in China.

Zhang was wary. Since a 2021 coup, military-controlled Myanmar has been embroiled in civil conflict. But Gao reassured him that he wouldn’t be doing anything illegal and said the restaurant would have plenty of customers since many cyber scam businesses were operating in the area.

That might have raised a red flag but it was only once he got to Myanmar that Zhang realized his predicament. He asked to go back home, saying there was a family emergency. His family helped him scrape together some 40,000 yuan ($5,472) to pay off the debt Gao claimed he owed him, and he slipped away one night, swimming across the Moei River into Thailand, where he turned himself in to Thai police, who contacted the Chinese Embassy.

Zhang showed the AP copies of his deportation notice from the Thai Immigration police and a temporary ID card. He returned to China in late June and was questioned by Chinese police but not detained. He has been sharing his story on Douyin, the Chinese version of TikTok, to alert others to the risks and says people often contact him about relatives trapped in cyber scam compounds.

“We all went out with this wonderful sense of hope, but then reality slammed us in the face,” he said.

In total, China has detained some 4,000 suspects and returned them back to China.

The Ministry of Public Security has claimed “breakthrough results” through operations in coordination with Myanmar authorities. On Monday, they announced they had repatriated another 2,349 people. The ministry did not respond to a faxed request for comment.

One 31-year old former chef who was smuggled into Myanmar’s Wa State earlier this year said he saw his company hand over four people to Chinese police with little fanfare in September. Other companies did the same, said the man, who was smuggled into Myanmar and later rescued by a non-profit organization. He declined to be named out of fear of government retribution, and The Associated Press could not independently verify his account.

Overall, the enforcement actions don’t seem very comprehensive, experts say. The groups now based in Myanmar originally were located in Cambodia. When Cambodia cracked down on online gambling rings and illegal casinos in 2019, many of the groups just moved to less well policed places in Myanmar. Some were taken over by rival gangs.

China’s efforts to repair its image have so far not made much headway, said Thitinan Pongsudhirak, a professor of political science at Thailand’s Chulalongkorn University.

“You can crack down on these symptoms and the manifestations … that you can see in the borderland areas,” he said, “but they’ll come back unless you really have a sustained effort.”

Thaksin Has Had Surgery And Is Staying In Intensive Care

The Department of Corrections received a report from the Bangkok Remand Prison on October 23, 2023, stating that at approximately 9:00 a.m., Thaksin Shinawatra was sent into the orthopaedic surgery room until the surgery was completed at 2:00 p.m. He is now in the Neurosurgical Intensive Care Unit (NICU) at the Police Hospital.

The Department of Corrections also clarified information and statistics about sending prisoners for medical treatment outside of prison from October 1, 2022, to the present: for more than 30 days, for a total of 149 cases, divided into more than 30 days, 115 cases; more than 60 days, 30 cases; and more than 120 days, 4 cases.

On October 21, Sahakarn Petchanarin, Director-General of the Department of Corrections, signed a letter approving the doctor’s recommendation that Thaksin should remain at the Police Hospital. He delivered the document to the Permanent Secretary of Justice.

Thaksin has been in the Bangkok Remand Prison’s custody since August 22, when he returned to Thailand and was removed on the first night to go to the Police Hospital for treatment.

Since then, an anti-Thaksin movement has attempted to demand for an investigation to find out whether Thaksin is indeed ill. Some people, including as Thai Phakdee Party chairman Warong Dechkitvigrom, are unconvinced that detainee Thaksin Shinwatra is still at the Police Hospital.
