Lampang Deputy Governor Investigated For Disloyalty to The Throne Speaks

Lampang Deputy Governor Chamlak Kanpetch said Wednesday shortly before noon on the phone from Lampang that he’s doing well despite having been investigated for alleged disloyalty to the throne by clicking Like and shared social media post of anti-monarchist French man Yan Marchal, who was deported from Thailand two years ago.

Chamlak said he has been framed by a nemesis, a local elected official who was busted by him over land title, and what he did was merely follow the Facebook page of Marchal. “Our duty is to monitor but we shouldn’t share [the content] or comment,” Chamlak said referring to the popular FB page of Marchal.

In the leaked investigation letter verified by Chamlak as authentic with Khaosod English, Marchal was described as “a danger to Thailand” thus Champak “isn’t behaving appropriately as senior government official” and not loyal to the monarchy in the letter signed by Interior Minister permanent secretary Suthipong Chulcharoen, dated April 3, 2023. The letter stated that a six-person investigation committee has been set up.

The leaked letter was posted by France-based exile historian Somsak Jeamteerasakul on FB on Tuesday night.

Chamlak said the investigation concluded at the end of April and although they didn’t inform him of the results, he told them he’s a true royalist who had ordained three times to pray for the recovery of the then ailing King Rama IX.

“My loyalty is above my life… I can die on behalf of His Majesty if needed,” Chamlak stressed on the phone.

“I beg everyone to understand that by perusing [Marchal’s] content, to intention wasn’t disloyalty… but to prevent problems from spreading. The information spread [by Marchal] may be true or fake so don’t be fooled. This country survives because of the monarchy institution.”

Marchal told Khaosod English late Tuesday night that he doesn’t know Chamlak in person and the fact that a committee is set up to investigate the deputy governor is “crazy”.

“I am shocked and sorry for the official to whom this happened (I do not know him personally). The very fact of setting up a “Truth investigating committee” in the ministry of interior to basically investigate unfaithfulness to a mandatory cult, is nothing short of Orwellian. Confounding a cult with “the Truth”,” said Marchal from Paris.

“It is strong, arbitrary punishment against an official, done by a government that is on its way out anyway. Do they have scores to settle and things to clean up? It sounds like a mere pretext to go against somebody they had issues with,” Marchal added.

“And yes, as much as I appreciate reactions, comments and shares on my contents, I can only recommend that people exercise caution, in particular if they are in a position where they have something to lose by doing so. I do not want innocent people to get problems because of their interactions with something I posted.”

Cabinet Ratifies Extension Of Work Permit For Three Countries

The Cabinet meeting on May 30, 2023 approved the extension of work permits to three neighbouring countries, including Myanmar, Laos and Cambodia. The authority paid more attention to the 200,000 Myanmar workers currently working in Thailand whose work permits are already invalid.

It is reported that the Ministry of Labour had previously submitted the proposal, but it was rejected as the approval will be tied to the next government.

Wissanu Krea-ngam, Deputy Prime Minister of Thailand, explained the Cabinet foresaw that the appointment of the new Prime Minister and the new government would take a long time, which could pose a problem causing these workers to return home. If these workers were to return to their countries, they would not be able to return to Thailand in time after the new government was formed. The cabinet decided to take a measure to address the possible shortage of workers.

Cabinet has approved the extension of the work permit as a matter of urgency but notes that it will only be effective as long as the current government is in office. Should a new government be formed, it is the responsibility of the Minister of the Ministry of Labour to propose the review to the new government. If the new government decides not to allow the extension, the workers will become illegal workers and the police will arrest them, which will scare the employers.

In accordance with the management guidelines for foreigners of three nationalities whose employment term is due for four years between January 1, 2022 and December 31, 2022, and which is due for four years between January 2, 2023 and July 31, 2023, this target group will remain in the Kingdom as a special case and work temporarily until July 31, 2023, utilising documents in lieu of a passport, a work permit, or other documents specified by the Department of Employment.

Wissanu added that the issue of migrant workers does not need to be approved by the Thai Election Commission as it does not fall under the prohibition of the Constitution’s Article 169 (1), as the issue is not tied to or dependent on the state budget as it uses employers’ money.

According to the Federation of Thai Industries, Thailand will still have an estimated shortage of 350,000 to 500,000 workers this year until May 2023. Although the situation with Covid-19 has improved, not all workers have returned.

In February 2023, the total number of migrant workers in Thailand will be 1.4 million, a 52 per cent decrease from the pre-Covid-19 period. The majority of migrant workers are from Myanmar, Cambodia and Laos. They work in agriculture and livestock, construction and services.

Compared to the statistics for December 2019 and February 2023, the number of Cambodian workers decreased the most, by 70.54 per cent, from 687,009 to 202,364.

For Myanmar, the country with the highest proportion of migrant workers in Thailand, the number of workers fell by 53.55 per cent, from 1.82 million to 848,173. For Laos, the number of workers fell by 52.42 per cent, from 281,345 to 133,859 persons.

Notre Dame’s Fire-ravaged Roof Rebuilt Using Medieval Techniques

France (AP) — If time travel was possible, medieval carpenters would surely be amazed to see how woodworking techniques they pioneered in building Notre Dame Cathedral more than 800 years ago are being used again today to rebuild the world-famous monument’s fire-ravaged roof.

Certainly the reverse is true for the modern-day carpenters using medieval-era skills. Working with hand axes to fashion hundreds of tons of oak beams for the framework of Notre Dame’s new roof has, for them, been like rewinding time. It’s given them a new appreciation of their predecessors’ handiwork that pushed the architectural envelope back in the 13th century.

“It’s a little mind-bending sometimes,” says Peter Henrikson, one of the carpenters. He says there are times when he’s whacking mallet on chisel that he finds himself thinking about medieval counterparts who were cutting “basically the same joint 900 years ago.”

“It’s fascinating,” he says. “We probably are in some ways thinking the same things.”

The use of hand tools to rebuild the roof that flames turned into ashes in 2019 is a deliberate, considered choice, especially since power tools would undoubtedly have done the work more quickly. The aim is to pay tribute to the astounding craftsmanship of the cathedral’s original builders and to ensure that the centuries-old art of hand-fashioning wood lives on.

“We want to restore this cathedral as it was built in the Middle Ages,” says Jean-Louis Georgelin, the retired French army general who is overseeing the reconstruction.

“It is a way to be faithful to the (handiwork) of all the people who built all the extraordinary monuments in France.”

Facing a tight deadline to reopen the cathedral by December 2024, carpenters and architects are also using computer design and other modern technologies to speed the reconstruction. Computers were used in the drawing of detailed plans for carpenters, to help ensure that their hand-chiseled beams fit together perfectly.

“Traditional carpenters had a lot of that in their head,” Henrikson notes. It’s “pretty amazing to think about how they did this with what they had, the tools and technology that they had at the time.”

The 61-year-old American is from Grand Marais, Minnesota. The bulk of the other artisans working on the timber frame are French.

The roof reconstruction hit an important milestone in May, when large parts of the new timber frame were assembled and erected at a workshop in the Loire Valley, in western France.

The dry run assured architects that the frame is fit for purpose. The next time it is put together will be atop the cathedral. Unlike in medieval times, it will be trucked into Paris and lifted by mechanical crane into position. Some 1,200 trees have been felled for the work.

“The objective we had was to restore to its original condition the wooden frame structure that disappeared during the fire of April 15, 2019,” says architect Remi Fromont, who did detailed drawings of the original frame in 2012.

The rebuilt frame “is the same wooden frame structure of the 13th century,” he says. “We have exactly the same material: oak. We have the same tools, with the same axes that were used, exactly the same tools. We have the same know-how. And soon, it will return to its same place.”

“It is,” he adds, “a real resurrection.”

China’s Largest EV Maker Eyes Control Of Southeast Asia Market

BYD Co., China’s largest electric vehicle manufacturer, has begun to penetrate the Southeast Asian market to challenge the stronghold held by Japanese automakers in the region.

BYD, which has launched an offensive on Japanese EVs that hold more than 80 percent of the region’s market share, is looking to build a formidable presence by expanding its local production line, though it faces issues with product selection and after-sales service.

At the Bangkok International Motor Show in Thailand, the largest public exhibition of motor vehicles in Southeast Asia, held in March, visitors streamed into the BYD sales booth.

A 21-year-old business owner who decided to purchase one of BYD’s vehicles said, “I have a Honda now that costs me up to 8,000 baht ($230) for fuel per month. For the BYD, I’ll pay just 1,000 baht in electricity costs,” he said.

Fuel efficiency is a crucial factor for consumers when selecting an automobile in Thailand, where the average income is just 15,000 baht per month.

“BYD is reliable because of its achievements (in China),” said a Thai Airways International pilot, 47, who also signed a purchase contract to buy a vehicle at the booth.

During the 12-day run of the motor show, automakers who participated sold roughly 43,000 cars.

Toyota Motor Corp. and Honda Motor Co. took the lion’s share as the top two sellers, with many other Japanese carmakers ranking in the Top 10. Despite BYD only displaying its ATTO 3 model, it came ninth with about 2,700 sales orders.

Priced at 1.2 million baht, the ATTO 3 is competitive with gasoline-powered cars, thanks to subsidies received from the Thai government. In the near future, BYD plans to release two more models, including a compact car, in Thailand.

BYD was founded in 1995 as a producer of batteries for mobile phones and moved into the automobile industry in 2003. It sold 910,000 EVs in 2022, up nearly three-fold from the previous year, and closed in on Tesla Inc. of the United States, which logged a 40 percent sales gain to 1.31 million units.

Since becoming the dominant player in China, where 300 EV companies have flooded the market, BYD has focused on strengthening its presence in Southeast Asia. It entered Thailand’s market in 2022 and is rapidly building sales networks in other Southeast Asian nations in cooperation with local companies.

BYD will expand its product lineup for Southeast Asia by watching how the local market reacts. Liu Xueliang, who heads the company’s operation in the region and also serves as president of the Japanese subsidiary, said, “Compared with in China, we still have a long way to go. We would like to add more models as we see how the market responds.”

In March, BYD began constructing its first overseas manufacturing plant in the eastern Thai province of Rayong in a bid to roll out 150,000 vehicles in 2024. In anticipation of the future market potential, the governments of Indonesia, Vietnam and the Philippines, among others, are competing to attract factories.

However, the company is still in the process of establishing an after-sales service network for inspections and repairs. No used EV car distribution market in Thailand exists to meet replacement demand.

A company official said that the market for secondhand cars is unnecessary because BYD sells new vehicles with an eight-year repair warranty. Still, it will be a challenge for the company’s future long-term growth strategy.

Matthew Dupre Won’t Face Death Penalty in Phuket Murder Case

Matthew Dupre, who is accused of murdering an Indian criminal gang member in Phuket in 2022, is currently in the Bangkok Prison, following extradition from Canada.

Dupre, 38, the former soldier arrived in Bangkok on May 29, on a special air force flight after commercial airlines declined requests for transport over safety concerns.

He is wanted for the alleged murder of suspected criminal Jimi Sandhu, who was shot dead on February 4, 2022 in front of Villa A, a hotel in Rawai area, Mueang Phuket District. The police believed that an illicit business dispute was to blame.

According to the British press Guardian, Sandhu was born in India but raised in Abbotsford, British Columbia, where he joined the United Nations gang. He was deported to India in 2016 by Canadian authorities for “serious criminality” and arrested there two years later for his role in a ketamine manufacturing operation.

Central investigation bureau commissioner Jirabhop Bhuridej told a news conference that Sandhu was linked to the murder of one of the leaders of another gang, called the Red Scorpion, in Canada.

Sandhu was shot more than ten times by two assailants dressed in hooded sweatshirts and face coverings in Phuket. Thai police identified them as Dupre and Gene Lahrkamp, another Canadian veteran. Both fled to Canada two days after the shooting.

Lahrkamp was killed in a plane crash in rural Ontario on April 30, 2022, while on the run from police. The small plane had four people on it when it crashed near Sioux Lookout. Nobody survived the crash.

At the time of his death Lahrkamp was one of the most-wanted men in Canada with a C$100,000 bounty on his head.

Dupre was arrested at his home in Sylvan Lake on February 20, 2022. An Alberta court approved the extradition of Dupre last December.

Now he is in Thailand’s jail and will be prosecuted by the Central investigation bureau, which has already transferred the case from Phuket Province.

According to state prosecutor Intranee Sumawong, Dupre would not face a death penalty under the extradition bill.

A Middle School Student Stabs a Friend to Death in the Class

A 8th-grade student at a famous school in Si Sa Ket province in northeastern Thailand stabbed a friend who was helping another student not be harmed.

The incident occurred on May 29, 2023. Put Prawon, 53, the grandmother of Guitar, the dead student, said she was told that at around 1.50 to 2.00 p.m. her grandson was playing a boxing fight with his friends. The perpetrator, S, 14 years old, was unhappy and scolded Guitar’s group of friends.

S then grabbed his knife and, in a fit of madness, tried to stab in the group. Guitar tried to help his friends but was eventually stabbed by S in the right side of his ribcage, he collapsed and died.

Another three of the Guitar friends, all 14 years old, were injured. The first student was stabbed in the left side near the ventricle. The second was stabbed in the lower part of the right and left ribcage. He is in a coma. The last person was stabbed in the arm, he was slightly injured.

One of the schoolgirls in the classroom, however, said S was bullied first, then he used a knife to stab a group of friends.

Investigating police from Tum Police Station in Si Rattana District have arrested S and filed charges of murder and dangerous bodily harm. The Juvenile and Family Court in Si Sa Ket will prosecute later.

The director of the school ordered a temporary closure from May 30 to June 2 and forbade people to enter the school grounds.

Trinuch Thienthon, minister of the Thai Ministry of Education, said the school has offered assistance to the families of the injured and dead students. She added that the education administration in the region will continue to help the families of the victims.

She stressed that the school will restore the student’s spirit and plan preventive measures for a possible incident in the future. Trinuch also urges all schools in the country to prioritize student safety, especially during the academic year when students need to learn to adapt to the new environment.

Fairy Tales Ends But Leicester Chairman Says “We Will Be Back”

Leicester City Chairman Aiyawatt Srivaddhanaprabha posted a message on the official website after the team was relegated from the Premier League, saying that “we share the loss and the pain of relegation together. But we will be back.”

The chairman of Leicester City, a Thai businessman, recalled the incredible journey that has started since 2010 with the ambition to bring the club back to the Premier League.

“We’d completed an ascent nobody thought was possible—from relegation favourites to Premier League champions (in 2016) and one of the greatest sporting stories ever told,” he said.

Aiyawatt also mentioned the difficult times: the death of his father Khun Vichai, the club’s former chairman, in a helicopter accident in 2018, the severe effects of the COVID-19 pandemic in 2020–2021, and their most difficult season ever, which ultimately led to their relegation from the Premier League.

“Today we share the loss and the pain together. But we will be back. This responsibility that I continue to live is one of the greatest responsibilities in my life and I will continue to put everything into it – my passion, that of my family and the entire King Power community.”

“We will gather all this support and use it to power our recovery. Power to justify our fans’ belief in their Club. Power to take us back to the Premier League. “The Premier League is where everybody wants to be playing,” Smith said afterward. “It feels raw now, it hurts and everybody will be devastated. But with the infrastructure it’s got it will bounce back.”

While those words were encouraging, there is no guarantee that Leicester will be back in the top flight any time soon.

Top players like James Maddison, Youri Tielemans and Harvey Barnes could all depart and will have suitors from leading clubs.

Smith could offer no guarantees about his own future, saying his interim deal was now over after completing the final eight games of the season.

“There have been plenty (of clubs) over time where you’ve had knocks and your job is to bounce back and make sure you improve on the things that have let you down and I’ve no doubts the club will.”

Relegation closes a chapter on a remarkable period in Leicester’s history and it remains to be seen how the club’s chairman reacts to the disappointment.

In March the club announced a pre-tax loss of 92.5 million pounds ($114 million) for the previous financial year.

It is likely to have to spend again to rebuild from here.
