More Foreigners Caught Running Phangan’s Illegal Childcare

The police discovered an unlicensed international childcare facility in Moo 3, Koh Phangan sub-district, Surat Thani province.

KOH PHANGAN – Several departments of Surat Thani province, including Immigration Department officials, Koh Phangan Police Station Tourist Police and Social Development and Human Security Department officials, jointly inspected foreigners’ businesses on Koh Phangan. They discovered an unlicensed international childcare facility in Moo 3, Koh Phangan sub-district, Surat Thani province.

Inside the house, the space was converted into a classroom, complete with tables, chairs, and teaching materials and discovered 70 foreign children aged 3-5 years old. There are three teachers: one Israeli, one South African, and one of British nationality. There was also one Myanmar worker employed as a housekeeper.

So the police ordered a passport and work permit check and worked with the parents of foreign children to take them home.

Pol. Col. Panya Niratimanon, superintendent of Koh Phangan Police Station, confirmed that the nursery had been operational unlawfully for approximately a year. Foreigners living or working on Koh Phangan brought their children to this daycare, which earned an average monthly salary of 1 million baht.

They arrested and charged five foreign nationals as follows:

1. Ms. Suli, 56, from Israel, was charged with “Establishing or operating a childcare facility for foreigners without permission, working without a work permit, employing foreign workers without work permits, and failing to notify the registrar of employing foreign workers within 15 days of hiring.”

2. Mr. Alon, 50, from Israel, was charged with “Working without a work permit as a foreign national.”

3. Mr. Daniel, 38, from Britain, was charged with “Working without a work permit as a foreign national.”

4. Ms. Louise, 42, from South Africa, was charged with “Working without a work permit as a foreign national and failing to notify the employer, workplace, and nature of work to the registrar within 15 days of starting work.”

5. Ms.Win, 28, from Myanmar, was charged with “Working without a work permit as a foreign national and failing to notify the employer, workplace, and nature of work to the registrar within 15 days of starting work.”

Records of the arrest were subsequently made and the individuals were taken into custody along with the evidence for further investigation by the Koh Phangan Police Station. Legal action will be pursued accordingly.

On March 6, immigration authorities discovered another daycare centre with 20 foreign children aged 3-5 years old that was unlawfully operated and employed by illegal foreign tourists and workers in a residence in Moo 3, Tambon Koh Phangan on Koh Phangan.

The daycare’s director, a 40-year-old American, was arrested together with three foreign tourists, one from Ukraine and two from Israel, who were working illegally as caretakers and teachers. Four Burmese migrant workers were also discovered working as housemaids.

Srettha Visit Paves the Way to a Thai-German Strategic Partnership

BANGKOK – On March 15, the Foreign Ministry published a summary of Prime Minister Srettha Thavisin’s official visit to the Federal Republic of Germany on March 12–13, 2024, as a guest of the German government.

It is noted that Germany is one of the Prime Minister’s first visit to Europe region that opened new avenues to advance cooperation in areas of mutual interests, based on shared values and principles, as well as to enhance Thailand’s competitiveness through strategic cooperation with a key partner country.

On this occasion, Mr. Jakkapong Sangmanee, Deputy Foreign Minister, also attended the program. The visit, which closely followed the recent official visit of Dr. Frank-Walter Steinmeier, President of the Federal Republic of Germany, to the Kingdom of Thailand in January, reaffirmed Germany’s confidence in Thailand’s post-election political stability as well as economic potential that are crucial for the investment from German businesses.

On March 13, Prime Minister Srettha had a bilateral meeting with Mr. Olaf Scholz, Chancellor of the Federal Republic of Germany. The Prime Minister and the Chancellor agreed that both sides, through the Joint Economic Commission (JEC) and the bilateral Political Consultations, will further discuss the Joint Roadmap in order to elevate the Thai-German partnership to a strategic level.

The two leaders also discussed ways to enhance cooperation based on mutual interests such as cooperation on political and economic areas, especially exchange of high-level visits, cooperation on clean energy and green transition, EVs and battery industry in order to enhance Thailand’s potential as EVs production hub.

There is also a topic of transfer of knowledge and technology on sustainable agriculture, development of infrastructure and connectivities through Thailand’s Landbridge project, people-to-people relations, human resource and vocational education, support for the Thai – EU FTA negotiations and on the negotiation of the Schengen visa exemption for Thai ordinary passport holders, as well as cooperation on regional and global issues such as climate change and global security.

Also, on March 13, Prime Minister Srettha delivered a keynote speech at the Annual Reception of the German Association for Small and Medium-Sized Businesses (BVMW) under the theme “Future Day for SMEs”.

Prime Minister shared his “Ignite Thailand” vision to respond to current global challenges, climate change and geopolitics, as well as reassured the German business sector that they have vast potential to further advance trade and investment cooperation with Thailand.

On this occasion, Prime Minister Srettha invited BVMW to set up its regional office in Thailand to promote and facilitate German SMEs’ investment in Thailand and the region.

The business representatives are from (1) automobile sector, namely Volkswagen (Germany’s largest automobile company), BMW, and Mercedes Benz (premium automobile brands); (2) heavy industry’s parts producer, namely Schaeffler; (3) producers of automobile parts, namely Fritz Draexlmaier and Mahle; and (4) semi-conductor producer, namely Infineon.

US Commerce Secretary Hails Progress at Year’s First Meeting of Indo-Pacific Trade Grouping

GRANT PECK, BANGKOK — U.S. Commerce Secretary Gina Raimondo on Thursday praised the progress made by the 14 countries in the Indo-Pacific Economic Framework for Prosperity after the group held a ministerial meeting Thursday to discuss proposed guidelines for regional commerce.

Raimondo was in the Thai capital Bangkok to take part in the virtual meeting, the year’s first for the grouping. She is on an Asia tour that also took her to the Philippines this week with a private sector delegation to promote trade, investment and the diversification of global supply chains, especially for semiconductors.

Washington launched the Indo-Pacific Economic Framework, or IPEF, in May 2022 to establish a zone of economic cooperation in a region that is estimated to account for 40% of global GDP.

Its members are Australia, Brunei, Fiji, India, Indonesia, Japan, South Korea, Malaysia, New Zealand, the Philippines, Singapore, Thailand, the United States, and Vietnam.

The group is supposed to uphold four pillars: trade, supply chains, clean economy and fair economy. The goal is to advance resilience, sustainability, inclusiveness, economic growth, fairness and competitiveness for those economies involved, according to the Office of the U.S. Trade Representative.

Raimondo commended progress on documents setting guidelines for the latter three pillars — supply chain, clean economy and fair economy, according to a statement issued by the U.S. Commerce Department.

But the statement notably made no mention of the first pillar, trade, which has not been substantially addressed by the group.

Open market access would benefit most Asian members, but could be politically unfeasible for U.S. President Joe Biden, who must rely heavily on support from voters in swing states where industries would likely suffer from expanded free trade policies.

For their part, many Asian members see little benefit in implementing tighter labor and environmental standards that could effect their export prospects.

The supply chain challenges to be addressed by the group include shortages of essential products caused by crises, such as the coronavirus pandemic and the war in Ukraine. Clean economy measures promote effort on climate action, such as net-zero emissions and sustainable growth. Fair economy measures aim “to create a more transparent, predictable trade and investment environment” by combating corruption and enforcing labor laws, among other actions.

Raimondo sounded optimistic despite the lack of movement on the trade pillar.

“I continue to be amazed by the energy and collaborative spirit that each of our IPEF partners brings to the table and by how much we have accomplished together in such a short amount time. This framework did not exist less than two years ago,” she said, according to the Commerce Department statement.

“It’s clear that the next phase of IPEF will continue to deliver concrete results for each of our economies,” she said.

The group’s next top-level meeting is scheduled to see the ministers involved meet in person in Singapore on June 6.

Varawut Unveils Plans To Address the Thai Population Crisis

BANGKOK The Ministry of Social Development and Human Security (MSDHS) in collaboration with the Institute for Population and Social Research, Chulalongkorn University, Chula Art Project, and the World Bank conducted a workshop that resulted in the white paper “Family Stability on Top, Stop Demographic Crises.”

Varawut Silpa-archa, Minister of Social Development and Human Security stated that the MSDHS will submit the white paper which contains key solutions to sort out the demographic crises derived from the discussions of executives and representatives from public and private sectors, international organizations, experts, academia, and the media through the World Café conversational session.

Significant and urgent measures to strengthen Thai family institutions regarding five subgroup discussions are

1) Working-age populations – aim at empowering people of working age to stand their ground, take care of their own families, and be ready to be aged gracefully. This should be implemented through measures on skill and potential development (reskill/upskill), creation of job opportunities in communities, promotion of compulsory savings, and support for a healthy work-life balance through providing day-time nursery, child care, and elderly care service or center, offering parental leaves, flexible work arrangements, and promoting equal sharing of domestic and care responsibilities in a family etc.

2) Children and youth – aim to improve the quality and productivity of children and youth guided by the goal “fewer children, overfill quality”. Urgent measures in response to this are strengthening family institutions and educational institutions; taking care of the physical and mental health of children and mothers since pregnancy; establishing an early-childhood care center with support from the community; developing life- and professional skills according to age; and promoting the use of technology and innovation for lifelong learning.

3) The elderly – Focus on turning population ageing into an opportunity by empowering older persons to be active citizens. This could be done by measures on ‘health prevention better than cure’, providing employment opportunities, extending the retirement age, building necessary digital literacy among the older population, and creating an ageing-friendly infrastructure and environment in daily life. 

4) Persons with Disabilities – aim to create opportunities for and raise awareness of the rights of persons with disabilities (PwDs). Significant and immediate actions must be implemented, such as expanding educational opportunities, increasing employment of PwDs in all sectors; empowering individuals with disabilities; providing them with full, equitable, and fair access to services and benefits; preventing birth defects and disabilities in all age groups; improving rehabilitation; and fostering a universal-design environment that encourages independent living

5) Ecosystem for family stability – aim at creating an appropriate environment for family stability through significant and immediate actions, such as providing family support services and an inclusive and appropriate welfare system; creating a livable community for all; housing for all; promoting the household economy; and replenishing the natural world by encouraging the Green Economy and ceasing to damage the environment.

The minister concluded that the white paper called “Developing Thai Family Security to Strengthen Human Security” prepared by the MSDHS will be presented to the cabinet for approval by April 2567 (2024).

It will further be announced at the 57th Session of the Commission on Population and Development (CPD57) at the United Nations Headquarters in New York City, USA, from April 29 to May 3, 2567 (2024).

Two Accidents Caused by Drowsy Drivers Leave Foreign Visitors Injured

CHACHOEUNGSAO – There have been two incidents involving drivers falling asleep at the wheel and causing accidents resulting in injuries to foreign tourists on March 13, 2024.

The first incident occurred on highway 41 towards Bangkok at kilometer 10 in Bang Wua sub-district, Bang Pakong district, Chachoengsao province. A Toyota Fortuner SUV with Bangkok license plates collided with the rear of a 10-wheeler truck, causing severe damage to the front of the SUV.

Two Danish tourists, Mr. Peter, 46 years old, and Ms. Sandra, 25 years old, suffered injuries. They received medical treatment at the scene of the accident before being taken to Chularat 11 Hospital.

A Toyota Fortuner SUV with Bangkok license plates collided with the rear of a 10-wheeler truck, causing severe damage to the front of the SUV.

Mr. Rittichai Arya, 34 years old, the driver, admitted to falling asleep while driving the tourists to Suvarnabhumi Airport, leading to the collision with the truck. On March 14, the two visitors are still unable to return to their country while recovering.

In another incident, police in Bang Pakong district, Chachoengsao province, were called at 13:00 to an accident on the expressway at kilometer 45+900 towards Chonburi, in Bang Pakong sub-district. When they arrived, they found a blue Scania bus with Bangkok license plate 32-3241 parked in the middle lane and badly damaged.

The driver, Mr. Nawapol Dokphrom, 34 years old, was injured, as were 29 Chinese tourists. The emergency services provided first medical aid before taking the 30 injured to Chularat 11 Hospital (18 patients) and Bang Pakong Hospital (12 patients).

Nearby, a trailer truck with 22 wheels was also rear-ended on the right side, causing significant damage. Mr. Nawapol, the bus driver, confessed to falling asleep while driving the Chinese tourists to Pattaya, resulting in the collision with the trailer truck in the left lane.

According to the Ministry of Transport, there are an average of around 40 road deaths per day in Thailand, and many more suffer minor to serious injuries. According to the Road Safety Master Plan 2022-2033, the target is to reduce the number of road deaths to 12 per 100,000 population by 2033, in line with the goals of the UN Decade of Action for Road Safety.

BANGKOK (AP) — Former Thai Prime Minister Thaksin Shinawatra began his first public appearances since leaving detention, with an early morning visit to a shrine in Bangkok on Thursday before flying to his home province of Chiang Mai in the country’s north.

The controversial billionaire, a longtime rival of the country’s conservative elite who was toppled in a coup in 2006 but remains influential in politics, arrived before dawn at the capital’s City Pillar, accompanied by his youngest daughter Paetongtarn, the leader of governing Pheu Thai party.

Thaksin spent years in exile to avoid a jail term for corruption, a charge he always denied, but returned to Thailand as his allies in parliament formed a coalition government with military parties associated with the coups that repeatedly drove him and his allies out of power.

He was immediately sent to prison but within hours was moved to a city center hospital after he was diagnosed as being seriously ill. Soon afterwards, his eight-year sentence was commuted to one year. He was released on parole last month and left the hospital after six months without having spent a single night behind bars.

This lenient approach provoked claims of preferential treatment. It was widely speculated he benefited from a political deal struck with his former enemies in the military and conservative royalist establishment to block the progressive Move Forward Party from forming a government following last year’s general election.

His appearances Thursday were his first in public since leaving hospital.

On Thursday morning, 74-year-old Thaksin wore a neck brace but otherwise appeared to move easily as he lit candles and sat to pray. He made no comment to the media gathered outside the city shrine’s gates. He’s announced a busy schedule of public appearances during his return to Chiang Mai, where Pheu Thai lost seats to rival Move Forward last year.

1.Art and Museums

With its Art Promenade consisting of three world-class museums and the staggering beauty of the Royal Palace (the official residence of the Spanish royal family), Madrid is one of the greatest European cultural hubs. In July 2021, the area known as the Landscape of Light, which encompasses the Paseo del Prado and El Retiro Park, was declared a UNESCO World Heritage Site.

The Paseo del Arte, which translates to Art Walk, is uniquely beautiful and is home to some of the world’s finest artworks. Along a stretch of just over one kilometre, you’ll find the Prado, the Thyssen-Bornemisza, and the Reina Sofía museums. Paseo del Arte is also lined with a number of other institutions and buildings well worth visiting. 

If you have to visit just one museum then make sure you go to the  200-year-old institution, El Prado – one of the greatest museums in Europe. Its collection is comprised of paintings and sculptures by masters such as El Greco, Rubens, and Goya. It is especially famous for holding one of the world’s most well-known and talked-about artwork: “Las Meninas” by Diego Velazquez. The monumental building housing the art is an eye candy in itself, so take the time to take it in from both inside and outside. 

For something less conventional, put on your favourite walking shoes and take a visit to Lavapies’s maze of narrow streets where you can experience a relaxed self-guided tour of some incredible street art and murals. Make sure to walk by “The Sombrerete Sundial” a piece depicting a woman hanging clothes surrounded by an abstract sundial. 

2.Flamenco

Passionate and intense, flamenco offers the genre an expressiveness that moves all spectators, regardless of where they’re from or whether they understand the language. 

As the capital of flamenco and the birthplace of Flamenco tablaos, Madrid offers a wide range of shows, from grand performances in the city’s theatres to small song and dance recitals in tablaos or halls.

Madrid is the hub of the flamenco industry and the starting point for artists who tour the world, dazzling audiences. With the rise of cafés chantants during the 19th century, flamenco enjoyed its finest hour in the capital. These days, tablaos (flamenco bars) carry on the tradition, offering a chance to see flamenco at its purest every evening while enjoying a fine meal or a drink.

3.The gastronomy

Madrid is known for its amazing atmosphere, which often centres around a table. Whether it’s having tapas in La Latina, or tucking into a Calamares  (calamari sandwich) at Plaza Mayor – a much loved quick snack and identifying symbol of Madrilenians – or innovative cooking in a Michelin-starred restaurant, eating and drinking in Madrid is a rare treat. 

The MICHELIN Guide Spain 2024 selection recently announced that Madrid gained more stars, taking their total to 28 restaurants with 36 stars – with three-star DiverXO, the brainchild of world-famous chef Dabiz Munoz, listed as one of the world’s top 50 restaurants. Currently listed as no.3 of the world’s best restaurants, DiverXO’s interiors feature flying pigs, hundreds of butterflies, skulls with mohawks and a dining experience that is hedonistic, creative, and unpredictable. 

However, a truly Madrid thing to do is to have tapas while you are shopping. The Mercado de San Miguel set this trend 10 years ago with its renovation that made it one of the most iconic places in the city. Various other neighbourhood markets followed and opened numerous gourmet food courts. 

Madrid is also well known for confectionery. The much loved Churros (long and slender deep-fried pastry) made with water, flour, olive oil and salt, and sprinkled with sugar, are made across Spain and, but in Madrid they have them for breakfast, after a night out, or in the afternoon, coated in creamy hot chocolate – an “anytime is a good time” sweet treat that we can get on board with. Stop by Chocolatería San Ginés, open 24 hours a day, to indulge in this decadent treat.

Madrid is also the home to the world’s oldest restaurant, Restaurant Botin, a historic gem that dates back to 1725. It serves what is arguably the city’s finest roast suckling pig, cochinillo asado, and melt-in-your-mouth roast lamb, cordero asado. The city’s classic dish of caracoles or Spanish escargot (snails) is also one not to be missed. 

Madrid is also a city that never sleeps. From stylish drinks against opulent backgrounds to pub crawls and late-night partying, Madrid caters to all tastes. 

In recent years, Madrid has seen an increase in elevated venues with stunning rooftop bars that give you glittering sights of the city. Head to the Riu Plaza Espana, Four Seasons, Palacio de los Duques, or Picalargatos to capture Madrid at night and start your night off on a high.

4.Picturesque towns and villas

The area of Greater Madrid is home to the UNESCO heritage triangle of Alcalá de Henares, San Lorenzo de El Escorial, and Aranjuez, located less than an hour’s drive from the city centre. Within only 30 minutes from the city is the equally stunning rural beauty of Patones, Chinchón, and the vineyards of San Martín de Valdeiglesias. 

San Martín de Valdeiglesias is the westernmost area of the region of Madrid and is a must-visit for wine lovers, where there are 18 wineries registered in the Denomination of Origin “Vinos de Madrid”  (Wines from Madrid). The vineyards of San Martín de Valdeiglesias account for 22% of the vineyard area (1,575 hectares), where 25% of the annual production is made by 15% of the registered winegrowers.

There are 6 cultural wine itineraries of Madrid and the DO (Denomination of Origin) is one of the 94 recognized in Spain. The DO of Madrid is located in 70 towns in the region, and has 51 wineries, which produce almost 110 brands of wine. Many grape varieties are grown, such as Malvar and Albillo for white, and Garnacha Tinta for red.

Home to the world’s most luxe labels and fast fashion – from Loewe, Balenciaga and Manolo Blahnik to Zara and Mango – these foundations and their history make Madrid one of the most influential international fashion capitals in the world. Even for those who prefer to veer away from the glitz of high fashion, shoppers can still expect to find locally produced garments and articles in Madrid’s atelier routes of extraordinary quality that are relatively affordable compared to international brands. 

The famous atelier routes consist of small and medium-sized firms such as Tot-Hom and Marcos Luengo that work in line with the values of ‘slow fashion’, and that focus on making timeless designs, using local labour, exquisite tailoring, and quality materials and fabrics. In fact, Spain is one of the few European countries that preserves the craft of artisanal fabric, celebrating generations of craftsmen. 

In Madrid, it is also not uncommon to find commemorative metal plaques along the street, at the entrances to certain establishments. These plaques carry the following phrase, “The Council of Madrid is grateful for your services to the City”. This metal plaque is a symbol of recognition to these establishments that are at least 100 years old. These establishments have kept to tradition and craftsmanship, passed the test of time, and grew with Madrid, to become the pride and icon of Madrid. 

Madrid has more than 150 of such iconic establishments. One such establishment is Antigua Casa Crespo which has been handed down through five generations. Aside from the long history, Antigua Casa Crespo is a rare establishment in espadrille making also because they still use the Spanish esparto rope in their espadrilles rather than jute from other parts of the world. The dedication to craft also remains as all shoes are handmade in the country and have served a range of high-profile patrons.  

Madrid is the quintessential destination to discover, enjoy and consume Spanish fashion.

6.Parks, Gardens, Nature

When you think of big cities like Madrid, greenery is probably not the first thing that comes to mind. But the parks in Madrid just happen to be one of the best parts of the city. Whether you’re a full-fledged nature lover or just looking for a quiet place to unwind and soak up the sun and landscape, there are a multitude of stunning locations to visit.

El Retiro Park is Madrid’s best-known park, but almost every neighbourhood in the city has its own park, square or community garden. El Retiro Park occupies 1.3 square miles in the centre of Madrid. Next to it runs the Paseo del Prado, which includes a promenade for pedestrians. The boulevard connects the heart of Spain’s art world, bringing together the Prado Museum with the Thyssen-Bornemisza Museum and the Reina Sofía Art Centre

A green oasis in the heart of the city, you will also find  the impressive Casa de Campo and Madrid Río parks, as well as all kinds of interesting monuments and gardens, including Jardín de Vivaces, Jardines de Cecilio Rodríguez (Andalusian-inspired classicistic gardens), Jardines del Arquitecto Herrero Palacios, the recently-restored Cat Mountain, the Rosaleda rose garden and Parterre Francés, which holds a Mexican conifer that is nearly 400 years old and is believed to be Madrid’s oldest tree.

The Region of Madrid is also home to UNESCO world heritage sites El Escorial Monastery (considered at the time one of the eight wonders of the world and an essential to visit to understand the history of Spain), Alcalá de Henare’s old town (a University town and birthplace of Miguel de Cervantes, genius of world literature and  author of Don Quixote), Aranjuez (one of the official residences of the royal Spanish family) and the Hayedo de Montejo – all of which are well worth a visit.

Aside from being loved for its cultural landmarks, art scene and beautiful restaurants, these elements are also present within some of the best hotels in Madrid, where you can stay in historic palaces, art-gallery-meets-hotel hybrids or in an unassuming address with its own Michelin-starred restaurant. 

Then there are the low-key stays, from new-gen hostels to neighbourhood apartment set-ups. And the scene is still growing. Madrid will have more than 2,700 luxury hotel rooms by the end of 2023, up 50% from a decade ago, with 33 new hotels in the pipeline, half of them in the upscale segment. 

The Four Seasons Hotel opened near the central Puerta del Sol boasting a 1,500 square metre complex that includes a shopping mall for luxury brands including Dior and Hermes and the nearby Ritz has recently been upgraded to the luxury Mandarin Oriental Ritz brand that sits right in the Retiro District and is situated next to the Prado. The hotel facade is a listed national monument museum.

Madrid is a sporting lover’s paradise – from famous football teams and stadiums to luxurious golf courses, visitors to Madrid can certainly experience the incredible sporting energy that permeates the city.
