The STAR program is an extension of the Amazing Thailand Safety & Health Administration (SHA) initiative, which was launched by the TAT, Thailand’s Ministry of Tourism & Sports, and Ministry of Public Health (Department of Disease Control, Department of Health, and Department of Health Service Support) in partnership with the private sector. Star ratings are awarded to businesses that meet the program’s 17 Sustainable Tourism Goals (STGs). In the inaugural round, 200 businesses submitted applications, but only 80 successfully met the TAT’s criteria.   

Marriott International has a deep commitment to embed sustainability into every part of the business with 2025 global goals to reduce global carbon, water, and waste footprints. Marriott International also announced a global commitment to reach net-zero greenhouse gas emissions by no later than 2050.

Thailand Has 3,280 Hybrid Scam Cases With Damage of 2.7 Billion Baht

Hybrid scams in Thailand have the highest value among cybercrime cases, according to the Thai police chief. This problem is considered significant, with a growing tendency.

The Cyber Crime Investigation Bureau and the Anti-Money Laundering Office have now opened registries for victims seeking to protect their rights. Over 600 million baht in assets are being prepared for distribution to victims, and on the first day alone, more than 1,200 people registered, including business owners, military personnel, doctors, nurses, and even monks.

This announcement was made on September 18 with the participation of a representative of the United States Homeland Security Investigations Attache. The effort is under the direction of Pol. Lt. Gen. Damrongsak Kittiprapas, the Thai police chief.

According to the online reports, from January 1, 2022 to September 12, 2023, a total of 326,992 cases were reported with damages exceeding 45.245 billion baht. Among them, there are 3,280 cases of hybrid scam [attracting trust before fraud] with a total value of 2.7 billion baht.

Pol. Lt. Gen. Damrongsak pointed out that the cooperation between the National Police and relevant authorities in seizing assets from fraudsters involved in hybrid scams is historic. These scams have the highest value among cybercrime cases, as in each case there is a loss of not less than 100,000 baht. This problem is considered significant, with a growing tendency.

The perpetrators use tactics to persuade victims to invest in digital assets through the fake platform BCHGLOBALLTD.com. They then convince victims to buy the USDT digital currency and transfer it to the digital wallet address provided by the criminals before transferring it to the platform’s account.

As a result, he will assign the incoming the Thai police chief to focus on these and other online instances, such as money-hacking cases that result in individuals losing a lot of property. The probe would also seize and return the properties to the people.

Simultaneously, the Anti-Money Laundering Office issued an order temporarily confiscating and freezing assets related to the crime; 15 items worth more than 600 million baht were initially seized. The Anti-Money Laundering Office has declared that victims of Mr. Shaoxian Su and his associates will be able to file a request for their rights to be protected and their assets to be returned.

The Remaining Dates On Comedian Russell Brand’s Tour Are Postponed After Sexual Assault Allegations

LONDON (AP) — British police said Monday that they had received a sexual assault allegation after media outlets published claims by several women against Russell Brand. Promoters postponed the remaining dates in a string of live gigs by the comedian, who denies the allegations.

A talent agency and a publisher also parted company with Brand over the claims, which have left the U.K. entertainment industry facing questions about whether the comedian’s bad behavior went unchallenged because of his fame.

Brand, 48, denies allegations of sexual assault made by four women in a Channel 4 television documentary and The Times and Sunday Times newspapers. The accusers, who have not been named, include one who said she was sexually assaulted during a relationship with him when she was 16. Another woman says Brand raped her in Los Angeles in 2012.

London’s Metropolitan Police force said that since the allegations were made public it had received “a report of a sexual assault which was alleged to have taken place in Soho in central London in 2003.” That is three years before the earliest of the alleged assaults reported by the media outlets.

The police force said “officers are in contact with the woman and will be providing her with support.” It did not identify the alleged perpetrator as Brand, but referred to the newspaper and TV allegations in its statement. Police urged “anyone who believes they may have been a victim of a sexual offence, no matter how long ago it was, to contact us.”

In a video statement released Friday in response to the media claims, Brand said that his relationships were “always consensual.”

The Times said Monday that more women had contacted the newspaper with allegations against Brand and they would be “rigorously checked.”

Max Blain, spokesman for Prime Minister Rishi Sunak, said the claims were “very serious and concerning.” Conservative legislator Caroline Nokes, who chairs the House of Commons Women and Equalities Committee, urged police in both Britain and the United States to investigate the “incredibly shocking” allegations.

“This merits and needs a criminal investigation, because for too long we have seen men — and the perpetrators of these sorts of crimes are almost invariably men — not being held to account for their behaviors and their actions,” she told BBC radio.

The claims have renewed debate about the “lad culture” that flourished in Britain in the 1990s and early 2000s, and the misogyny that still percolates on the internet.

The allegations reported by the newspapers and Channel 4 cover the period between 2006 and 2013, when Brand was a major star in Britain with a growing U.S. profile.

Known for his unbridled and risqué standup routines, he hosted shows on radio and television, wrote memoirs charting his battles with drugs and alcohol, appeared in several Hollywood movies and was briefly married to pop star Katy Perry between 2010 and 2012.

Brand was suspended by the BBC in 2008 for making lewd prank calls to “Fawlty Towers” actor Andrew Sachs in which he boasted about having sex with Sachs’ granddaughter. He quit his radio show in the wake of the incident, which drew thousands of complaints to the publicly funded broadcaster.

The BBC, Channel 4 and the production company behind the “Big Brother” reality series – spinoffs of which were hosted by Brand — all say they have launched investigations into Brand’s behavior and how complaints were handled.

Brand also has been dropped by talent agency Tavistock Wood, which said it had been “horribly misled” by him. Publisher Bluebird, an imprint of Pan Macmillan, said it had decided to “pause” future publishing with Brand.

Supporters of Brand asked why the allegations were being made years after the alleged incidents. The women said that they only felt ready to tell their stories after being approached by reporters, with some citing Brand’s newfound prominence as an online wellness influencer as a factor in their decision to speak.

Victims and the media also have to take account of Britain’s claimant-friendly libel laws, which put the burden of proof on those making allegations.

In recent years Brand has largely disappeared from mainstream media but has built up a large following online with videos mixing wellness and conspiracy theories. His YouTube channel, which has more than 6 million subscribers, has featured COVID-19 conspiracy theories, vaccine misinformation and interviews with controversial broadcasters including Tucker Carlson and Joe Rogan.

He also has continued to tour as a comedian, performing to hundreds of people in a London venue on Saturday evening as the Channel 4 documentary was broadcast. He had been due to perform Tuesday in Windsor, west of London, but promoters said the rest of the tour was being postponed.

Ellie Tomsett, a senior lecturer in media and communications at Birmingham City University who studies Britain’s standup circuit, said Brand was a product of a live comedy scene that was riddled with misogyny – and still is, despite progress made by women and others to diversify the comic landscape.

“When we’ve had a rise of popular feminism … we’ve also had a rise in popular misogyny epitomized by the likes of (social media influencer) Andrew Tate, but evident in all aspects of society, and definitely reflected on the U.K. comedy circuit,” Tomsett said

“More and more things are springing up to try and counter this, but the idea that it’s something that happened in the past and doesn’t happen anymore is, quite frankly, nonsense,” she added.

Let Panda Live In China, An Animal Lover Tells Thai Government

Prime Minister Srettha Thavisin stated on September 16 that one of the topics he will discuss during his next visit to China from October 8 to 10, is the panda, because a Memorandum of Understanding between the two nations on the subject will expire next month.

Kanchana Silpa-archa, the sister of Minister Warawut Silpa-archa, an animal lover, posted a comment on Facebook on September 18 expressing that, as a fan of pandas and a supporter of animal conservation, she does not agree if the Thai government requests pandas be brought to Thailand. Pandas, in her opinion, should remain in their original country of China.

Her message was widely shared and gained a lot of of support.

“I absolutely adore pandas. I like all kinds of animals. Lin Bing the panda was one of the first things that made me want to help animals. When we love something, we should put its happiness ahead of our own. It’s not about us being happy.”

“In the past, all of our staff did a great job of raising Lin Hui and Lin Bing, but we only have a small display area. There is a garden in China where pandas can go outside and walk around. We don’t have that. Pandas have to live in an air-conditioned room. Our winter is very short. Pandas can only come out for 1-2 hours a day, but it’s only for a few days, and it’s a small garden.”

“It costs a lot of money to rent pandas, while they aren’t really popular with most people. More people now pay attention to Thai elephants. We should use the budget to help create food sources for animals, especially wild animals, since next year will be a severe drought. I’m not sure if anyone will pay attention to what I say or not. On October 12, 2003, Thailand received Pandas Chuang Chuang and Lin Hui from China as goodwill ambassadors. They stayed at Chiang Mai Zoo, where they were seen by many tourists.

It was a major event in Thailand when Lin Bing, their female cub, was born in Chiang Mai in 2009. In 2013, according to the agreement, Thailand was required to send Lin Bing to China when she was four years old.

Chuang Chuang passed away on September 16, 2019 at the age of 19, whereas Lin Hui lived alone for over three years before passing away on April 19, 2023 at the age of 21.

OSAKA – A Japanese chemical manufacturing company has been working on creating liquid biomethane from cow waste to be used as rocket fuel, potentially providing a solution for dairy farmers grappling with disposal challenges.

Air Water Inc. said it would begin conducting trials in the fall, with the fuel to be loaded on a rocket created by space startup firm Interstellar Technologies Inc. based in Japan’s northernmost island of Hokkaido.

Air Water has been manufacturing liquid biomethane in Hokkaido since 2021. It ferments the dung and urine in a plant constructed on a dairy farm in the town of Taiki before transporting the generated biogas to a factory in Obihiro.

The methane is then separated from the product, cooled and made into liquid biomethane.

Rockets require liquid fuel to generate enough power to blast off into space. While high-purity methane is usually manufactured using liquid natural gas, the company has been working on creating methane of a similar quality through waste-sourced biogas.

Interstellar Technologies will conduct tests to confirm the fuel created from cow waste can be used for its devices and aims to utilize it for its “Zero” rocket with a small satellite payload.

“We want to send the rocket up using carbon-neutral energy,” a representative from Air Water said.

Police Try To Regain Public Trust in Influential Figure’s Case

The case of the highway police officer who was shot dead at the house of an influential man in Nakhon Pathom province on the night of September 6 is still under public scrutiny. Part of the public has no confidence in the work of the police and state officials.

On September 18, the Director General of the Department of Corrections, Ayuth Sintoppant, confirmed that the suspect, Praveen Chanklai, or Kamnan Nok (Kamnan means sub-district headman), who is accused of intentionally killing Pol. Maj. Siwakorn Saibua by ordering his gunman, is indeed in prison.

This confirmation comes after criticism and doubts were raised on social media, which even led to someone aiming to file a complaint with the Ministry of Justice to check the fingerprints of the accused.

The Director General of the Department of Corrections clarified that on September 9, the Department received confirmation from the commander of the Special Prison in Bangkok that Kamnan Nok had entered the prison. Subsequently, the person’s photo, personal data and fingerprints were checked against the judicial transfer document before he was taken to the special prison in Bangkok.

The accused is currently in custody to prevent the spread of COVID -19 and is undergoing the prisoner classification process. While he is detained in the special prison, lawyers can visit him every day and relatives can visit him through the online system according to the prison’s regulations. During recent visits, his wife and child have visited him.

Regarding the transfer of this case from the Region 7 Police to the Central Investigation Police in Bangkok, Pol. Gen. Damrongsak Kittiprapas, the national police chief, stated that this is a case related to an influential figure in the region and involves police officers.

Therefore, in order to ensure a fair and transparent process and to increase public confidence in the judiciary, it was decided to transfer the case to the Central Investigation Police (CIB) in Bangkok. This was done on September 14. It also ordered that the police officers involved in the incident be brought to justice.

According to Pol. Gen. Damrongsak, the CIB divides the involved officers into three groups: the six who have already been charged, the 13 who are anticipated to be charged with dereliction of duty under Section 157 and making false statements, and the nine who won’t be.

On Monday, Pol. Lt. Gen. Jiraphop Phuridej, Commander of the Central Investigation Police, presided over a meeting of all Central Investigation Bureau commanders and held a press conference for the first time, following the transfer of the case for inquiry.

The CIB will take action against the corrupt police officers, he said. However, the investigation could take time because Section 157 of the law has a definition or special intent and there are still many things that need to be discussed.

Section 157 of the law states that: Whoever, being an official, wrongfully exercises or does not exercise any of his functions to the injury of any person, or dishonestly exercises or omits to exercise any of his functions, shall be punished with imprisonment of one to ten years or a fine of two thousand to twenty thousand Baht, or both.

Pol. Lt. Gen. Jiraphop also described the framework, which would be implemented in three steps: 1. Following Kamnan Nok’s cash path, online information, and unlawful activities 2. Examine the reasons why Kamnan Nok has won construction bids on numerous projects.
