“Oppa” for A Sustainable and Effective System

Last August, I had the opportunity to present the new trends of 2024 in the area of Governance at the event “Sustrends 2024: 50 Trends Changing the World,” held at the Benjakiti Forest Museum. The subject of my presentation was “Open Data: How to Create a Governance Ecosystem,” and I would like to share the content of my speech in this article.

When discussing sustainability, one cannot ignore the issue of Governance. We have clearly seen the inefficiencies in attempts at reforming various sectors such as education, natural resources, and public welfare. The root cause of these issues stems from corruption. The ease with which corruption occurs in this country is due to a lack of proper oversight systems, or a lack of good governance.

However, this is not to say that Thailand has not made any previous attempts to address this issue. Quite the opposite; we have numerous laws—up to 15 just for countering corruption alone. There are also several large governmental organizations like the National Anti-Corruption Commission (NACC), the Public Sector Anti-Corruption Commission (PACC), the State Audit Office, and many other committees. However, all these measures have not substantially improved or made the system more sustainable.

One reason is that this method of combating corruption has been a trend for the past 20-30 years, focusing on the use of state power, establishing independent organizations, and strict laws. Although it has succeeded in many places, such as Hong Kong or Singapore, Thailand only adopted the form without applying the details comprehensively and profoundly to the country’s context, so we haven’t gotten very far.

Another past trend we have used and continue to use is awakening the public’s consciousness to rise against corruption. This is very important and necessary. However, the problem is that people are rising up against fraud but do not know what to do next, how to oppose it, and how to counteract those with overwhelming power and influence.

Therefore, today I will talk about the trend in creating good systems that Thailand could hop on this train in time to achieve sustainable development. This trend has proven successful in many countries, such as South Korea, I would simply call this trend ‘OPPA.’

The first trend is OP, which stands for Open Data. It’s about arming the public who are already prepared to fight against corruption with information. If you don’t know, or don’t see anything, how can you monitor and check? This disclosure is not only helpful for tracking various budgets but also for ensuring that anti-corruption agencies work efficiently. It’s like reviving a past trend to be useful once again.

I give the example of www.openspending.org from the UK, which opens all state data as standard and allows the public to use it immediately. That means we have a standard for opening data that we can use right away without having to reinvent the wheel.

As for Thailand, we have various efforts from the state sector, such as ‘Where does the tax go? (Phasi Pai Nai?)’ by the Government Digital Office and from civil sectors like ACT Ai by the Anti-Corruption Organization of Thailand (ACT), which has led to exposing major cases like the ‘electric pole scandal.’ A citizen checked the data of electric pole procurement from ACT Ai, saw that it was unusually expensive, exposed it, and filed a complaint. This created a wave leading to the changes we see.

However, the problem is that there are still many obstacles. Many government agencies are still possessive of their information. They say they want transparency, but they refuse to disclose information. Take the NACC for example, which has a direct role in creating transparency in society. However, crucial information that the agency holds like political assets is only disclosed for 180 days before being shut down. They also prohibit downloading the data. If you want to keep the information, you have to photograph each screen, which is a massive burden.

The second trend is the P, which stands for Participation, or creating extensive public cooperation. This is highly related to the first trend because, once comprehensive and standardized information is disclosed, it should be pushed to be utilized by making the data easily digestible and creating a continual channel for benefitting from that information.

For example, closer to home, there is the website www.opentender.net. Not only does it disclose public procurement information, but it also uses a system to analyze the risk of corruption, allowing you to see it in percentages. In addition, a good system should not only catch fraudsters but prevent fraud from happening in the first place. I’d like to cite Porto Alegre in Brazil where the public is enthusiastic and heavily involved in the usage of the state budget. This is because, in addition to disclosing the city’s budget, they also allow citizens to participate in designing the budget, known as participatory budgeting, which has significantly improved the quality of life in the city.

Thailand is also making some efforts, mostly developed by the public. I say ‘some’ because the first point, open data, is not yet in place, making systematic participation difficult to achieve.

The last trend is ‘A’ for Accountability, which is the ultimate goal we wish to achieve for a good system. Because it would make it difficult for anyone to cheat, and those who do well will also prosper in this system. Many past governments have jumped straight to creating accountability by using state power to enforce laws, without first establishing strong and systematic transparency and public participation. As a result, it’s either difficult to implement or not sustainable. Sometimes, this enforcement even becomes a political tool.

We have seen examples of change in many countries. Even in South Korea, a President was imprisoned due to corruption. This was possible because the public could easily access public information and make their demands securely, leading to effective accountability mechanisms. But don’t lose hope. Because today, we have much more advanced technological infrastructures. We have examples of the success of this trend in many countries worldwide. Importantly, we also have a large number of informed citizens who are ready to fight corruption. Therefore, it’s not too late for us to build a good system with OPPA—Open Data, Participation, and Accountability.

By following this trend, we can create an effective and efficient environment for preventing corruption, which will also facilitate the solving of other problems, whether it be education, inequality, or the environment, leading to true sustainable development.

Asian Games Offer a Few Sports You May Not Recognize. How About Kabaddi, Sepaktakraw, and Wushu?

If you’re bored with day-in, day-out sports like basketball or swimming or volleyball, then check out the Asian Games when they open officially on Saturday in Hangzhou, China.

Of course, the games will have the regular Olympic menu of events with some offering qualifying spot for next year’s Paris Olympics.

But much of the focus will be on sports that are popular in a region that represents 45 nations and territories. About 12,500 are participating, more than the Summer Olympics.

Some of the regional sports specialties include kabaddi, sepaktakraw, wushu, and kurash. The Asian Games will also feature so-called “mind sports” that include bridge, chess, xiangqi (known as Chinese chess) and several others.

Esports, offered as a demonstration sport five years ago at the games in Indonesia, is official this time and should be a big hit.

KABADDI

This homegrown sport from the Indian subcontinent is so popular that the area hosts a professional league that draws millions of viewers. The sport involves no clubs, rackets, goals — and not even a ball. Kabaddi — pronounced kuh-bud-DEE — was played as an exhibition sport in the 1936 Berlin Olympics but has never gained a wide following outside the Indian subcontinent.

It bears a rough resemblance to the schoolyard game known in the United States as “Red Rover,” or a game known in England as “British Bulldog.”

Two teams with seven players each compete on a small court. A single player on the offense — called a “raider” — crosses the centerline and tries in 30 seconds to touch as many players as possible on the other side and return across the centerline without being tackled. It’s played in a pair of 20-minute halves. Points are earned by tagging opponents, or by stopping the raider.

SEPAKTAKRAW

This is essentially volleyball, with a few big differences. Players can’t use their hands — they can use anything else — and the ball it primarily kicked over a five-foot high net. There are two, three or four players on each side and in the United States, at least, the sport is often known as “kick volleyball.”

Like volleyball, the goal is to get the ball to hit the ground on the opponent’s side of the net. The ball is smaller than a volleyball or soccer ball — about the size of a cantaloupe or a large grapefruit . “Sepak” is the word in Malay for “kick,” and “takraw” has its origin in the the Thai language and means “woven rattan ball.”

The game has its roots primarily in Malaysia and elsewhere across Southeast Asia.

WUSHU

Wushu, also known as kung fu, is the Chinese term for “martial arts.” It has had a presence in the Asian Games since 1990 when it was introduced at the games in Beijing. It has also been proposed as an Olympic sport but has not been voted in.

Competition takes place in two distinct areas.

Competition in talou involves performing sets and choreographed routines that show off principles of attack and defense. These involve jumps, stances and footwork. Sanda is the full-contact version of the sport and is often known as Chinese kickboxing.

China won 10 gold medals in wushu at the 2018 Asian Games with two for Iran, and one each for Indonesia and Macau. Macau is part of China. China is expected to again dominate.

KURASH

This involves a range of folk wrestling styles that are popular in Central Asia. It was first introduced into the Asian Games fives years ago in Indonesia when Uzbekistan topped the medal table in the sport. Historians say the sport dates to thousands of years. Iran, Mongolia, Taiwan, and India also won multiple medals in 2018.

Tornadoes Kill 10 People And Seriously Injure 4 Others In Eastern China

BEIJING (AP) — Two tornadoes within hours killed 10 people and seriously injured four others in eastern China, state media said Wednesday.

The first tornado hit parts of Suqian city in Jiangsu province on Tuesday afternoon, state broadcaster CCTV said. It destroyed 137 homes and damaged crop land and pig farms. Five people died and four were injured.

A second tornado in the evening killed five people in Yancheng city, which is in the same province about 190 kilometers (120 miles) southeast of Suqian.

Videos posted online of the first tornado showed cars that had been tossed about, including at least one flipped onto its side, and debris swirling in the air above a several story-high building.

CCTV said that power and road service had been restored in the Suqian area.

Tornadoes are rare in China but have caused deaths in Jiangsu in recent years. One person in the province was killed in a tornado last year and four died in 2021. Another tornado killed eight people in the city of Wuhan the same day.

A Father Is Suspected of Serial Killing His Own Children, At least 5

The apartment of the suspect who murdered his two-year-old child and abused the other two daughters is located in Soi Phaholyothin 48.

The case of a father who has ten children and is suspected of murdering half of them has shaken Thai society once more. This disturbing incident sheds light not only on the violence of parents against their children, but also on Thailand’s greater problem of violence against children.

The story came to light when a 12-year-old child broke the door of her room at an apartment in Soi Phaholyothin 48, Bang Khen District, Bangkok, and fled to ask neighbours for help, saying she and her younger sister were being attacked by her father.

A neighbour then reported this matter to Gun Jom Phalang, or Kanthat Pongpaiboonwej, a well-known influencer and volunteer who often goes to help those in need. He coordinated with authorities from the Ministry of Social Development and Human Security on September 10 to rescue the girls.

They found that the 12-year-old girl had been physically abused and had multiple injuries, while the 4-year-old girl was immersed in water. Both girls had burns on their bodies from exposure to fire. The whereabouts of the 2-year-old child remain unknown.

At that time, the child’s mother claimed her older daughter was mentally unstable and likes to harm herself, but a physical examination by a doctor confirmed that the child had been abused.

The authorities then reported the case to Bang Khen police, who conducted an investigation and arrested Mr. Songsak Songsaeng, 46, and Ms. Sunan Nahuanil, 40, the children’s father and mother. Witness statements indicated frequent domestic violence in the family.

Both later confessed that the father killed the 2-year-old child and buried the body, while the mother bought the cement to cover the body on May 21 near his home in Khanu Woralaksaburi district, Kamphaeng Phet Province.

The police took the two suspects on a helicopter to the place in Kamphang Phet, where they buried the girl’s body and found her body. The two suspects were then handed over to Bang Khen Police Station to be questioned about the motive.

Songsak told the media on the way to the police station that he was suffering from a psychiatric disorder.

Shocking stories have emerged since this man confessed to killing four other children.

The investigation shows that Songsak has ten children, from four wives. Of these children, 4 boys are from the second wife have not yet been found. Songsak’s second wife, named Jetsada, later revealed that Songsak had killed them all between 2013 and 2018, when they were all babies less than a year old.

The police officers therefore searched and found two child bodies in the Bang Sue District and are still searching in Sai Mai District for the other two.

The police will also look into his background and whether he has any other children with other women.

Kanchana Silpa-archa, an advisor to the Ministry of Social Development and Human Security who is overseeing the case, said the two rescued children are now under the care of the ministry to ensure their safety. They are currently receiving physical care and will be psychologically rehabilitated in the future.

“I urge the public to watch out for the children. Don’t look at it as someone else’s family matter. If the children survive the violence without help, they might grow up to be damaged treasures of society. This will become an inhumane, vicious cycle because they were abused before. This will be the bad legacy of Thai society. We need to put an end to it and help them recover,” Kanchana said.

Statistics from the Ministry of Public Health show that more than 10,000 children receive medical treatment each year for injuries caused by violence, especially sexual violence. UNICEF Data show that 3 out of 4 children between the ages of 1 and 14 have experienced physical or psychological violence by family members.

Koh Rok, the Queen of the Andaman Islands Reopen on October 1

This is because during the upcoming rainy season, there are often strong sea winds and potential hazards for boating.

Meanwhile, tourist destinations near Mu Koh Lanta National Park, such as Cape Tanod, Koh Ngai and Koh Talabeng, as well as Klong Jark Waterfall, remain open to tourists throughout the year.

Koh Rok still has diverse and abundant natural resources, as well as unique and breathtaking landscapes with beaches, coral reefs, cliffs, caves and waterfalls, marked by natural phenomena that have earned the island the title of “Queen of the Andaman Sea”

Before the opening of this tourist season, the National Park has prepared for a greater number of tourists by investing in accommodations and moorings. They have also established clearly demarcated bathing zones and stationed personnel at various points to ensure the safety of tourists.

Online Matchmaking Page Scams Thai Women With Philip Lahm And Michael Ballack Photos

The photos of Philip Lahm and Michael Ballack were used to scam Thai women on the Matchmaking page.

Five of the approximately 20 women who were duped into transferring money for matchmaking appeared on a famous television show on Tuesday, September 19. They just knew that the photos of Western men that they received used to be of the captains of the German national team, Philip Lahm and Michael Ballack.

Kanchai Kamnerdploy, the host of the show Hon Krasae (which translates to “Catch the Trend”), informed them that the two guys used by matchmaker were former German national football players. If football fans saw them, they would identify them right away. But he realised they probably don’t know, and they’ve been duped into thinking Lahm is a British businessman and Ballack is an American real estate developer.

“Aor” was the only one of the five women on the show who did not cover her face. She convinced herself that she had done nothing wrong. She also wanted the matchmaker “Coach Sister Lek,” who had duped her, to know that she dared to reveal herself and relate her experience in order to warn other women.

She noticed that the internet matchmaker’s page had over 100,000 followers, which made it appear trustworthy. Then she saw Coach Sister Lek appear on the page often. Because Lek herself had a foreign husband, she claimed that she could match foreigners with Thai ladies. “Aor,” like the majority of customers, is a single mother looking for a new opportunity in life.

Aor says she wants to reveal herself and relate her experience in order to warn other women.

On this page, customers can choose from a variety of fees for Western guys. A typical Western lover, for example, costs 20,000 baht and works as a government officer or employee. A 30,000 baht special-level Western boyfriend has a business career in real estate, hotels, export-import, and logistics, and Lahm and Ballack are claimed to be among them.

A male doctor boyfriend costs 50,000 baht, while a vineyard owner or animal farm owner costs 100,000 baht.

According to Lek, she exclusively checks high-profile foreign guys for her clients. She handled every detail and said that these foreigners would fly to Thailand to appear in front of customers. But once the consumer sent her money, she began to cut off contact. She will scold a customer harshly if they ask for information or post questions on other pages.

With the assistance of lawyer Decha Kittiwittayanan, all of the victims filed accusations against Lek. Following the advise of Pol. Col. Kritsana Pattanacharoen, spokesman for the Cyber Crime Investigation Bureau, he will prepare a list of victims and submit them to the cyber police in order to request the money back from Lek and close this fraud page.

NEW DELHI (AP) — India expelled a senior Canadian diplomat Tuesday and accused Canada of interfering in its internal affairs, escalating a breach with Ottawa over its allegations of Indian involvement in the killing of a Sikh activist in Canada.

It came a day after Canadian Prime Minister Justin Trudeau said there were credible allegations that India was connected to the assassination of Hardeep Singh Nijjar, a Sikh independence advocate who was gunned down on June 18 outside a Sikh cultural center in Surrey, British Columbia, and Canada expelled a top Indian diplomat. India rejected the allegations as “absurd.”

India has fought against a movement to establish an independent Sikh homeland known as Khalistan since the 1980s, when a raid on separatists in a major temple led to the assassination of a prime minister and a wave of anti-Sikh violence.

Nijjar was wanted by Indian authorities, who accused the activist of involvement in an alleged attack on a Hindu priest in India and had offered a cash reward for information leading to his arrest. Nijjar was organizing an unofficial referendum on Sikh independence from India at the time of this death.

Gurpatwant Singh Pannun, a lawyer and spokesperson for the Sikhs For Justice organization, has said Nijjar had been warned by Canadian intelligence officials about being targeted for assassination by “mercenaries” before he was gunned down.

Trudeau told Parliament Monday that Canadian security agencies were investigating “credible allegations of a potential link between agents of the government of India and the killing of a Canadian citizen.”

“Any involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty,” he said.

India’s foreign ministry dismissed the allegation as “absurd and motivated,” and accused Canada of harboring “terrorists and extremists.”

“Such unsubstantiated allegations seek to shift the focus from Khalistani terrorists and extremists, who have been provided shelter in Canada and continue to threaten India’s sovereignty and territorial integrity,” it wrote in a statement issued earlier Tuesday.

India has long demanded that Canada take action against the Sikh independence movement, which is banned in India but has support in countries like Canada and the U.K. with sizable Sikh diaspora populations. Canada has a Sikh population of more than 770,000, about 2% of its total population.

In March, the Modi government summoned the Canadian high commissioner in New Delhi, the top diplomat in the country, to complain about Sikh independence protests in Canada. In 2020, India’s foreign ministry also summoned the top diplomat over comments made by Trudeau about an agricultural protest movement associated with the state of Punjab, where many Sikhs live.

Critics accuse Modi’s Hindu nationalist government of seeking to suppress dissenters and activists using sedition laws and other legal weapons. Some critics of his administration, including intellectuals, activists, filmmakers, students and journalists have been arrested, creating what Modi’s opponents say is a culture of intimidation.

The dueling expulsions come amid tense relations between Canada and India. Trade talks have been derailed and Canada just canceled a trade mission to India that was planned for the fall.

Trudeau told Parliament that he brought up Nijjar’s slaying with Indian Prime Minister Narendra Modi at the G20 meeting in New Delhi last week. He said he told Modi that any Indian government involvement would be unacceptable and that he asked for cooperation in the investigation.

At the G20 meeting, Modi expressed “strong concerns” over Canada’s handling of the Sikh independence movement during a meeting with Trudeau at the G20, India’s statement said.

The statement called on Canada to work with India on what New Delhi said is a threat to the Canadian Indian diaspora, and described the Sikh movement as “promoting secessionism and inciting violence” against Indian diplomats. Earlier this year, supporters of the Khalistan movement vandalized Indian consulates in London and San Francisco.

While in New Delhi for the G20, Trudeau skipped a dinner hosted by the Indian president and local media reports said he was snubbed by Modi when he got a quick “pull aside” meeting instead of a bilateral meeting. To make things worse, Trudeau was stuck in India for 36 hours after the summit ended because his flight was grounded due to a mechanical snag. “Trudeau’s turbulent India trip refuses to end,” read the headline on the India Today website last week.

It’s unclear when exactly Trudeau brought up Nijjar’s case with Modi during the G20.

Some analysts in India questioned whether Canada had proof of Indian links to the killing, and whether Trudeau was trying to drum up support among the Sikh diaspora.

“Such a charge against India by a G7 nation is unprecedented. The Canadian government has deliberately made a spectacle of it to please its domestic constituency amongst the Sikh diaspora,” said K.C. Singh, a former diplomat and strategic affairs expert. He added that Canada didn’t present hard evidence and that Trudeau’s statement “unnecessarily upped the ante.”

“India should’ve seen it coming. Trudeau needed to be engaged, not snubbed during his India visit. Now it has reached a point of difficult return,” Singh, the former diplomat, also remarked on X, formerly known as Twitter.

On Monday Canadian Foreign Minister Mélanie Joly said the expelled Indian diplomat was the head of Indian intelligence in Canada.

Joly said Trudeau also raised the matter with U.S. President Joe Biden and U.K. Prime Minister Rishi Sunak.

“We are deeply concerned about the allegations referenced by Prime Minister Trudeau,” White House National Security Council spokesperson Adrienne Watson. “We remain in regular contact with our Canadian partners. It is critical that Canada’s investigation proceed and the perpetrators be brought to justice.”

Canadian opposition New Democrat leader Jagmeet Singh, who is himself Sikh, called it outrageous and shocking. Singh said he grew up hearing stories that challenging India’s record on human rights might prevent you from getting a visa to travel there.

“But to hear the prime minister of Canada corroborate a potential link between a murder of a Canadian citizen on Canadian soil by a foreign government is something I could never have imagined,” Singh said.

The World Sikh Organization of Canada called Nijjar an outspoken supporter of Khalistan who “often led peaceful protests against the violation of human rights actively taking place in India and in support of Khalistan.”

“Nijjar had publicly spoken of the threat to his life for months and said that he was targeted by Indian intelligence agencies,” the statement said.

India’s main opposition party issued a statement backing Modi’s position. The Congress Party wrote that “the country’s interests and concerns must be kept paramount at all times” and that the fight against terrorism has to be uncompromising, especially when it threatens the nation’s sovereignty.

In 1984, Indian forces stormed the Golden Temple in the state’s Amritsar city to flush out Sikh separatists, who had taken refuge there. The controversial operation killed around 400, according to official figures, although Sikh groups estimate the toll to be higher.

The prime minister who ordered the raid, Indira Gandhi, was killed afterwards by two of her bodyguards, who were Sikh. Her death triggered a series of anti-Sikh riots, in which Hindu mobs went from house to house across northern India, pulling Sikhs from their homes, hacking many to death and burning others alive.

Foreigners Buy 24% More Condominiums; Chonburi Ranks First

According to statistics from the Real Estate Information Center (REIC), Government Housing Bank (GH Bank), in the first six months of 2023, transfers of condominiums in Thailand by foreign clients increased by 14.7 percent compared to 2022, reaching 10.8 percent of the total.

The value of these transfers also increased by 24.5 percent compared to 2022, reaching 20.5 percent of the total. This indicates a resurgence of interest from foreign investors in the Thai real estate market.

On September 18, 2023, Vichai Viratkapan, Inspector General of the Government Housing Bank and Acting Director of the Real Estate Information Center (REIC), announced that in terms of condominium transfers to foreign clients across the country in the first six months of 2023 (January-June), Chonburi ranked first with a 43.4 percent share, followed by Bangkok with 37.7 percent. The combined share of these two provinces reached 81.1 percent.

This is a change from the 2018-2022 period, when Bangkok was the leading destination for foreign property transfers with an average share of 48.8 percent, and Chonburi was second with an average share of 30.8 percent.

In the first six months of 2023, the two provinces together accounted for 81.1 percent and 85.4 percent of the national total, respectively. Phuket ranked third with a share of 6.3 percent.

Chinese nationals remain the top foreign buyers, accounting for 47.0 percent of units transferred and 48.3 percent of total value. Russians are second, with shares of 9.6 percent and 7.3 percent, respectively.

Notably, in the second quarter of 2023, Myanmar nationals achieved the highest average price in condominium transfers at 7.0 million baht per unit, while Indians transferred the largest condominiums at 89.8 square meters.

A total of 3,563 condominiums were transferred from abroad in Thailand in the second quarter of 2023, an increase of 53.4 percent, with a total value of 18.083 billion baht, an increase of 49.4 percent from the same period last year.

Vichai noted that “the statistics for the first half of the year reflect a recovery in foreign investment interest, indicating that the numbers are a strong indicator of the overall real estate market’s stability and continued growth.”

The “Ancient Town of Si Thep” becomes the 7th World Heritage site in Thailand – with existing ones include (1) Historic Town of Sukhothai and Associated Historic Towns; (2) Historic City of Ayutthaya; (3) Thungyai-Huai Kha Khaeng Wildlife Sanctuaries; (4) Ban Chiang Archaeological Site; (5) Dong Phayayen-Khao Yai Forest Complex; and (6) Kaeng Krachan Forest Complex.

The Ancient Town of Si Thep is located in Phetchabun Province and consists of three cultural sites, namely the Ancient Town of Si Thep, Khao Klang Nok and Khao Thamorrat Cave Ancient Monument. These sites are interconnected and could date back to more than 1,500 years ago.

Due to the suitable terrain of the area surrounding the Ancient Town, human settlement and habitation was discovered since prehistoric times and the local habitation has continued until present.

The 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage, with 195 States Parties at present, was adopted by the UNESCO General Conference on 16 November 1972.

The instrument itself was inspired by international efforts to help the governments of Egypt and Sudan through UNESCO to support the relocation of the Abu Simbel temples which, at the time, risked being flooded by the construction of the Aswan High Dam in Egypt.

It should be highlighted that the decision of countries to become States Parties to the Convention clearly shows their determination to safeguard outstanding natural and cultural sites for future generations and to enhance public awareness.
