BANGKOK – Police in Thailand arrested a Vietnamese doctor for practicing medicine without a license. They also warned the public to carefully research clinics, doctors and treatment procedures before undergoing cosmetic surgery.
The doctor, identified as Dang Thien, 25, was arrested on December 20 at a Bangkok condominium in Soi Phatthanakan 25, Suan Luang District, while performing a beauty treatment: anaesthetizing a client. He was reported to be performing cosmetic procedures including double eyelid surgery, rhinoplasty, nostril reduction, lip augmentation, and Botox injections.
According to police, Thien had been operating in Thailand for about a year. He would travel to Thailand once a month and schedule appointments with clients through Facebook under the account’s name “Nguyen Dang Thien”.

Pol. Lt. Gen. Witaya Sriprasertparp, the commissioner of the Consumer Protection Police Bureau, warned the public to carefully research information before undergoing cosmetic surgery. Even if someone claims to be a doctor, they must have a Thai medical license to practice medicine.
Dr. Sura Wissessak, director-general of the Department of Medical Services, also urged the public to weigh their options carefully before undergoing medical treatment and warned against making a decision based on word-of-mouth, beautiful advertisements or lower prices than other places.
“You should visit the facility in person if you are getting treatment for the first time,” he added.

PHUKET — Police on Tuesday said they arrested 30 Chinese nationals for illegally working in Thailand.
The illegal migrant workers, all men, were arrested at a public housing construction site in Phuket’s Thalang district, police said. According to police, the suspects entered the country legally but they were not permitted to get employment.
They were charged with working without a legal work permit.
Police said the suspects will enter a screening process to identify whether they are victims of human trafficking.
CHIANG MAI – Since the country reopened after the COVID-19 pandemic, a group of Chinese investors have entered the Chiang Mai real estate market to build housing projects to meet the demand of the Chinese population. This has led to the emergence of villages in Hang Dong and San Kamphaeng districts where 100 percent of the residents are Chinese. This has also led to a widespread practice of registering companies that are essentially nominee companies.
The Thai government, under the leadership of Chiang Mai Governor Nirant Pongsitthavorn, has attempted to address this problem by instructing relevant officials to investigate and confiscate and auction off all projects operating in this manner.

Both projects involve registering a company and allowing a Thai national to hold shares in the company on behalf of a Chinese national (nominee) so that the Chinese national can legally acquire land and property in Chiang Mai.
Arak Kampanatbovorn, head of the Registration Department of the Chiang Mai Land Office, told Prachachat that the relevant government authorities in Chiang Mai are currently focusing on protecting the rights of Thai people and strictly enforcing the law to prevent foreigners from owning land, as well as conducting intensive investigations into legal entities seeking to set up real estate companies in Chiang Mai.
This includes the Rak Chiang Mai or ICM RESORT project, which has been ordered by the Chiang Mai Governor to sell eight houses and plots of land within 180 days from 4 July 2023. All relevant authorities will investigate whether the new buyer and transferee of the property is another foreigner.
If the property cannot be sold at auction within 180 days, the Chiang Mai governor, acting in place of the Director-General of the Land Department, has the authority to sell the land and collect a 5 percent fee of the sale price, under Section 50 of the Land Code.

PATTAYA – More than 30 foreigners brought Supawadee Thongnoi, 33, to the Pattaya City Police Station and handed over 40 passports to the Pattaya City Police Investigation Unit to charge the woman with fraud and harming foreigners.
Previously, foreigners had filed complaints at the Pattaya City Police Station claiming they had given Supawadee, the former teacher of a language school, their passports to renew their visas at the Immigration Department.
Each person had paid Supawadee 32,000 baht to process the visa extension, but they had not received their passports back. This resulted in some foreigners’ passports expiring while they were still in Thailand.
Chanidapha Thowskul, 36, a representative of the school where foreigners enroll, said there were victims who were foreign tourists who contacted the school to sign up for courses. However, the school could not find the passport details in the system. The foreigners said that they had contacted and paid through Supawadee.
When the school investigated, it found that there were over 100 victims from more than 10 countries. Some of them had their passports confiscated and had overstayed in Thailand for more than 90 days.
Later, the group of victims planned to meet Supawadee by pretending to reclaim their passports and saying that they were not worried about the money and did not want it back. As soon as they found Supawadee, they informed the police and had her taken to the police station. The woman denied all the allegations, but the authorities have clear evidence that they will collect to prosecute her.
Meanwhile, the police are also negotiating with Supawadee’s agents to return the passports to the many tourists.

BANGKOK (AP) — Naphat Krutthai and Rasithaya Jindasri have been in a committed relationship for eight years, but only now can they consider getting married.
In a clothing shop in Siam Square, a commercial hub in Thailand’s capital, the happy couple excitedly eyed multi-colored garments as they discussed their potential wedding. Naphat, a transgender man, and Rasithaya, a woman, want to formalize their union, as Parliament is set to debate Thursday a final Cabinet-endorsed draft bill to pass landmark legislation allowing members of the LGBTQ+ community to get married.
The bill seeks to amend the Civil and Commercial Code, changing the words “men and women” and “husband and wife” to “individuals” and “marriage partners.”
Prime Minister Srettha Thavisin told reporters Tuesday after the Cabinet meeting that it will grant LGBTQ+ couples the “exact same equal rights” as heterosexual couples. This would make Thailand the first country in Southeast Asia to pass such a law and the third in Asia, after Taiwan and Nepal.
Naphat — or “Jim” as he’s known — said he and Rasithaya planned to register their marriage as soon as the law allowed it. As an advocate for trans rights himself, Naphat told The Associated Press, the anticipated change was not just a formality. A marriage certificate would allow LGBTQ+ couples a range of benefits, including healthcare and inheritance rights, that they have long been denied.

“It means a lot. This is the eighth year of our relationship. But our status isn’t legally recognized,“ he said. ”When either of us gets sick or has an emergency, we can’t take care of each other properly. So it really matters to us.”
Thailand has a global reputation for acceptance and inclusivity. In June, downtown Bangkok staged its annual Pride Parade. It drew tens of thousands in a joyous, hourslong party. Srettha, the premier, has said after he took office in August that he supported Thailand’s bid to be a host of World Pride in 2028.
But once the crowds disappeared and the music stopped, the reality of being LGBTQ+ in Thailand may be less rosy than it might look.
“I think what foreigners see isn’t the reality,” said Nattipong Boonpuang, a 32-year-old fortune-teller and model. “People aren’t actually as open to gender diversity as they may think,” he said, adding they sometimes receive negative comments in both real life and online.

Nattipong is also a member of the Bangkok Gay Men’s Chorus which was founded about a year ago.
What bound the chorus together, beyond their love of music, was a mission to advocate for more acceptance of LGBTQ+ people in Thailand, according to the chorus leader Vitaya Saeng-Aroon.
Vitaya said attitudes toward the LGBTQ+ community in Thailand have definitely improved in recent years, but there was still a long way to go for misconceptions and legal discrimination remained.
“We don’t want privileges. People misunderstand that we are calling for special treatment. Our community just wants fair treatment, on a daily basis,” he said.
Thailand has struggled to pass a marriage equality law.
Last year, members of Parliament debated several legal amendments to allow either marriage equality or civil unions, which did not give LGBTQ+ couples all of the same rights as heterosexual couples. None of the proposed bills passed before Parliament was dissolved for election.
However, this year, Vitaya said things look more promising with the new draft bill being “very progressive.” He hoped it would be approved so the rights of the LGBTQ+ community be finally recognized by law.
In May’s general election, marriage equality was a hot topic for both the ruling party Pheu Thai and the opposition’s Move Forward.

The latest bill appeared to have general support. But it still needs to be debated several times in Parliament before approval. Once passed, the country’s King Maha Vajiralongkorn would endorse it to become a law.
The government said the next step may be an amendment to the pension fund law to recognize all couples.
The change might mean a lot to those affected, but it would barely shake Thai society, according to one analyst. Attitudes toward marriage have changed, said Khemthong Tonsakulrungruang, a law lecturer at Bangkok’s Chulalongkorn University, and the law was simply catching up.
“There’s already cultural marriage — it’s not legal — but there’s cultural ceremonies, religious ceremonies between LGBTs,” he said. “It makes headlines sometimes, but it’s become more and more common for two persons, regardless of gender, to get married. So, it would reflect the change that has already been here … for years.”

Charoen Pokphand Group (CP), True Leasing (TLS), Siam Cement Group (SCG), Toyota Motor Corporation (Toyota), and Commercial Japan Partnership Technologies Corporation (CJPT) have signed a Memorandum of Understanding (MOU) to further accelerate collaboration towards achieving carbon neutrality in Thailand.
This MOU is based on achievements to date in our joint efforts, including logistics efficiency at CP and SCG sites and the introduction of carbon-neutral mobility based on usage in Thailand.
Based on an agreement built on the deep trusting relationship between CP’s Senior Chairman Dhanin Chearavanont, President and CEO of SCG Roongrote Rangsiyopash, and then-President Akio Toyoda of Toyota; CP, TLS, SCG, Toyota and CJPT have been promoting initiatives in the three areas of data, mobility, and energy.
This MOU is signed by Soopakij Chearavanont, Chairman of CP Group; Koji Sato, CEO of Toyota; Roongrote Rangsiyopash, CEO of SCG; Hiroki Nakajima, President of CJPT; and Kachorn Chiaravanont, President of True Leasing. Efforts are underway while considering how they can contribute to the happiness of the 67 million Thai citizens under the concept of doing what can be done now, together with like-minded partners.

There are three areas of focus: Data Solutions, Mobility Solutions, and Energy Solutions. In Data Solutions, we improved loading efficiency and optimized delivery routes by utilizing big data from CP and SCG’s retail and logistics operations as well as traffic flow and vehicle data. At the stores where we conducted the demonstration, we confirmed approximately 15%*1 immediate reduction in CO2 emissions.
For Mobility Solutions, we introduced a variety of vehicles, including FC Trucks, the Hilux Revo BEV concept, the JPN TAXI LPG-HEV, and mini-commercial light vans (Kei) based on how they are used in Thailand. The vehicles were used in the demonstration for logistics and human flow operations. We confirmed approximately 68 tons/year*2 reduction in CO2 emissions. In addition, we succeeded in flight verification of the FC Drone for fertilizing, seeding, and other tasks at a CP Farm.
For Energy Solutions, we introduced, for the first time in Thailand, equipment to produce hydrogen using biogas derived from Charoen Pokphand Foods poultry farm manure and food waste at Toyota’s bases, for the effective use of energy unique to Thailand. The hydrogen was used as fuel for FC Trucks and the FC Drone—and in a racing car at the end of December. In addition, we have plans to conduct a demonstration on energy management at our sites using solar power generation and a Battery Energy Storage System.
As the next step, under the concept of various approaches and depending on the usage in Thailand, we will contribute to carbon neutrality using HEVs or Kei that are immediately required in Thai society, as well as the further introduction of FCEVs and BEVs.
We are also taking on the challenge of energy efficiency improvement and cost reduction throughout the entire process of producing, transporting, and using energy by using renewable energy suited to resource conditions and usage in Thailand.
To improve logistics efficiency through data, we will utilize CP and SCG’s data in retail and logistics as well as Toyota’s Digital Twin Technology to optimize the flow of personnel, logistics, and energy by collaborating with a social system, such as energy management and traffic control, etc.
To accelerate those initiatives, under the unified MOU and with the new company Commercial Japan Partnership Technologies Asia Co., Ltd. established in Thailand, we join forces across industries to realize a carbon-neutral society that is unique to Thailand, starting from Thailand and needed by other countries.
CHONBURI – An employee of a material sorting company in Chonburi Province found the skeletons of human legs attached to a cardboard box from the United States.
The Sri Racha Police Station in Sri Racha District, Chonburi Province, was notified that human legs were discovered in skeletal condition, compressed, and affixed to a cardboard box inside the container transported from the United States.
They were discovered in a material sorting area of a company’s duty-free zone in the Ban Thang Tong community, Village No. 8, Bang Phra Subdistrict, Sriracha District, Chonburi Province. Human leg skeletons were like wearing black trainers. They also found pelvic skeleton parts. It is assumed that they are foreigner’s bones.

BANGKOK – The Department of National Parks, Wildlife, and Plant Conservation released on December 19 the first photos of two tiger cubs and their mother in Slap Phra Wildlife Sanctuary, Kanchanaburi Province, western Thailand.
Mana Permpool, Director of Wildlife Conservation Division, Regional Office 3 (Ban Pong), announced that the discovery of tiger cubs during the installation of automatic camera traps to track the long-term tiger population in Slap Phra Wildlife Sanctuary shows the potential of the area in terms of prey abundance and the condition of the forest area conducive for tiger reproduction.

Over 420 automatic camera traps have been installed in 7 protected areas of the southern part of the Western Forest Complex (sWEFCOM) to record the population of tigers and other wild cat species, including predators, from early 2023 to date. The area is a large wildlife corridor in a dry evergreen forest and is located near a large river.
Analysis of the data from the automatic camera traps revealed that 3 tigers were photographed, an adult female listed in the tiger database under the code TWT128F, which is the mother tiger, and two cubs (with the codes SLT_Unknown003 and SLT_Unknown004).

Before this event, TWT128F was photographed in August 2023. The same camera trap also photographed an adult male tiger three times with the code HKT270M. This is the first time a cub has been photographed at Slap Phra Wildlife Sanctuary using an automatic camera trap.
Mana said that the tiger population in sWEFCOM is on the rise, especially the tigers that have been photographed for the first time in the area. This is a first step towards the success of efforts to promote this forest as another hope for restoring tiger populations in the future. Six species of wild cats have been studied in sWEFCOM, including tigers, leopards, clouded leopards, marbled cats, fire cats and fishing cats.
The installation of these cameras is part of a project to survey the distribution of wild cat species in the southern part of the Western Forest Complex of Panthera, Southeast Asia and South Asia, in collaboration with the Department of National Parks, Wildlife and Plant Conservation, the Slap Phra Wildlife Sanctuary, Kanchanaburi Province, and Kasetsart College, Faculty of Forestry.
