'There Will Definitely be an Election' in 2017, Prayuth Promises

BANGKOK — A general election will be held in 2017 even if the draft constitution does not pass a referendum this year, Gen. Prayuth Chan-ocha said today.

The government had previously made a new constitution a prerequisite for a general election, but junta leader Prayuth, who serves as prime minister, said Tuesday a vote would go ahead in mid-2017, even if it had to be held under a previous constitution.

"No matter whether the draft constitution passes the referendum or not, the government will hold the election in 2017 according to our roadmap," Prayuth told reporters.

The junta has curbed dissent and pushed back the timetable for elections to 2017, raising concern about the prospects of a country that was for years hailed as a shining example of a fast-developing Asian economy.

A junta-appointed committee has written a draft for the country's 20th constitution and is expected to unveil it on Friday.

A military appointed "reform council" rejected a previous draft in September. This time, the government will put the draft to a referendum, which is expected in July though no date has been fixed.

Democracy activists and some political parties say the charter will undermine the development of democracy and result in weak coalitions easily manipulated by the military.

Meechai Ruchupan, chairman of the Constitution Drafting Committee, said in a interview last week the constitution was aimed at resolving long-running problems such as abuse of power by lawmakers.

Contentious articles include provisions that empower a Constitutional Court to intervene in political conflict, a partially or wholly appointed Senate and provisions for an unelected prime minister.

Prayuth did not say why he wanted an election even if the draft is rejected, but his announcement is likely to ease concern that a return to democracy could be repeatedly derailed.

"I promise that in July 2017 there will definitely be an election," he said.

Police Seize Contraband Child Spirit Dolls

150 illegally imported haunted spirit dolls known as ‘Luk Thep’ are displayed Tuesday by police in Bangkok.

BANGKOK — A haul of strange looking dolls was shown off by police today as the latest evidence of public obsession over a kind of haunted spirit doll.

Police were dispatched to inspect shops selling Luk Thep in Bangkok’s largest wholesale markets Tuesday, where they confiscated 150 dolls from their sellers for smuggling them into Thailand without paying duties.

Inspired by the latest obsessive trend, police were sent to markets in the Sampeng and Wang Burapa areas, as well as some shops in the capital’s Bang Khae district. The 150 dolls were seized from vendors who failed to show proper tax documents and taken to the police station.


‘Luk Thep’ Drug Mule Busted at Chiang Mai Airport 


The dolls have street values ranging from 500 baht to 5,000 baht. For the ritual ceremony in which a child’s soul is invited to inhabit the doll as a spiritual vessel, the police assessed another 500 baht value on top of their listed price.

Police from the Economic Crime Suppression Division said the ongoing smuggling of Luk Thep dolls has cost the country more than 100,000 baht.

Luk Thep have become increasingly coveted recently since first being introduced last year as a trendy possession for the superstitious set. Many are believed to be factory-made dolls from China brought to Thailand to undergo the ritual required to be full-fledged Luk Thep.

More inspections and seizures of contraband spirit dolls will be done across metro Bangkok to also make sure they are not used to transport illegal goods, police said.

Rage Woman Returns in New Video

Screenshots show an angry woman at the Department of Land Transport in Bangkok on Tuesday.

BANGKOK — A woman who went viral on the internet last week for her abusive behavior over a parking ticket was back with more today.

In a video posted online Tuesday, a woman was seen shouting incoherently at officials at the Department of Land Transport.

A representative at the Department of Land Transport confirmed the video shows a woman ranting at the venue, but said the incident occurred yesterday, not today as alleged by the Facebook page to which it was posted.

“… She was shouting something. We couldn’t make out what she said,” said the official, who spoke on condition of anonymity because she feared punishment from her supervisors. According to the official, the woman arrived in a car and drove away after she finished her ranting. 

Asked whether the department will alert police about the woman's actions, the official said they have guards capable of handling security.

“As long as she doesn’t do something violent, we won’t call the police,” the official said. 

In the first video posted Wednesday, the woman was seen throwing a tantrum at department officials, reportedly after losing her temper over being ticketed for parking in a restricted area.

No Chance of Snow in Thailand, Meteorologist Confirms

CHIANG RAI — Netizens’ hope to see a white winter melted away today.

Following snowballing rumors on social media that northern Thailand would soon be blanketed in snow, meteorologist Sri Chaiyathon said it’s not going to happen, because it’s not possible.

Snowy speculation first surfaced Jan. 22 when some Pantip users noticed snow forecast by some online services over some parts of the north such as Doi Inthanon, the nation’s highest peak. Subzero temperatures recorded in the northern mountains also fueled imaginations. 

But snow needs more than below-freezing temperatures, Sri said, including low-altitude clouds and other climate factors not found in Thailand.

Nonetheless, a small solace for cold-loving Thais: Sri said the cold spell will continue a few more days thanks to cold winds blowing from Myanmar.

Married Cop Kills Mistress, Her Boyfriend and Mother

CHONBURI — A married police officer is accused of murdering his mistress, her boyfriend and her mother out of jealousy this morning in Chonburi’s Phanat Nikhom district.

Sen. Sgt. Maj. Theerayut Phetjit allegedly shot 27-year-old Yupa Sara after finding her in bed with her rescue worker boyfriend Thiwa Mahaphol, 21. He killed both and then also shot to death the woman’s mother, 50-year-old Somsong Sara.

Theerayut also riddled a newly purchased white Toyota parked in front of the house with bullets before fleeing the scene, police said.

He later turned himself into the Chonburi city police station. Police were first notified of the incident about 7am.

Police said he confessed to driving to see Yupa after his shift ended this morning. He said that after finding her in bed with Thiwa, he used his 9mm pistol to kill Thiwa and then Yupa before turning the gun on her mother, according to police Maj. Amphon Buarubporn.

In questioning, Theerayut told police he is married but had been seeing Yupa for four years. He financially supported Yupa and had bought her the new car, Amphon said. Yupa and Thiwa were believed to have begun a relationship last month, Amphon said.

Theerayut has been terminated from the police force and authorities have filed murder and weapons charges against him.

Malaysia Says Metal on Thai Beach Not Flight 370

KUALA LUMPUR —Malaysia has confirmed that the piece of metal found washed up on a Thai beach is not from the missing Malaysia Airlines Boeing 777.

The confirmation Tuesday came after a Japanese rocket maker said yesterday that the piece is likely part of a rocket launched by Japan.

Malaysian Transport Minister Liow Tiong Lai said in a statement that Malaysian and Thai experts examined the debris and ascertained that the numbers engraved on the body, the wire bundle and the bolts do not match those of a Boeing 777.

Flight 370 took off from Kuala Lumpur on March 8, 2014 for Beijing. But it soon lost communications and made a sharp turn away from its destination before disappearing. It is presumed to have crashed in the southern Indian Ocean, far away from Thailand.

Cold Blamed for 8 Deaths, Storms Sink 3 Ships

A Singaporean cargo vessel founders Monday evening just off the coast of Narathiwat province.

BANGKOK — The recent cold snap and turbulent weather are being blamed for the deaths of six deaths in the north and sinking ships in the south.

While the temperature was slightly higher Tuesday in Bangkok, the cold spell remained in the north and northeast of Thailand, where an elderly woman, two men and three people were found dead in three Isaan provinces of Nakhon Phanom, Bueng Kan and Sakhon Nakhon, where temperatures fell as low as 5C.

Low temperatures were also blamed for the death of a 58-year-old disabled man in Loei province and a man found dead in Udon Thani along a road. Police said he died after passing out from drinking too much.

Along the southern gulf coast, thundershowers and strong winds drove high waves in the sea. In Nakhon Si Thammarat, five crewmembers of a fishing boat had to cling to plastic crates in the sea for five hours before making their way ashore.

Fisherman Chaichan Damrak, 49, said his boat was heading back to shore when heavy waves capsized the vessel.

The main road in Nakhon Si Thammarat’s Pak Phanang district, which runs along the sea, was heavily damaged by 2- to 4-meter high waves. Homes located nearby were also damaged.

Six of eight fishermen are now reported safe after their fishing boat sank 20 nautical miles from the shore in Chumphon province. Military personnel are searching for the other two.

In Narathiwat province, a Singaporean cargo ship hauling stone sank Monday evening off Narathat Beach. No one was reported injured.

Former Army Chief 'Confident' of Being Cleared by Junta Investigators

BANGKOK — The manager of the army-built royal monument park which became mired in corruption allegations soon after opening late last year said he’s certain those charges will be dismissed by the junta’s anti-graft watchdog.

Former army chief Udomdej Sitabutr, already cleared by two previous reviews, said today he believes that two other inquiries into the Rajabhakti Park project will likewise find him not guilty of any fault because he didn’t do anything wrong. 

“Let me insist to everyone that we’re confident in all our procedures, because we have been full of goodwill throughout our efforts,” Gen. Udomdej told reporters Tuesday at Government House. “I’m not worried, because the agencies that are investigating me will give me justice.”


Former Army Chief Explains Royal Park Project Graft


As the commander of Royal Thai Army at the time, Udomdej supervised the construction of Rajabhakti Park, a massive park featuring seven enormous statues of Thai kings, from 2014 to 2015. Much of the budget came from donations, with some funds from the state.

But the park, located in Prachuap Khiri Khan province, has been the subject of intense scrutiny by critics of the military government since November, when reports of corruption and shady expenses surfaced in the media.

In response to the scandal, authorities launched two internal inquiries into the park, one led by the army and the other by the Ministry of Defense. Both found no irregularities and declared Udomdej not guilty of any wrongdoing.


No Corruption in Rajabhakti Park, Army Rules

Udomdej still faces two more probes, one by the junta’s Centre for National Anti-Corruption and the Office of the Auditor General. The centre said it would wrap its investigation before the end of this month.

Udomdej said he believes the issue will be settled once the centre announces its findings.

“I’m confident it will be, because we are very dedicated in our work, and I believe not one of us would do anything bad,” he said. “I insist on my honesty, and I ask all of you to be confident in me.”

Udomdej, who retired from the army in November but still serves as deputy Minister of Defense, also defended the project for helping to instill loyalty toward the monarchy among Thai people.

“This project is a good project. It’s a project that we intend to remind people that we still have this country because of the monarchy, and it meets its purpose,” Udomdej said. “It’s just some people may not understand us. We are trying to explain everything. I let them investigate me, and I’m not worried.” 

Members of the public are still welcome to donate to the Rajabhakti Foundation, which maintains the massive monument complex, added the retired army chief, 

The Rajabhakti Park scandal is by far the most serious charge of corruption to hit the junta, which positioned itself as crusaders against any and all graft when it seized power in May 2014. 

Defying the junta’s ban on protests, some activists and politicians attempted to highlight the scandal by traveling to Rajabhakti Park with the press. Both attempts, one in November and another in December, were stopped by security officers.

Leaders of the latter expedition, organized by a pro-democracy group called New Democracy Movement, now face charges for a failed train trip to the royal monument.

Malaysian PM Cleared in USD$700 million Scandal

KUALA LUMPUR — Malaysia's attorney general says nearly USD$700 million channeled into Prime Minister Najib Razak's private accounts was a personal donation from Saudi Arabia's royal family, and cleared him of any criminal wrongdoing.

The announcement capped months of uncertainty for Najib, who has come under intense pressure to resign over the financial scandal in his biggest political crisis since he took power in 2009.

Attorney General Mohamed Apandi Ali says investigations by the country's anti-corruption agency showed that no criminal offence was committed as the USD$681 million ( 25 billion Baht) transferred into Najib's accounts in early 2013 was "given without any consideration" by the Saudi royal family as a personal donation.

He said Tuesday that Najib returned USD$620 million to the Saudi royal family in August 2013 as it wasn't utilized.
