“At the time, I noticed that he was a lovely dog.” He was always having fun with the students. “Do you come to stay and look after the building?” I asked. and “There will be someone to take care of you.” It looked that he understood; he then came to stay in the building, followed by two other dogs. The university had now registered them all for vaccination and sterilisation.

To keep the dogs’ diet under control, the university placed a sign requiring anyone who wants to feed the dogs to do so after 2:00 p.m.

China’s Foreign Minister Visits Cambodia Days After Incumbent Premier Hands Off The Job To His Son

PHNOM PENH, Cambodia (AP) — China’s foreign minister visited Cambodia over the weekend to reaffirm his country’s commitment to the southeast Asian country after its incumbent prime minister handed off the job to his son following a one-sided election last month, officials said.

Wang Yi is the first foreign leader to visit Cambodia, days after Hun Sen’s announcement that his 45-year-old son and the country’s army chief, Hun Manet, is replacing him.

A video of the meeting was posted on Hun Sen’s Telegram channel on Sunday.

Eang Sophalleth, Hun Sen’s spokesman, told reporters after the meeting that Wang Yi expressed China’s willingness to cooperate with the newly-appointed prime minister.

Cambodia’s foreign ministry later released a statement citing Wang Yi as expressing China’s support for “the Kingdom’s emerging government leadership.”

Hun Sen, the longest-serving government head in Asia, and his party sealed a landslide victory in the country’s general election after barring the main opposition group —the Candlelight Party— from contesting the polls on a technicality. Western nations and rights groups criticized the election saying it was neither “free” nor “fair.”

Wang Yi met with both Hun Sen, his newly appointed son as well as Foreign Minister Prak Sokhonn. He praised the election saying it was free and fair, with more than 80% of Cambodians participating in the presence of several dozens of foreign observers.

On August 7, King Norodom Sihamoni formally appointed Hun Manet as the new premier. He will take office on Aug. 22 when the new National Assembly adopts the new cabinet.

Hun Manet won his first seat in Parliament in the election, and the handover from his father is part of a larger, generational shift: Many younger lawmakers —mostly educated in the West — are expected to take up ministerial positions, including Hun Sen’s youngest son and others related to older party members.

Cambodia is a key Chinese diplomatic partner, helping dampen criticism of Beijing within the 10-member Association of Southeast Asian Nations, several of whose members are engaged in territorial disputes with China in the South China Sea.

In return, China has gained an outsized role in Cambodian politics and the economy, as seen in the numerous Chinese-funded projects, hotels and casinos dotting the landscape. China’s state banks have also financed airports, roads and other infrastructure built with Chinese loans. More than 40% of Cambodia’s $10 billion in foreign debt is owed to China.

In June last year, China and Cambodia broke ground on a naval port expansion project that has raised concerns from the U.S. and others that it could give Beijing a strategically important military outpost on the Gulf of Thailand.

Hun Sen in 2019 reportedly granted China the right to set up a military base at the Ream Naval Base. He has long denied that, saying Cambodia’s Constitution prohibits foreign military facilities.

The aging leader, who turned 71 last Saturday, said that stepping down as prime minister “is not the end yet” and he would serve in other positions at least until 2033, which would bring him to a half-century in office. He is expected to retain a large amount of control as president of his Cambodian People’s Party and as the Senate president.

The Death Toll Rises To 93 In Maui Wildfires Making It The Deadliest US Wildfire In More Than 100 Years

LAHAINA, Hawaii (AP) — As the death toll from a wildfire that razed a historic Maui town climbed to 93, authorities warned that the effort to find and identify the dead was still in its early stages. The blaze is already the deadliest U.S. wildfire in more than a century.

Crews with cadaver dogs have covered just 3% of the search area, Maui Police Chief John Pelletier said Saturday.

“We’ve got an area that we have to contain that is at least 5 square miles, and it is full of our loved ones,” he said, noting that the number of dead is likely to grow and “none of us really know the size of it yet.”

He spoke as federal emergency workers picked through the ashen moonscape left by the fire that razed the centuries-old town of Lahaina. Teams marked the ruins of homes with a bright orange “X” to indicate an initial search, and “HR” when they found human remains.

Pelletier said identifying the dead is challenging because “we pick up the remains and they fall apart.” The remains have been through “a fire that melted metal.” Only two people have been identified so far, he said.

During the search efforts, the barks of cadaver dogs alerting their handlers to potential remains echoed over the hot, colorless landscape.

“It will certainly be the worst natural disaster that Hawaii ever faced,” Gov. Josh Green said as he toured the devastation on historic Front Street. “We can only wait and support those who are living. Our focus now is to reunite people when we can and get them housing and get them health care, and then turn to rebuilding.”

At least 2,200 buildings were damaged or destroyed in West Maui, Green said, nearly all of them residential. Across the island, damage was estimated at close to $6 billion.

The Upcountry fire affected 544 structures, most of them homes, Green said.

As many as 4,500 people are in need of shelter, county officials said on Facebook, citing figures from the Federal Emergency Management Agency and the Pacific Disaster Center.

Pelletier encouraged people with missing family members to go to a family assistance center to take a DNA test.

“We need to identify your loved ones,” Pelletier said.

Those who escaped were thankful to be alive as they mourned those who didn’t make it.

Retired fire captain Geoff Bogar and his friend of 35 years, Franklin Trejos, initially stayed behind to help others in Lahaina and save Bogar’s house. But as the flames moved closer and closer Tuesday afternoon, they knew they had to flee.

Survivors witnessed a surreal landscape of flattened homes, blackened hulks of burned-out cars and ashy lots where buildings once stood as they took stock of their shattered lives in the aftermath of a fast-paced wildfire on the Hawaii island of Maui that authorities say killed at least 89 people.

Anthony Garcia assessed the devastation as he stood under Lahaina’s iconic banyan tree, now charred, and swept twisted branches into neat piles next to another heap filled with dead animals: cats, roosters and other birds killed by the smoke and flames. Somehow it made sense in a world turned upside-down.

“If I don’t do something, I’ll go nuts,” said Garcia, who lost everything he owned. “I’m losing my faith in God.”

Garcia and other residents were faced with catastrophic destruction resulting from the wildfires that tore through parts of Maui this week and were still not fully contained Friday night.

Maui County raised the number of confirmed deaths to 80 in a 9 p.m. statement Friday. Gov. Josh Green had warned the death toll would likely rise as search and rescue operations continue. Authorities set a curfew from 10 p.m. until 6 a.m. Saturday.

“The recovery’s going to be extraordinarily complicated, but we do want people to get back to their homes and just do what they can to assess safely, because it’s pretty dangerous,” Green told Hawaii News Now.

Cadaver-sniffing dogs were deployed to search for the dead, Maui County Mayor Richard Bissen Jr. said.

A new wildfire Friday evening triggered the evacuation of Kaanapali in West Maui, a community northeast of the area that burned earlier, but crews were able to extinguish the fire before 8:30 p.m., authorities said.

Attorney General Anne Lopez announced plans to conduct a comprehensive review of decision-making and standing policies impacting the response to the deadly wildfires.

“My Department is committed to understanding the decisions that were made before and during the wildfires and to sharing with the public the results of this review,” Lopez said in a statement.

The wildfires are the state’s deadliest natural disaster in decades, surpassing a 1960 tsunami that killed 61 people. An even deadlier tsunami in 1946, which killed more than 150 on the Big Island, prompted development of a territory-wide emergency system with sirens that are tested monthly.

Many fire survivors said they didn’t hear any sirens or receive a warning giving them enough time to prepare, realizing they were in danger only when they saw flames or heard explosions.

“There was no warning,” said Lynn Robinson, who lost her home.

Hawaii emergency management records do not indicate warning sirens sounded before people had to run for their lives. Officials sent alerts to mobile phones, televisions and radio stations, but widespread power and cellular outages may have limited their reach.

Fueled by a dry summer and strong winds from a passing hurricane, at least three wildfires erupted on Maui, racing through parched brush covering the island.

The most serious blaze swept into Lahaina on Tuesday and left a grid of gray rubble wedged between the blue ocean and lush green slopes. Associated Press journalists found the devastation included nearly every building on Front Street, the heart of historic Lahaina and the economic hub of Maui.

There was an eerie traffic jam of charred cars that didn’t escape the inferno as surviving roosters meandered through the ashes. Skeletal remains of buildings bowed under roofs that pancaked in the blaze. Palm trees were torched, boats in the harbor were scorched and the stench of burning lingered.

“It hit so quick, it was incredible,” Kyle Scharnhorst said as he surveyed his damaged apartment complex.

Summer and Gilles Gerling sought to salvage keepsakes from the ashes of their home. All they could find was the piggy bank Summer Gerling’s father gave her as a child, their daughter’s jade bracelet and watches they gifted each other for their wedding. Their wedding rings were gone.

They described their fear as the strong wind whipped the smoke and flames closer, but said they were happy to have made it out alive with their two children.

“Safety was the main concern. These are all material things,” Gilles Gerling said.

The wildfire is already projected to be the second-costliest disaster in Hawaii history, behind only Hurricane Iniki in 1992, according to disaster and risk modeling firm Karen Clark & Company. The fire is the deadliest in the U.S. since the 2018 Camp Fire in California, which killed at least 85 people and destroyed the town of Paradise.

The danger on Maui was well known. Maui County’s hazard mitigation plan updated in 2020 identified Lahaina and other West Maui communities as having frequent wildfires and several buildings at risk. The report also noted West Maui had the island’s second-highest rate of households without a vehicle and the highest rate of non-English speakers.

“This may limit the population’s ability to receive, understand and take expedient action during hazard events,” the plan stated.

Maui’s firefighting efforts may have been hampered by limited staff and equipment.

Bobby Lee, president of the Hawaii Firefighters Association, said there are a maximum of 65 county firefighters working at any given time with responsibility for three islands: Maui, Molokai and Lanai.

The department has about 13 fire engines and two ladder trucks, but no off-road vehicles to thoroughly attack brush fires before they reach roads or populated areas, he said.

Maui water officials warned Kula and Lahaina residents not to drink running water, which may be contaminated even after boiling, and to only take short, lukewarm showers in well-ventilated rooms to avoid possible chemical vapor exposure.

Andrew Whelton, a Purdue University engineering professor whose team assisted with the Camp Fire and Colorado’s 2021 Marshall Fire, said showering in water potentially containing hazardous waste levels of benzene is not advisable and a do-not-use order would be appropriate until analysis is complete.

Lahaina resident Lana Vierra, who filled out FEMA assistance forms Friday at a relative’s house, fled Tuesday and was eager to return, despite knowing the home where she raised five children and treasured items like baby pictures and yearbooks were gone.

“To actually stand there on your burnt grounds and get your wheels turning on how to move forward — I think it will give families that peace,” she said.

Riley Curran said he fled his Front Street home after climbing up a neighboring building to get a better look. He doubts county officials could have done more due to the speed of the onrushing flames.

“It’s not that people didn’t try to do anything,” Curran said. “The fire went from 0 to 100.”

Curran had seen horrendous wildfires growing up in California, but “I’ve never seen one eat an entire town in four hours.”

Opinion: Bangkok, a Most Visited City on Earth, and The Other Bangkok

Many Thais expressed pride when a travel website, Travelness.com, recently reported that Bangkok was the most visited city on earth in the first half of 2023 – 22.78 million foreign visitors compared to 19.1 of Paris and London’s 19.09 (Dubai clocked in the fourth place at 15.93 followed by Singapore at 14.67).

We should identify and reinforce Bangkok’s charms and strengths in order to further cement Bangkok as one of the most popular cities on the planet. Truth be told, Bangkok is a different city if you are working and living in the city as a low-paid working class, lower middle class or migrant labors from neighboring countries.

But first let’s look at Bangkok’s strengths and charms. And there are plenty. Bangkok is strategically located in Southeast Asia and a major air traffic hub. It is just a few hours away by air from many other major cities in the region, five to six hours to Seoul or Tokyo, just two hours to Hong Kong and Singapore and more.

While the living costs are getting higher, Bangkok for foreign visitors is still a relative bargain, be it hotel or food prices where you can still survive or a shoestring and spend two U.S. dollars a meal on street food or less than 10 dollars for cheap guesthouses and equally affordable massages.

On the other hand, if you can afford, there is the Oriental Hotel, the Peninsula, and several Michelin-starred restaurants in this cosmopolitan city. Many historic sites are easily accessible via care-free Tuk Tuk and both sky and underground railways can get you from point A to Z without traffic and are clean, and not jam-packed compared to Tokyo. People are generally non-judgmental and warm and there are little Arab (Soi Nana), Korean Town, Japanese village (Nihon Mura), and two Chinatowns to explore.

Enough with praising Bangkok. Now, if you are a working class, lower middle class or migrant labors from Myanmar, Cambodia or Laos, Bangkok is a totally different city and not very livable at all.

If you cannot afford a car or cannot regularly pay for a taxi ride or the relatively expensive Skytrain and subway, then your Bangkok experience is totally different from that of foreign tourists. Try waiting for a congested non-aircon bus in air-polluted Bangkok during rush hours. The waiting time can be unpredictable, the ride will occasionally be risky due to reckless drivers.

Next, your accommodation would not be five-stars, in fact it will most likely be tiny apartment and a long commute from your workplace (many migrant workers in the construction sector live in a very modest camp-like environment separated from the rest of Bangkok).

As for food, yes, you can get relatively cheap street food, but many are not healthy if eaten for a prolonged period of time due to MSG and some lower quality ingredients. What’s more, while the working class in Europe can save for a year and spend a month vacationing in Bangkok, Phuket or Chiang Mai for their annual summer holidays, the same cannot be said about any savings that may be left if you are a working-class Thais or migrant laborer from Myanmar.

Then there is the annual air pollution from the PM2.5 micro-dust particles, the inconveniences of flood accompanied by nightmarish traffic jams, little green space to relax, and hazardous pavements that is a persistent danger to street walkers.

Bangkok, while is among the most visited places on the planet, is not among the most livable cities on earth, particularly if you are just a working-class Thai. There is a lot to do to make Bangkok a better place for many Bangkok residents and we cannot just count on the governor or accolades from travel websites and foreign visitors.

Call Center Gang Tricks Student Into Staging Her Own Abduction for Ransom

Police officers question the victim at a hotel in Bangkok on Aug. 11, 2023.
Police officers question the victim at a hotel in Bangkok on Aug. 11, 2023.

BANGKOK — Police on Saturday said they rescued a woman who was tricked by scammers into staging her own abduction for ransom from her family.

The victim, a second-year university student, was found unharmed alone in a hotel room in Bangkok’s Lat Krabang district on Friday, commander of Metropolitan Police’s investigation unit Teeradet Thammasuthee said. Her family sought help from police after the scammers contacted the victim’s mother, falsely claiming that her daughter had been kidnapped and demanded a ransom of 3 million baht.

“This is the latest trick employed by call center gangs,” Maj. Gen. Teeradet said. “They deceived both the victim and the victim’s parents into paying ransom.”

Police said the victim received a phone call claiming to be Thailand Post on Friday afternoon, saying she sent a parcel containing contraband goods. When the victim declined, the scammer then transferred the call to another scammer posing as police who pretended to look into her files and led her to believe that she was wanted for alleged money laundering.

Out of panic, the victim gave out her personal information to the scammer, including her parent’s contact information, and was deceived into transferring her money “for examination.” The scammer then instructed the victim to check into a nearby hotel room and stay there “for her safety” while the alleged investigation was being conducted.

Once in the hotel room, another scammer reached out to the victim’s mother using the victim’s Line account that they had obtained the password and threatened to cut her daughter’s fingers if she failed to pay a ransom of 3 million baht.

The victim’s mother was led to believe that her daughter was actually kidnapped as the scammer texted from her daughter’s Line account. She then alerted the police and found her at a hotel near Suvarnabhumi Airport.

Police said initial investigation found that the callers were based in Cambodia and used video calling to manipulate the victim.

Police special advisor Sompong Chingduang said four similar cases had been reported so far. He advised students and their parents to beware of unknown callers.

He’s ‘Just Ken’ But Will The ‘Barbie’ Movie Change His Popularity?

FILE - Ryan Gosling, left, and Margot Robbie pose for photographers upon arrival at the premiere of the film 'Barbie' on July 12, 2023, in London. (Scott Garfitt/Invision/AP, File)

NEW YORK (AP) — On and off the big screen, it’s Barbie’s world and Ken is just living in it.

As reflected in Greta Gerwig’s blockbuster movie that tackles the legacy Mattel’s famous doll, Barbie has always been more popular than Ken. For every Ken doll sold today, there’s generally eight to 10 Barbies sold, according to Jim Silver, a toy industry expert and CEO of review site of TTPM.

It’s unclear if Warner Bros’ “Barbie,” which was also co-produced by Mattel, will increase Ken production and sales. But Silver noted that the movie “gave Ken more attention than Ken has received” in decades.

Ken was first introduced back in 1961, two years after Barbie hit store shelves. But he hasn’t had nearly the same impact on the Barbieverse since.

“Barbie’s world is about Barbie. And (to some), Ken may be an accessory of sorts,” said Ed Timke, an assistant professor of advertising and public relations at Michigan State University, pointing to years of marketing that has, naturally, put Barbie at center stage.

barbie ken

The new attention around Ken following “Barbie’s” release has also received pushback. Many note that the movie is about Barbie — not Ken — and that’s where the spotlight should stay.

Still, the dynamic between the film’s Barbie and Ken may get people to reflect some big questions about gender as well as Ken’s own evolution over the years.

Who is Ken as a toy and how has he changed?

Ken’s relationship to Barbie has been up for debate since the two hit the toy aisle together. While Mattel long-advertised Ken as Barbie’s boyfriend — and even detailed their 2004 split and subsequent reconciliation seven years later — many also saw Ken as Barbie’s best friend, and sometimes queer icon. One 1993 version of Ken in particular, Earring Magic Ken, became notably popular among LGBTQ consumers, the New York Historical Society notes. At the time, Mattel denied the Earring Magic Ken was queer and later pulled him from shelves.

Other popular versions of Ken ranged from the tuxedo-wearing 1984 Dream Date Ken, to 1978 Superstar Ken and 1979 Sun Malibu Ken, which became one of the doll’s most iconic looks (as reflected in Ryan Gosling’s character). While Ken has gone through far fewer career changes than Barbie, his resume boasts job titles like astronaut, barista, country western singer and doctor.

“A wonderful thing is that through play, children are free to have their dolls take on any type of role that they wish,” said Ann Herzog, a clinical instructor of child life and family-centered care at Boston University.

She also underlined the importance of diversity in toy collections and providing “open-ended play opportunities and not to endorse stereotypes that the Barbie collection and dolls in general are only specific to a particular gender.”

While children of all genders, including young boys, have played with Barbie and Ken over the years, Timke notes that “there’s definitely the gendering of marketing toward girls” for both figures, pointing to contrasts in advertising for products historically seen as “boy toys,” such as G.I. Joe. That legacy, as well as other socialization, still impacts who plays with certain toys today.

Still, Ken — like Barbie — has evolved over time and become more diverse, particularly after Mattel rolled out more skin tones, body types, hairstyles and more for Ken dolls in 2017. Some Kens also have prosthetic legs, wheelchairs and hearing aids. Increases in diverse representation — with similar changes seen since 2016 for Barbie — has boosted the dolls’ popularity and comeback sales, Silver said.

Will Barbie (and Ken) sales increase following the movie’s release?

Mattel did not respond to The Associated Press’ requests for data or comment on specific Ken and Barbie sales seen before and after “Barbie’s” July 21 release. But according to market research firm Circana, Barbie sales overall for the U.S. toy industry increased 40% in the last two weeks of July compared with the same period in 2022.

Circana doesn’t break out Ken from Barbie sales. Still, “I suspect that, with the movie, sales of Ken dolls will experience a strong lift in sales,” Juli Lennett, VP, U.S. toys industry advisor at Circana, wrote in an email to The Associated Press. Additional experts also expected a spike in interest, but weren’t sure about the long run.

Lennett did note that the top-selling “Barbie” movie item for those last two weeks of July was the Barbie Gingham Dress followed by the Ken Doll Set. Between those two items, Barbie outsold Ken nearly two to one, she said.

For the second quarter of 2023, which ended weeks before the movie’s release, worldwide sales of Barbie to retailers excluding adjustments actually fell 6%. Mattel executives told analysts that sales had improved in July, and it expects the movie will have a halo effect on the brand for years to come.

There was a carryover of inventory across the toy industry for the first half of the year, Silver explains, noting that record sales in the first years of the pandemic led to over-buying at the end of 2022. He predicts a rebound in Barbie sales heading into the holiday season, when toy spending is high and after “Barbie” eventually makes its way to streaming.

And of course, sales following “Barbie’s” release won’t be limited to the toy aisle. Other branded products are also gaining popularity from the film, including Ken-focused swag like “I am Kenough” sweatshirts and other “Ken-ergy” apparel, are currently for sale by Mattel, as well as from third-party sellers on sites like Amazon and Walmart.

All of them were charged with conspiracy to deceive citizens, importing fraudulent information into computer systems, and money laundering.

A lot of proof was taken by the cops. It has 8,960 boxes, a printer for the list of customers to whom the goods will be sent, and two computers for opening the Facebook page. A Toyota Fortuner, an Isuzu pickup truck, a BMW S1000RR big bike, and a Honda Motocross motorbike were seized.

The police investigation revealed that Ekachan is the person who delivered packages from Chiang Rak Noi Subdistrict, Bang Pa-In District, Ayutthaya, to a private parcel service company in Bang Krang, Nonthaburi province. Over 10,000–20,000 packages worth more than 20 million baht were sent in 10 days.

Noppadol works as a customer salesperson for a company that sends packages. He started a Facebook page and buy ads and also hired admins to answer customers’ questions about lighters, petrol refills, Bluetooth speakers, etc., for a price that didn’t go over 200 baht.

When the page admin gets a list of customers, they will print the label that goes on the package and give it to the customers. The delivery location will be hidden, and the phone number will not work.

A lot of proof was taken by the cops, including 8,960 boxes.

Supitta, who is the manager of a company that delivers packages in the province of Nonthaburi, split the money in exchange for 2 baht per box. If buyers paid when the package was delivered, the money will go to the package delivery company, which will then send the money through Jesita’s account.

Investing in sending more than 10,000 boxes of parcels that do not correspond to the order each time, they will receive a return of millions of baht and share the profits which was done for about 3-4 months before being arrested by the police.

California Judge Who’s Charged With Murder Texted Court Staff That He Shot His Wife, Prosecutors Say

SANTA ANA, Calif. (AP) — A Southern California judge accused of killing his wife during an argument while drunk texted his court clerk and bailiff afterward to say he had shot her, prosecutors said Friday as they charged him with murder.

A court filing from prosecutors says Orange County Superior Court Judge Jeffrey Ferguson texted minutes after last week’s killing: “I just lost it. I just shot my wife. I won’t be in tomorrow. I will be in custody. I’m so sorry.”

Ferguson is free on $1 million bail. But prosecutors said they’re seeking new bail conditions to protect public safety and ensure he doesn’t flee after authorities found 47 weapons, including the pistol used in the shooting, and more than 26,000 rounds of ammunition at his Anaheim home. The weapons are legally owned but a rifle registered in his name is still missing, they said.

The shooting happened after Ferguson and his wife, Sheryl Ferguson, were arguing at a restaurant on Aug. 3, the Orange County district attorney’s office said in the court filing. The argument continued after the couple returned to their home in the upscale neighborhood of Anaheim Hills. The court document says the wife said something to the effect of “why don’t you point a real gun at me?” and he pulled a pistol from his ankle holster and shot her in the chest.

Their adult son called 911 and said his father had been drinking too much and shot his mom, the document says.

Jeffrey Ferguson also called 911 to vaguely report the shooting. When asked if he shot his wife, he said he didn’t want to talk about it at that time and she needed paramedics.

When officers arrived, Ferguson smelled of alcohol and told them, “Oh man I can’t believe I did this,” according to the document.

Ferguson, 72, was arrested at his home. He was released a day later and is set to be arraigned on Sept. 1.

On Friday, prosecutors charged Ferguson with murder with weapons-related enhancements. They want him to surrender his passport, wear an ankle monitor and possess no alcohol or firearms.

Ferguson’s attorneys, Paul Meyer and John Barnett, issued a brief statement and declined to answer questions. “This is a tragedy for the entire Ferguson family. It was an accident and nothing more,” they said.

Ferguson has been a judge since 2015. He handles criminal cases in the Orange County city of Fullerton. He started his legal career in the Orange County district attorney’s office in 1983 and went on to work narcotics cases, for which he won various awards. He served as president of the North Orange County Bar Association from 2012 to 2014.

In 2017, Ferguson was admonished by the Commission on Judicial Performance for posting a statement on Facebook about a judicial candidate “with knowing or reckless disregard for the truth of the statement” and for being Facebook friends with attorneys appearing before him in court, according to a copy of the agency’s findings.

Ferguson said on his Facebook page that he grew up in a military family and traveled throughout Asia as a child. He went on to attend college and law school in California. He and his wife were married in 1996.

The arrest shocked the Southern California legal community and officials have been grappling with how the case should be handled. The Orange County district attorney’s office asked state officials to weigh in on whether there was a conflict of interest before filing charges. A judge in neighboring Los Angeles County will hear the case, officials said.

The Orange County Sheriff’s Department, which runs the county jail, said Ferguson was released last week according to the pre-established rules for bail and the law. No additional conditions were sought for his release by Anaheim’s police agency, which arrested him, said Jeff Puckett, Orange County’s assistant sheriff for custody operations.

“We’re simply the people that housed him as part of our county mandate to house arrestees,” he said. “The sheriff’s department cannot impose conditions.”

At the time of Ferguson’s arrest, the facts and circumstances didn’t justify a bail enhancement, said Anaheim police Sgt. Jon McClintock. He said the judge “is afforded the same constitutional right to post bail as anyone else” and declined to comment on the filing by the district attorney’s office.

Orange County is made up of a cluster of cities — the most populous being Anaheim — that are between Los Angeles and San Diego and are collectively home to more than 3 million people.

According to a press conference held by the provincial government on Friday morning, torrential downpours and severe flooding have wreaked havoc across 110 counties, cities and districts in the province.

Infrastructure including transportation, power, communication and water facilities in the disaster-stricken areas suffered damage. As of Thursday, the flooding had affected an estimated 3.89 million people. A total of 319,700 hectares of crops had been affected, with 131,500 hectares demolished.

Residential areas also suffered losses, with 40,900 houses having collapsed, while 155,500 houses were severely damaged. A total of 1,150 primary and secondary schools, along with kindergartens, suffered damage.

Hebei carried out advance evacuation of residents from flood storage and detention zones, as well as from areas at risk of geological disasters. Nearly 1.76 million had been relocated.

The province aims to complete post-disaster reconstruction work within two years, and will ensure that every affected student can return to school by Sept. 1, and the affected population can return home or move into new accommodations before the onset of winter, according to the press conference.
