Thai Female Doctor Kicked by “David” Suffers From PTSD

PHUKET – A month after the incident in which Doctor Tharndao Jandam, also known as Dr. Pai, was kicked by Mr. Urs Beat Fehr, or David, a 45-year-old Swiss national, on the stairs of a beach villa in Yamu, Pa Klok District, Thalang District, Phuket Province, Dr. Pai has expressed her concern about the case, which has prompted her to seek psychiatric help.

Dr. Pai told Khaosod reporter on April 1, that she was worried that her case may not be handled fairly because the authorities have been silent. She was quite stressed because she was afraid of not getting justice.

She also had frequent nightmares that disturbed her sleep, so she had to consult a psychiatrist, who prescribed her sleeping pills and said that she was also mentally affected and had symptoms of Post-traumatic stress disorder (PTSD). This is because one month has passed since the incident, and she will need to discuss further treatment with the psychiatrist. She has an appointment to see the doctor again on April 10.

Dr. Pai called on state officials involved in the justice system to help her. She said she is fighting this case because she does not want this to happen to anyone else. She wants justice. The prosecutor has already filed a Section 391 lawsuit with the court, but she may have to file a Section 295 lawsuit herself, so she is consulting with her father and her attorneys.

Section 391 states: Whoever commits an act of violence not amounting to bodily or mental harm to the other person shall be punished with imprisonment not exceeding one month or fined not exceeding one thousand Baht, or both.

Section 295: Whoever causes injury to the other person in body or mind is said to commit bodily harm and shall be punished with imprisonment not exceeding two years, fines not exceeding four thousand Baht, or both.

Dr. Pai would like to thank the people of Phuket and Thailand for their support. She has received a lot of encouragement from everyone and wants to say that she is fighting the case to the fullest, but ultimately she wants the case to end in true justice.

Chalermpong Saengdee, MP for Phuket and a member of the Move Forward Party, said the problem of David kicking the doctor is a social problem that affects society and all Thais. He does not want the authorities to treat the assault case as a minor offense. “Pay and it’s over” is not acceptable. He wants the authorities to treat the case fairly and not allow foreigners who behave inappropriately to use their money to influence the outcome of the case.

FRANKFURT, Germany (AP) — Marijuana campaigners in Germany lit celebratory joints on Monday as the country legalized possession of small amounts of cannabis for recreational use over objections from doctors and police.

The German Cannabis Association, which campaigned for the new law, staged a “smoke-in” at Berlin’s landmark Brandenburg Gate when the law took effect at midnight. Other public consumption events were scheduled throughout the country, including one in front of the Cologne cathedral and others in Hamburg, Regensburg and Dortmund.

Germany becomes the third European Union country to legalize cannabis for personal use after Malta and Luxembourg. The government argued that legalization would undermine criminal trade in the drug, guard against harmful impurities, and free police to pursue more serious crimes while providing for protections against use by under-18s.

The new law legalizes possession by adults of up to 25 grams (nearly 1 ounce) of marijuana for recreational purposes and allows individuals to grow up to three plants on their own. Use is prohibited within 100 meters (109 yards) of the entrance to a playground or school. That part of the legislation took effect Monday.

German residents age 18 and older will be allowed to join nonprofit “cannabis clubs” with a maximum 500 members each starting July 1. Individuals will be allowed to buy up to 25 grams per day, or a maximum 50 grams per month — a figure limited to 30 grams for people under age 21. Membership in multiple clubs won’t be allowed.

The clubs’ costs will be covered by membership fees, which are to be staggered according to how much marijuana members use.

The legislation also calls for an amnesty under which sentences for cannabis-related offenses that will no longer be illegal are to be reviewed and in many cases reversed. Regional authorities worry that the judicial system will be overburdened by thousands of cases.

Over the past 20 years, the general trend has been for European Union member countries to reduce cannabis penalties in various ways, according to the European Monitoring Centre for Drugs and Drug Addiction.

Those could include making possession a civil offense or diverting offenders to treatment instead of the criminal justice system, or less strict enforcement. In the Netherlands, cannabis remains illegal but sale of small amounts in so-called coffee shops is tolerated by the public prosecution service. A number of countries in Europe permit medical cannabis under differing sets of rules.

The law was passed by the current coalition of Chancellor Olaf Scholz’ Social Democrats, the Greens and the pro-business Free Democrats, against opposition from some of Germany’s federal states and the center-right Christian Democrats.

Christian Democratic leader Friedrich Merz has vowed that his party will reverse the legislation if it wins national elections expected in the fall of 2025. Any likely new government coalition, however, would include one of the parties that supported the law.

Leading garden stores surveyed by the dpa news agency indicated they would not be adding cannabis plants to their horticultural offerings. The German Medical Association opposed the law, saying it could have “grave consequences” for the “developmental and life prospects of young people in our country.” So did the union representing German police officers, which called it “the wrong signal.”

DAMASCUS, Syria (AP) — An Israeli airstrike has destroyed the consular section of Iran’s embassy in Syria, killing a senior Iranian military adviser and roughly a handful of other people, Syrian state media said Monday.

The strike on the Iranian consulate building could mark an escalation of the Israeli military’s ongoing targeting of Iranian military officials and allies in Syria, which have intensified since the onset of its war with Hamas in Gaza on Oct.7.

Israel, which rarely acknowledges such strikes, said it had no comment about the Syrian media reports.

The Iranian Arabic-language state television Al-Alam and pan-Arab television station Al-Mayadeen, which has reporters in Syria, said the strike killed Iranian military adviser Gen. Ali Reza Zahdi, who led the elite Quds Force in Lebanon and Syria until 2016.

Iranian Ambassador Hossein Akbari condemned Israel and said as many as seven people were killed, but first responders were still searching for any other bodies under the rubble. He said two police officers who guard the building were wounded.

Akbari vowed revenge for the strike “at the same magnitude and harshness.”

In comments to the media after meeting Akbari, Syrian Foreign Minister Faisal Mekdad said “several” people were killed. Mekdad in a phone call with his Iranian counterpart, Hossein Amirabdollahian, condemned Israel over the attack.

Iranian state television said the Iranian ambassador’s residence was in the consular building, which stood next to the embassy.

State news agency SANA, citing an unnamed military source, said the building in the tightly guarded neighborhood of Mazzeh was leveled.

Israel has carried out hundreds of strikes on targets in government-controlled parts of Syria in recent years.

Such airstrikes have escalated in recent months against the backdrop of Israel’s war against Hamas in the Gaza Strip and ongoing clashes between Israel’s military and Hezbollah on the Lebanon-Israel border.

Though it rarely acknowledges its actions in Syria, Israel has said it targets bases of Iran-allied militant groups such as Lebanon’s Hezbollah, which has sent thousands of fighters to support Syrian President Bashar Assad’s forces.

An Israeli airstrike in a Damascus neighborhood in December killed a longtime adviser of the Iranian paramilitary Revolutionary Guard in Syria, Seyed Razi Mousavi. A similar strike on a building in Damascus in January killed at least five Iranian advisers. Last week, airstrikes over the strategic eastern Syrian province of Deir el-Zour near the Iraqi border killed an Iranian adviser.

Foreign Tourists Visit Thailand More Than Expected in the First 3 Months

BANGKOK – Tourism Authority of Thailand (TAT) projects total tourism revenue to exceed 3.5 trillion baht and aims to attract over 36 million international tourists in 2024, with a focus on online marketing to reach international audiences.

Ms.Thapanee Kiatphaibool, Governor of TAT, stated that Thailand welcomed 9.37 million international tourists in the first three months of this year, exceeding expectations. The increase was driven by tourists from China, Malaysia, Russia, and European countries.

As a result, TAT projects that the number of international tourists for the entire year will exceed 36 million. Total revenue of over 3.5 trillion baht is expected in 2024, including 1.92 trillion baht from international tourists and 1.08 trillion baht from domestic tourism.  The generation of revenue is considered more important than the number of tourists.

The government has set itself the goal of positioning Thailand as a tourism center in order to sustainably promote economic growth in all dimensions. The focus is on promoting quality tourism in the main and secondary cities through “soft power”, such as food, culture, festivals, concerts, art exhibitions, films, sports and martial arts.

In 2024, the TAT will focus on revitalizing tourism demand and supply, with the core principle of building a new ecosystem that is valuable, balanced and sustainable. It will also strengthen the immunity and increase the stability of the tourism sector to move towards truly high-quality and sustainable tourism.

This includes attracting high-spending tourists, developing the supply chain together with industry partners to be ready for quality tourists, and distributing income fairly and widely at the grassroots level.

The TAT has launched a project called “365 Days of Wonders in Secondary Cities” to promote tourism in secondary cities until 2024. It will work with the public and private sectors to organize campaigns and activities to promote tourism in secondary cities.

The project will showcase Thai products and tourism based on the concept of soft power and reflect the unique identities of each secondary town across the country to attract tourists to visit throughout the year.

It is estimated that income from secondary tourism in cities will increase by 10-15 percent in 2024 compared to 2023. This will lead to income distribution to tourism communities, boost the economic cycle in each province and contribute to the overall economic growth of the country, leading to sustainable tourism in the future.

In addition, there is a new tourism trend called “Digital Nomad,” which refers to a group of people who travel and work at the same time, anywhere, anytime, using digital technology. This trend is gaining popularity worldwide.

BANGKOK – The Airports of Thailand, or AOT has started increasing its passenger service charge (PSC) for international passengers on April 1, 2024, from 700 Baht per person to 730 Baht per person and for domestic passengers from 100 Baht per person to 130 Baht per person.

Dr. Kerati Kijmanawat, President of AOT, said on Monday that AOT has brought the Common Use Passenger Processing System (CUPPS) into use at its six international airports under its supervision, namely Suvarnabhumi Airport, Don Mueang International Airport, Chiang Mai International Airport, Mae-Fah Luang Chiang Rai International Airport, Phuket International Airport, and Hat Yai International Airport.

The use of CUPPS is aimed at enhancing service efficiency and facilitating passengers to use airport services with convenience, rapidity and safety. The aforesaid use of the system is in accordance with the Civil Aviation Authority of Thailand (CAAT)’s Resolution and CUPPS into use at public airports. That policy aimed to develop their operations in terms of modernity and potential in parallel to international standard.

At present, the system consists of three sub-systems:

(1) Common Use Terminal Equipment (CUTE), which helps enhance services at check-in counters and provides passengers with international standards.

(2) Common Use Self Service (CUSS), which reduces passengers’ waiting time at the check-in area as well as enabling them to check in 6–12 hours in advance before departure (depending on the conditions of each airline

(3) Common Use Bag Drop (CUBD), which helps passengers load baggage on their own.

Bringing CUSS into service has caused AOT to incur additional service rates.

German and Canadian Are Arrested Teaching Shaolin Course in Koh Phangan

KOH PHANGAN – Tourist Police, the Koh Phangan District Administrative Officer, and Immigration Police arrested Mr. Somphet, 37, of German nationality, and Ms.Arbely Natalie, 34, of Canadian nationality, at Samma Karuna, Village No. 8, Koh Phangan Subdistrict, Koh Phangan District, Surat Thani Province. They were charged with working without a permit.

The Koh Phangan Tourist Police had previously received a complaint regarding a yoga practice organised by foreigners. Mr. Somphet would give a class called The Shaolin Experience on March 29 from 2:00-5:00 p.m., as publicised on social media through the Samma Karuna Facebook fan page.

Later, at 2:10 p.m., officers came to Samma Karuna and spotted a group of foreigners engaged in activities similar to Chinese boxing dancing and muscular stretching, with Mr. Somphet leading the group and teaching various postures. The appearance is the same as the complaint image. Therefore, the officers introduced themselves and apprehended him.

Mr. Somphet stated that he teaches the Shaolin Experience course. The cost is 9,000 baht per person, and it was scheduled to take place on March 28 and 29 from 8:00 to 11:00 a.m. and 2:00 to 5:00 p.m.

Samma Karuna Co., Ltd., the company that hired them to teach at this location, will divide the costs. He will receive 60% of the total money per individual, which is equivalent to 5,400 baht, while the employer, Samma Karuna Company Limited, must distribute the other 40%, which is roughly 3,600 baht, equally.

Mr. Somphet was also discovered to have overstayed in Thailand for over 34 days. As a result, he will be sent back to his home country.

KAMPHAENG PHET – A 10-year-old Thai-Bahraini girl who was abandoned and left to live with her impoverished grandmother has received a large sum of money from donations after her story went viral.

The girl, identified as “June” (Nichanan Ladnarao), was living with her 62-year-old grandmother, Thonglueng Khongmuang, in Kamphaeng Phet province. Her mother had gone to work in Bahrain and married a Bahraini man, but she became pregnant and was sent back to Thailand to give birth. After June was born, her mother left and never returned, leaving June to be raised by her grandmother.

The grandmother worked as a laborer and received additional governmental support of only 900 baht per month. They had to pay 800 baht per month for rent, and often had to go hungry. June would go to the temple to ask for food.

The grandmother said that she could only afford to send June to school until the 4th grade. June wanted to continue her education, but the grandmother did not know how she would be able to pay for it.

“I only planned to let my granddaughter finish fourth grade because I can’t afford to send her to school any longer. But she wants to finish sixth grade. I don’t know how I’m going to find the money. We barely have enough to eat. I just want to be able to send her to school. That’s all I ask,” said the grandmother

Following the media coverage of their story, numerous individuals expressed their willingness to provide assistance. By April 1, 2024, June’s grandmother’s bank account had received more than 3.5 million baht in donations.

June and her grandmother were overjoyed by the outpouring of support. They said that they would use the money for June’s education first. June said that she wants to become a doctor so that she can take care of her grandmother.

“I’m so happy today. I feel like a dog with an owner to take care of me. Before, I felt like a stray dog,” she said to her grandmother with a smile and a laugh.

According to a research study on school dropouts conducted by the Office of the Basic Education Commission using the Design Research in Education approach and published in July 2023, the top three reasons for children dropping out of school are: family necessity, change of residence and insufficient income.

The number of children dropping out of school was up to 100,000 in 2022, with the main cause being family poverty. Sompong Chitradub, an education researcher, said that while the Ministry of Education has a program to track children who have dropped out of school and help them return to school, it is difficult to keep them in school until they graduate without a support system. The most important factor is that the children have enough to eat.

Australian Man Is Near-Drowning After Running Into Pattaya Sea at 3 a.m.

PATTAYA – At 3:16 a.m. on April 1, the Sawang Boriboon Dhammasathan Radio Centre in Pattaya City obtained a report of a person near-drowning in the sea at the beach opposite Soi Jomtien 11, Pattaya City, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province. They rapidly sent volunteer rescue workers of Sawang Boriboon Dhamma Sathan in Pattaya City to help.

At the moment, both Thai and foreign tourists were nervous on the beach, watching Mr. Lloyd, 58, an Australian national, run into the sea to swim and disappear. Before the authorities arrived, a Thai man assisted him in making his way to shore. Mr. Lloyd suffered serious injuries and lost consciousness. Rescue men performed first aid and CPR to save his life before rushing him to the hospital.

Lloyd’s wife, Ms. Panadda, 45, claimed that her husband had smoked two marijuana cigarettes. He later informed her that he was going for a jog on the beach but ended up running into the sea. He rapidly disappeared from her sight, leaving her in shock and fear. She quickly yelled for aid, and a Thai man swam down to help.

Kittichai Limjamroen, 48, who went to save the Australian guy, said he noticed the man struggling and about to drown before hearing someone shout for help. So he rushed out, got into the sea, and swam to help that man get to shore. Rescue workers quickly arrived and transported him to the hospital. Doctors said that he was still in a coma and was closely monitored by the medical staff.

Princess Aiko Begins 1st Day of Work at Japanese Red Cross Society

TOKYO – Princess Aiko, the only child of Emperor Naruhito and Empress Masako, began her first day of work on Monday at the Japanese Red Cross Society.

The princess joined as a contracted employee and will be assigned to a department focused on training volunteers, according to the Imperial Household Agency.

“I feel joyful, but also humbled to be taking my first step as a working member of society,” she told reporters at the Red Cross headquarters in Tokyo’s Minato Ward.

The princess was one of eight new employees to start their jobs at the headquarters on Monday.
